Corbin St. Present: Chair Will Senner, Hannah Peele and Bruce Spencer Absent: Vice Chair Max Dowdle, Eric Altman and Elizabeth Dicker Staff: Economic Development Manager Shannan Campbell 1. Call to order, roll call, and confirmation of quorum Chair Will Senner called the meeting to order at 6:35 p.m. Senner called the roll and noted the absence of a quorum. He said due to lack of quorum, tonight’s items would be continued until the Sept. 7, 2022, meeting. Regarding Item 5C, applicant Allen Knight and property owner Chris Moore noted the Moores’ move-in date is August 30 and asked how items needing approval would be handled as they were concerned about getting a certificate of occupancy. Campbell indicated that they could work that out at the staff level and that this item could not be discussed outside of a meeting with quorum and further questions or discussions need to be held at a future meeting. Senner pointed out a discrepancy in the Rules of Procedure and district Standards regarding whether or not paving driveways was a staff Minor Work. When asked, Campbell agreed to investigate whether the commission could hold a special meeting to hear tonight’s agenda items before the regular Sept. 7, 2022, meeting, if needed due to volume of items. 2. Minutes review and approval This item was not discussed due to lack of quorum. 5. New business A. Certificate of Appropriateness Application: 326 W. Queen St. — Applicant Davis Jones is requesting to add solar panels that are potentially visible from the front elevation. (PIN 9864870760) This item was not discussed due to lack of quorum. B. Certificate of Appropriateness Application: 318 N. Churton St. — Applicant Fred Stewart is requesting to demolish an existing shed and construct a new garage and fence. Occoneechee St. — Applicant Allen Knight is requesting to make elevation modifications to a previously approved Certificate of Appropriateness for a new construction home. Occoneechee St. — Applicant Allen Knight is requesting to make elevation modifications and add a front retaining wall to a previously approved Certificate of Appropriateness for a new construction home that is in progress.
