Approval of Agenda: Jane Moore moved the agenda be approved as printed. Bill Case seconded the motion. Motion carried. Approval of Minutes: Doug Record moved the April 19, 2016, minutes be approved. Bill Case seconded the motion. Motion carried. Section 106 Review The following reviews are funded by the US Department of Housing and Urban Development, Community Development Block Grant (CDBG) Program. Funding is provided up to $5,000.00 to low to moderate income households for assistance with code deficiency repairs or energy efficiency updates. a. 802 Montana – This application had an emergency review and was approved orally by Art Hernandez on May 6th. The project is to replace the furnace and central air. b. 917 Moreau Dr – This is a Community Development Block Grant (CDBG) proposal for energy efficiency. Mary Schantz moved that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Jane Moore seconded the motion. Motion carried. c. 415 Lark St – This is a CDBG proposal for code deficiency to include tuck pointing, awning repairs and other exterior work. Mary Schantz moved that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Jane Moore seconded the motion. Motion carried. d. 610 Waverly – This is a CDBG proposal for energy efficiency to include furnace, air and hot water. Terri Rademan moved that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Doug Record seconded the motion. Motion carried. e. 1020 Oak St - This is a CDBG proposal for energy efficiency to include furnace, air and insulation. Terri Rademan moved that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Mary Schantz seconded the motion. Motion carried. f. 1205 W. Main St - This is a CDBG proposal for energy efficiency to include windows and doors. This property is located in a Conservation District and the type/design of the windows is restricted. Jayme Abbott indicated that the owner was aware of the restrictions. Mary Schantz moved that the house is in a Conservation District and that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Terri Rademan seconded the motion. Motion carried. g. 1009 Holly - This is a CDBG proposal for energy efficiency to include exterior work, tuck pointing, down spouts and leak repair. Terri Rademan moved that adequate documentation has been provided. No historic properties will be affected by the project and the project be approved by the Commission. Bill Case seconded the motion. Motion carried New Business a. Capitol Avenue and East High Street Rezoning and Overlay Districts – Eric Barron, Senior Planner – City staff held three public meeting in April to obtain input from the neighborhoods and the public in general to the proposed rezoning and overlay districts. Mr. Barron presented the proposal and asked Commissioners to share ideas, concerns and comments related to the plan. Once input has been received, any modifications to the original plan will be made, and the proposal will be presented to the Planning and Zoning Commission. At the Planning and Zoning Commission meeting public testimony will be taken. This is tentatively scheduled for July. The next step after the Planning and Zoning Commission is the City Council. Mr. Barron stated that too many regulations can deter builders. The proposal is better than what we have now and provides minimum requirements for protection today. If there is a desire for more regulation or for a historic district that is beyond what can be accomplished now. According to Mr. Barron the major concerns that were gathered from the neighborhood include: 1. Building to the Street line for High and McCarty 2. The need for stronger design standards 3. Need a process for exceptions (variances) 4. Overlay based on time period not a historic district. Recommendations from the HPC include: 1. Set minimum and maximum glazing (window) percentages. Current recommendation is too low for a minimum. 2. Require brick on 3 sides of the structure 3. Consider not requiring build to street line on High and McCarty 4. Add to the basic requirements for design and then determine the most important three and make them a requirement and in addition to those three require the developer/builder to select for the list at least two additional design standards. 5. The color of the brick should be red 6. No vinyl windows or siding to be allowed Laura Ward recommended that any variances in either of the overlay districts must come before the HPC for approval. Art Hernandez stated that this was a step in the right direction but he was disappointed that not one asked the HPC if converting the area into a Historic District was a good idea. He expressed concern about the demolition ordinance and that without public debate it has been pushed aside. Mr. Barron indicated that a demolition section was being drafted for the overlay districts. Laura Ward encouraged the staff to not dismiss the idea of creating a historic district for the Capitol Ave area. She felt that it could be done and in a short time. Mr. Barron expressed his and staffs’ desire that these overlay districts and the rezoning proposals need to be: 1. Easy to translate to the developer and public 2. Easy to administer by the staff 3. Easy to replicate in other sections of town Mr. Barron encouraged Commissioners to submit any additional comments or recommendations to the Planning and Zoning Commission. b. City Council report – Laura Ward said that at this time there was nothing to report. Old Business Drew Hilpert and Janice McMillan will be coming to the next HPC meeting on June 14th to explain city staff’s objection to the demolition ordinance.
