CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
JUNE 15, 1965
INITIATION:
1. Mayor Harker called the meeting to order at 7:30 P. M. Rev.
2. Jerry Leggit of the Christian Church, 9723 Garibaldi Ave., Temple
3. City, gave the invocation, followed by the Mayor leading the
Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Dickason, Merritt, Tyrell, Harker
ABSENT: Councilman - Nunamaker
ALSO PRESENT: City Attorney Martin & City Manager Woollett,
Traffic Engineer Envall, & Asst. City Manager Koski
5. APPROVAL OF MINUTES:
a. Minutes of Regular Meeting of May 18, 1965. Councilman Merrit,
moved to approve, Councilman Dickason seconded, and the motion
was approved unanimously.
b. Minutes of Adjourned Meeting of May 27, 1965. Councilman
Merritt moved to approve, Councilman Tyrell seconded, motion un-
animously carried.
c. Regular meeting of June 1, 1965. Councilman Merritt correct-
ed line 11 page 5 which reads Councilman Harker to be "Mayor"
Harker. City Manager Woollett corrected item 14, page 5, line 3
to read June 30, 1966, Councilman Dickason moved to approve as
corrected, Councilman Merritt seconded, and the motion was
unanimously carried.
UNFINISHED BUSINESS:
6. ORDINA-1NCE NO, 65 -164: 1st read. Re pre zoning west side of Rose-
mead between Emperor and Callita Avenues.
City Attorney Martin read title to Ordinance No. 65 -164 AN ORDI-
NANCE OF THE CITY OF TEMPLE CITY PREZONING PROPERTY LOCATED ON
WESTERLY SIDE OF ROSEMEAD BOULEVARD BETWEEN CALLITA STREET ON THE
NORTH AND EMPEROR AVENUE ON THE SOUTH FROM ZONE R -1 TO ZONE C -2.
Councilman Tyrell moved to waive further reading of Ordinance No.
65 -164, Councilman Merritt seconded, the motion was unanimously
carried. City Attorney Martin stated the re- affirmation of the
Planning Commission of their recommendation was merely for
the record.
7. RESOLUTION N0. 65 -491: confirming and granting Zone Variance in
Case No. 65 -148: Charles C. Hubner, 9024 Emperor.
City Attorney Martin read title to Resolution No. 65 -491 A RESO-
LUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY CONFIRMING
THE PLANNING COMMISSION AND GRANTING A ZONE VARIANCE IN CASE NO,
65 -148. Councilman Tyrell moved to adopt Resolution No. 65 -491,
Councilman Merritt seconded, the motion was unanimously carried.
8. ORDINANCE NO. 65 -160: 2nd read. Amending Municipal Code Section
2702 relating to City office hours.
City Attorney Martin read title to Ordinance No. 65 -160 AN ORDI-
NANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING
SECTION 2702 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO CITY
OFFICES. Councilman Merritt moved to waive Further reading of
Ordinance No. 65 -160, Councilman Tyrell seconded, the motion was
carried unanimously.
Councilman Merritt moved to adopt Ordinance No. 65 -160, Council-
man Dickason seconded, th3 motion was carried by the following
roll call vote:
AYES: Councilmen - Dickason, Merritt, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilman- Nunamaker
NEW BUSINESS:
9. PROPOSED AGREEMENT FOR LANDSCAPING MEDIAN ON DOUBLE DRIVE: County
of Los Angeles.

Asst. City Manager Koski explained this was a proposed agreement
between the County and this City for the landscaping of the media:
islands between Live Oak Ave, and Grand Ave. on Double Drive,
which are within the jurisdiction limits of both City and County,
The County will contribute $7,000.. as its share to the cost of
the landscaping and this City will prepare plans, specifications
and cost estimates, effect installation of sprinklers and land-
scaping and shall act on behalf of City and County in all nego-
tiations in connection therewith. The City shall, upon comple-
tion, maintain the landscaping at the City's expense. Following
discussion Councilman Merritt moved to approve the agreement and
instruct the Mayor and City Clerk to sign on behalf of the City,
Councilman Tyrell seconded, the motion was carried by the follow-
ing called vote:
AYES: Councilmen - Dickason, Merritt, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilman - Nunamaker
10. APPEAL: ZONE VARIANCE CASE #65 -150, 10317 Olive St., Harry J.
Scheibe]
The City Manager stated this is an appeal from conditions imposed
by the Planning Commission in granting the variance requested.
Councilman Dickason moved to set a public hearing for 7:30 P. M.
on July 6, 1965, Councilman Tyrell seconded, and the motion was
unanimously carried.
11. TRAFFIC COMMISSION RECOMMENDATIONS:
a. Item 6. Traffic Engineer Envall presented the recommendation
from the Traffic Commission for placement of two short time 15
minute green zones on the west side of Golden West Ave. commenc-
ing 311 ft. north of north property line of Las Tunas Drive to a
point 355 ft. north of said property line. He explained this
was in front of the library. Following discussion Councilman
Dickason moved to approve this recommendation, Councilman Merritt
seconded, roll call vote as follows:
AYES: Councilmen - Dickason, Merritt
NOES: Councilmen - Tyrell, Harker
ABSENT: Councilmen - Nunamaker.Motion lost by virtue of a tie vote.
b. Item 10. 2(a) Traffic Engineer Envall stated the Commission
recommends installation of dip signs on the west side of Golden
West at the north approach to Las Tunas Dr. and the east side of
Golden West Ave. at the south approach to Las Tunas Dr., and
on the south side of Garibaldi at the west approach to Temple
City Blvd., and on the north side of Garibaldi at the east ap-
proach to Temple City Blvd., these signs to be placed 150 ft.
from the intersection. He stated also these were considered
necessary since the installation of the traffic signals, Coun-
cilman Merritt moved to approve, Councilman Dickason seconded,
and the motion was carried unanimously.
c. ORDINANCE NO. 65 -165: re prohibited parking. 1st read.
City Attorney Martin read title to Ordinance No. 65 -165 AN ORDI-
NANCE.OF THE CITY OF TEMPLE CITY AMENDING SECTION 3324 OF, AND
ADDING NEW SECTION 3324 -1 TO, THE TEMPLE CITY MUNICIPAL CODE RE-
LATING TO PROHIBITED PARKING. This ordinance puts into the Code
specific exemptions to the City off street parking regulations.
Councilman Tyrell moved to waive further reading of Ordinance No.
65 -165, Councilman Dickason seconded, the motion was unanimously
carried. No further action was taken as this was the first
reading of the ordinance.
12. RESOLUTION N0, 65 -492: Re- Administrative Aide
City Manager Woollett presented Resolution No. 65 -492 A RESOLU-
TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY CONFIRMING
THE APPOINTMENT OF AN ADMINISTRATIVE ::ASSISTANT ON A PART -TIME
BASIS. Councilman Merritt moved t.o,adopt Resolution No. 65 -492,
Councilman Tyrell seconded, and the motion was carried unanimous-

PRESENTATION OF 1965 -66 BUDGET:
City Manager Woollett presented the 1965 -66 proposed budget to
the City Council stating it was a balanced budget and the City
will operate for the 6th year without a tax rate. He recommend-
ed public hearings be set on the budget. Following discussion
Councilman Dickason moved public hearings be set for 7:30 P. M.

June 21, June 22, June 23, and tentatively June 24, Councilmani
Tyrell seconded, motion carried by the following called vote:
AYES: Councilmen - Dickason, Merritt, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilman - Nunamaker
Mayor Harker recommended that the Economic Education program,
the merchants and Chamber of Commerce, and S. E. R. S. be con-
sidered on the night of June 21. On June 23 he suggested repre-
sentatives from the Family Guidance program be heard, and also
the Parks & Recreation Commission in the event they want to add
to their prior recommendations. These suggestions were approved.
These hearings will be held in the North Meeting Room.
14- 15- 16 -17. SETTING PUBLIC HEARINGS:
Councilman Tyrell moved public hearings be set for the 6th of
July, 1965, at 7:30 P. M. as follows:
a. Installation of Curb & Gutter, south side of La Rosa Dr.,
Glickman to Ryland
b. Installation of Curb and Gutter and acceptance of dedication
of right of way Agnes Ave,, west side between Hallwood &
Lower Azusa Rd.
c. Installation of Curb & Gutter and acceptance of dedication
of right of way Daines Dr., south side, Halifax to Arden
d, Assessment hearing, Curb and Gutter, west side of Glickman
. La Rosa to Lower Azusa
Councilman Merritt seconded, the motion carried unanimously.
18. RESOLUTION NO. 65 -493: 4arrants & Demands
City Manager Woollett presented Resolution No. 65 -493, Warrants
& Demands in the sum of $25,754.35, Nos. 6681 through 6722.
Councilman Tyrell moved to adopt Resolution No. 65 -493, Council-
man Merritt seconded, roll call vote to carry as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilman - Nunamaker
19. COMMUNICATIONS:
City Manager Woollett presented a request from the Bureau of
Public Assistance of the County of Los Angeles, requesting desig-
nation of June 27, 1965, as Foster Parents Day. Councilman Tyrell
moved the Mayor so proclaim, Councilman Merritt seconded, and
the motion was carried unanimously.

No one came forward at this time to address the Council.
21. MATTERS FROM CITY OFFICIALS:
Asst, City Manager Koski presented a petition for curb and gutter
on the east side of Temple City Blvd., Broadway to Olive, and
requested a public hearing be set for July 6, 1965, at 7 :30 P. M.
Councilman Dickason so moved, Councilman Merritt seconded, and
the motion was unanimously carried.
Asst. City Manager Koski presented a letter from L. R. Cooke,
5038 Temple City Blvd., re three hazardous trees in his parkway
which have cracked the curb, and requesting their removal and
offering to pay one -half of the cost. He recommended the request
be granted and one tree be planted in accordance with the Master
Tree plan. Councilman Merritt moved to approve, Councilman Tyrell
seconded, the motion was carried by the following called vote:
AYES: Councilmen- Dickason, Merritt, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilman- Nunamaker
Councilman Merritt asked about the signs on gasoline stations
going to a new height, and how this complies to limits on bill-
boards, etc. The City Manager will have this checked out.
City Manager Woollett presented a request for a charitable solici-
tation permit from Lathans Car Club for a car wash at Ray's
Standard station on June 19. Councilman Tyrell moved to grant,
Councilman Dickason seconded, and the motion was unanimously
- carried.

City Manager Woollett presented a request from the Star Spangled
Banner Flag House Assn. in association with the National Flag
Week Committee requesting the City proclaim June 13 -19 as Nationa
Flag 1-leek. Councilman Tyrell so moved, Councilman Merritt se-
conded, the motion was unanimously carried.
The City Manager presented letters from the County Boundary Com-
mission re proposed annexations #354, #355, #356, #357, to the
City of El Monte. Councilman Tyrell moved to receive and file,
Councilman Merritt seconded, the motion carried unanimously.
The City Manager presented a request for a charitable solicitation
permit from the Temple City Youth Center Inc. regarding the pro -
posed circus and carnival proposed for August 5, 6, 7, 8, at the
Temple City High School. The purpose is to raise funds to aid
in building a community center Facility. The City Director of
Recreation is listed as Vice - President and the City Manager ad-
vised this is incorrect and that Mr. Kobett is an Advisor only.
Councilman Tyrell requested•a copy of their Articles of Incorpor-
ation, and a certified copy of the minutes showing the election
of officers. The City Manager recommended this be held over
until the next meeting and considered at that time. Councilman
Tyrell also requested a member of the Camellia Festival and the
Chamber of Commerce be present at that time and speak on this
proposal.
22. ADJOURNMENT: Councilman Tyrell moved to adjourn to June 21, 1965.,
at 7:30 P. M. in the North Meeting Room of the City Hall, 5938
Kauffman Ave., Temple City, seconded and unanimously carried.
