HomeMy Public PortalAbout06.18.2008 Park Commission MinutesMedina Park Commission Meeting Minutes June 18, 2008 Medina City Hall Page 1 of 4 The Park Commission of Medina, Minnesota met in regular session on June 18, 2008 at 7:00 p.m. in the Medina City Hall. Park Commission Chair Ann Thies presided. 1) Call to Order Commissioners present: Ann Thies, Ben Benson, Brian Kingsley, Galen Bruer, Madeleine Linck, Beth Nielsen, and Peter Lecy Commissioners absent: None Also present: Steve Scherer and Chad Adams 2) Additions to the Agenda: None. 3) Approval of the Minutes from May 21, 2008: Change the date on the minutes from May 22, 2008 to May 21, 2008 in two locations. Trail Study: Pg 1, Willow Dr. South of Co Rd 24 to Momingside Road: Add the following language: Madeleine Link would like to see very little straightening and flattening of Willow Dr. Pg 2. Parkview Drive: Remove the following sentence: The trail would be a paved shoulder. A motion was made by Galen Bruer and seconded by Madeleine Link to approve the minutes with the following changes. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) Trail Study The Park Commission continued reviewing the trail study document. The Park Commission reviewed and modified the text for all the Low priority trails & reviewed existing draft trail study. Apache Turf Trail: The need is to provide an interior, off -road connection for future development. Meadowwoods Trail: This turf trail will run from Deerhill Road East to Tamarack, Cherokee Road, Meadowwoods Trail, Pinto Drive, to Medina Road. The need is to connect the east side of the city to Wolsfeld Woods. Deerhill East: This trail should include the spur running south to Wolsfeld Woods off Deerhill. This trail provides continuation of Meadowwoods Trail and Wolsfeld Woods. Wolsfeld Cabin Trail: This trail provides a connection from Wolsfeld Cabin at City Hall to Wolsfeld Woods, where the cabin once stood. Wolsfeld West Trail: This trail will connect Wolsfeld Woods Natural & Scientific Area to Willow Drive, Deer Hill Road West and ultimately to Baker Park. The need is to have an off -road trail along an open space corridor with high quality natural areas. Chestnut Morgan Road Connection: The need for this trail is to run an off -road trail along an open space corridor with high quality natural areas and connect with other off -road trails. Mohawk Trail: This trail could provide trail connection opportunities with Corcoran. It would be a paved or gravel road -side trail. East Chippewa: This trail provides a local trail for interconnection with the community as development occurs. West Chippewa: This trail could provide access to Loretto, and the Regional Trail. Blackfoot Chestnut Loop: This trail would complete an off -road trail which surrounds a large wetland and open space corridor. Prairie Drive Trail: This trail provides a connection to other trails. Homestead Trail: The need for this trail would be to provide safer trail for pedestrians and bicyclist. Some members of the Park Commission expressed concern about the need for this trial because the Baker Park trail is in close proximity. Morgan/Blackfoot Loop: This trail will provide an off -road connection along a natural area and open space corridor. 6) Capital Improvement Planning Chad Adams, City Administrator, reviewed the Capital Improvement Plan (CIP) process for the Park Commissioners. It is the job of the Park Commission to recommend the CIP for city parks. Park dedication funds may only be used for capital improvements, not maintenance items. Current City funds are $1.3m and the Municipal Park Fund currently has $38,000. Chad reviewed the Park's budget in the current Capital Improvement Plan (CIP) for 2008 and 2009. Many projects have been completed or will be completed this year. Some projects will be rescheduled in the future. Some of the items discussed for the 2009 CIP and beyond are as follows: Hamel Legion Park • Picnic Tables — by playground equipment and a 2nd one at the entrance plaza • Benches — around playground equipment • Benches — by fire pit • Drinking fountain — by entrance plaza • Screening ideas for utilities in the park • Other beautification projects? Rainwater Nature Area • Bridge over Elm Creek Medina Park Commission Meeting Minutes June 18, 2008 Medina City Hall Page 3 of 4 • Phase 2 of restoration efforts • Benches & sitting areas • Parking Lot • Other projects? Walnut Park • Rain Garden demonstration area • Basketball Court/hoop • Volleyball court • Benches Holy Name Park • Pier/Dock • Shelter — like this will be 2010. • Possible land expansion/Northridge Farms. Hunter Lions Park • Restrooms General Items • Signs & bags for dog waste for parks. It was decided that a committee would be formed to provide a long range plan for Hamel Legion Park, and possibly other Medina parks. The committee currently consists of Peter Lecy and Ann Thies from the Park Commission. The committee hopes to include someone from the city staff and Hamel Athletic Association. Trails designated as `high priority' by the Park Commission will be added to the CIP. 7) Staff Report a) Fountain at Hamel Legion Park — Medina City Council approved the bubbling boulder fountain at a cost of $2,400. Spinner, the bubbling boulder company, will donate a small wall to be placed around the boulder. Spinner will be allowed to place a sign/plaque (6 x 8 inches) on the wall which includes the company name, the product and a website address. Galen Bruer expressed concerned about the sign by Spinner and that advertisements in the park should not be allowed. b) Logo Content— A committee is being formed to organize a contest for the design of a new Medina city logo. Currently, the committee consists of Beth Nielsen (Park Commission), Carolyn Smith (City Council), Jodi Wunsch (city staff), and one Planning Commissioner. The committee is still looking for one Medina business representative and one resident. It is thought that the Park Commission will need to better identify county trails. 9) Adjourn A motion was made by Ben Benson, seconded by Galen Bruer and passed unanimously, to adjourn the meeting.
