CALL TO ORDER & ROLL CALL
Chairman Kiefer called the Plan Commission meeting to order at 7:50 p.m. immediately following the
Zoning Board of Appeals meeting.
ROLL CALL: Commissioners Heinen, Minnis, Renzi, Seggebruch, Womack and Chairman Kiefer were
present.
OTHERS PRESENT: Jonathan Proulx, Planning Director; and Yuchen Ding, Associate Planner.
APPROVAL OF MINUTES
The Minutes of the Plan Commission meeting held on October 19, 2021 were approved as amended.
PUBLIC COMMENTS
No Public Comments.
DEVELOPMENT REPORT
The development report was given during the preceding Zoning Board of Appeals meeting.

NEW BUSINESS
1947-100421.SU 15925 S. ILLINOIS ROUTE 59 ZHAOHUI LIU
Commissioner Heinen made a motion to open a Public Hearing regarding a proposed special use for a
massage therapy business for the property located at 15925 S. Route 59, in the Village
of Plainfield. Seconded by Commissioner Minnis. Voice Vote. All in favor. 0 opposed. Motion
carried 6-0.
Mr. Ding stated the applicant is seeking special use approval in order to provide massage services at
15925 S. Illinois Route 59, Unit 113. In accordance with Section 9-13 of the Zoning Ordinance, massage
therapy requires approval of a special use permit in the B-3 zoning district.
Mr. Ding reviewed the staff report dated November 16, 2021. Mr. Ding concluded staff submits that the
proposed special use request for a massage therapy business is a reasonable use at the subject location. It
will be compatible with other tenants in the same commercial building and will not cause an undue
parking burden in the plaza. Based on the foregoing analysis, prior to public comments and direction from
the Plan Commission, staff recommends approval of the requested special use permit.
Chairman Kiefer swore in Rosie Ni, applicant. Ms. Ni had nothing further to add.
Chairman Kiefer asked for public comment. There was no response.
Commissioner Womack asked if the applicant currently has an operating business. Ms. Ni stated this is a
new location and she currently has a location in the Woodfield Mall. Commission Womack asked staff
what the intent was for including in the staff report that there is a similar business in the area. Mr. Ding
indicated he wanted them to have some context information about the area and there is nothing in the
code restricting the distance between massage businesses.

Commissioner Seggebruch asked the applicant why they have chosen to open a location in Plainfield.
Ms. Ni stated her partner lives in Lockport and this location would be better for her.
Commissioner Renzi asked per code how many parking spaces are required. Mr. Proulx added that
Village Board has asked Planning to expand the application to include background checks and more due
diligence that would be like what an applicant does for a liquor license. Mr. Ding stated four park spaces
would be required per code. Commissioner Renzi asked to the best of staff’s knowledge has there been
any complaints regarding parking for this building. Mr. Ding indicated staff has received no complaints.
Commissioner Renzi indicated that he was happy that staff researched the proximity of other massage
businesses so there wasn’t a saturation in the area.
Commissioner Minnis asked the applicant to explain what tuina is. Ms. Ni statement it is a massage style.
Commissioner Minnis asked who will be working at this location and if they will be properly certified.
Ms. Ni stated her business partner and the business partners’ spouse, and indicated they are properly
certified.
Commissioner Heinen asked if the rear northeast access point is exit only. Mr. Proulx stated he believes
that it is a bypass access point for the Dairy Queen drive-thru. Commission Heinen asked if staff is aware
of any issue with that access point and if there is issues now is the time to have the owner to resolve them.
Staff is not aware of any issues.
Commissioner Minnis made a motion to close the Public Hearing regarding a proposed special use for a
massage therapy business for the property located at 15925 S. Route 59, in the Village
of Plainfield. Seconded by Commissioner Renzi. Voice Vote. All in favor. 0 opposed. Motion carried
6-0.
Commissioner Seggebruch made a motion to adopt the findings of fact of staff as the findings of fact of
the Plan Commission and, furthermore, recommend approval of the special use permit for massage
therapy at 15925 S. Illinois Route 59, Unit 113, for the business known as ARC Massage.
Second by Commissioner Womack. Vote by roll call: Heinen, yes; Minnis, yes; Renzi, yes; Womack,
yes; Seggebruch, yes; and Kiefer, yes. Motion carried 6-0.
2022 MEETING SCHEDULE PLAN COMMISSION & ZONING BOARD OF APPEALS
Chairman Kiefer suggested that staff try to work around the January 4th and July 5th dates since it is close
to the Holidays.
Commissioner Renzi made a motion to approve the Plan Commission and Zoning Board of Appeals 2022
meeting schedule.
Second by Commissioner Seggebruch. Vote by roll call Minnis, yes; Seggebruch, yes; Womack, yes;
Heinen, yes; Renzi, yes; and Kiefer, yes. Motion carried 6-0.
DISCUSSION
Chairman Kiefer thanked Jessica Gal for all the work she has done for the Village and wished her well in
her endeavor.
Chairman Kiefer asked if there any progress on providing the Plan Commission with a computer or iPad
for the digital packet. Mr. Proulx stated iPads will be rolled out to the Village Board first and if anyone

needs a paper copy until then to please let staff know. The commission discussed the use of paper plans
verse an electronic plan.
Chairman Kiefer read the reminders.
