IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis McArthur, Council member Bruce Case, Council member Dan Gubler, Public Works Supervisor Zech Prouse, City Clerk Robyn Keyes, Police Chief Shannon Basaraba. Visitors: Bryce Contor, Roger Warner, Allen Eldridge Reports Supervisor Prouse said he had received a water test positive for coliform: he followed appropriate procedures for chlorinating and flushing the system. The subsequent tests have been negative. Prouse believes the bacteria presence was from flushing the fire hydrants the week before, which may have stirred up some sediment. Mayor Andersen said coliform testing is used as an indicator for other more harmful bacteria: and because a system tests positive for coliform does not necessarily mean the more harmful bacteria is present. Prouse asked the Council for ideas to either move or sell the old fire truck because he needed the storage room for other equipment. Council member Gubler said he would look into the issue and help figure out a solution. Rocky Mountain Environmental Associates (RMEA) Supervisor Prouse said Bryce Contor and Roger Warner were in attendance to discuss possible solutions for future water rights, environmental studies, and mitigations plans for the City's water supply. Bryce Contor said RMEA was a local firm specializing in water rights, hydrologic studies and environmental assessments, and they were members of Upper Snake Mitigation Solutions. They explained that there was a moratorium on new consumptive water uses and the only exception was by mitigation. Because of this all new commercial, industrial, and irrigation uses including lawns and park ground water uses were at risk. Contor said RMEA would like to work from the existing water study plans for the City to help give the City adequate data, knowledge, and cost information to decide on a path for future water needs. Reports Clerk Keyes said according to the City Attorney, the accessory building permit requirements were only effective in the Chapter in which the 2009 building code was updated: every chapter that mentioned the accessory building requirements needed to be updated. Keyes said before the Council went through the process of approving each individual chapter she wanted the building inspector's opinion whether the changes should be made. 1 Allen Eldridge, the City's building inspector, recommended the City keep the unpermitted allowance for accessory buildings at 144 square feet as a means to help detour other issues such as set back requirements. Eldridge said he would like the City to adopt an ordinance outlining set back requirements between structures such as accessory buildings and homes. The Council agreed.
