HomeMy Public PortalAbout20211214 - Select Board - Meeting MinutesTOWN OF HOPKINTON Select Board Meeting Minutes – December 14, 2021 18 Main Street, Hopkinton MA - Room 215/216 6:00 PM Select Board Members Present: Irfan Nasrullah, Chair, Amy Ritterbusch, Vice Chair, Brendan Tedstone, Mary Jo LaFreniere, Muriel Kramer Officials Present: Town Manager Norman Khumalo, Assistant Town Manager Elaine Lazarus CALL TO ORDER : Chair Irfan Nasrullah called the public meeting to order at 6:00 PM in Room 215/216 of the Town Hall with the Pledge of Allegiance. He stated that the public has the option of attending the meeting in person or via Zoom, and the meeting is being recorded. PUBLIC FORUM: There were no comments from the public. CONSENT AGENDA :MOVED by Amy Ritterbusch and SECONDED by Brendan Tedstone to approve the Consent Agenda, consisting of approving the Minutes of the December 7, 2021 meeting, and accepting the resignation of John Savignano from the Board of Appeals effective December 31, 2021. The Board thanked Mr. Savignano for his service to the Town.Vote to Approve:Yes-5, No-0. ANNUAL LICENSE RENEWALS : The Board considered the renewal of annual licenses. MOVED by Amy Ritterbusch and SECONDED by Brendan Tedstone to renew the Livery/Limo License for 2022 for Able Limousine, 102 East Main St.Vote to Approve :Yes-5, No-0. 2022 ANNUAL TOWN MEETING WARRANT : The Board reviewed the timing of the May 2, 2022 annual town meeting and when the warrant is required to be open and closed. It was noted that the warrant will close on February 1, 2022. Mr. Khumalo encouraged people interested in submitting articles into the warrant to reach out to Town Hall for assistance. MOVED by Amy Ritterbusch and SECONDED by Brendan Tedstone to open the May 2, 2022 annual town meeting warrant on Jan. 2, 2022.Vote to Approve :Yes-5, No-0. 3 NEW LICENSES - LONE WOLF BBQ : Cheryl Kiefer, Lone Wolf BBQ, stated they plan to open the new restaurant at 24 Main St. as soon as possible, starting with abbreviated hours with the intent of being open from 8:00 a.m. to 9:00 p.m., with adjustments as they get to know the business flow. She noted that if they decide to open for breakfast, it could be at 5:00 a.m. She stated there will be TV’s and radio, and it was confirmed that an Entertainment License would be needed.MOVED by Amy Ritterbusch and SECONDED by Brendan Tedstone to issue a Common Victualler License and an Entertainment License for Lone Wolf BBQ at 24 Main St. Vote to Approve :Yes-5, No-0. COVID-19 UPDATE: Shaun McAuliffe, Public Health Director,stated that there have been 99 new cases since December 1, with the majority being sports and travel related. He recommended that holiday travelers receive a PCR test 3 to 5 days upon return to the U.S. He noted that to stop the spread, home test kits are very useful, and if someone in the household is sick, everyone should be tested. He noted that a resident recently knowingly sent a child to school who was sick and now 10 families are in quarantine. He noted that with the current surge of cases, neighboring towns are experiencing problems where entire emergency response shifts are affected and mutual aid coverage has been used to fill in. He stated that the surge is affecting municipal employees, and after consulting with leadership and the Emergency Management Director, employees and visitors will now be required to wear a face covering in all municipal offices. TOWN MANAGER REPORT: Norman Khumalo stated that with respect to the FY23 budget, the next key deliverable is the comprehensive budget to the Select Board, anticipated to be at the end of January. He stated that at the joint School Committee meeting last week the School Dept. identified 3 priorities above the level of the budget message: 1) a $1,000,000 increase for special education services; 2) new special education staff; and 3) establishment of a new special education stabilization account. He stated that the capital project review is underway by the Capital Improvement Committee (CIC), and the Appropriation Committee has begun meeting early in the process, as there are new members and there was a desire to share the current budget process information. He referred to the loss of Fire Engine #4, stating that the Town’s insurance will fully cover its replacement, and the location where it was undergoing repair work was also covered by insurance as required by the contract with the Town. He noted that while the insurance companies sort it out, Town staff will plan for an article at town meeting to cover its replacement, assuming that there will be items not covered the Town wants to include. Mr. Khumalo stated that at the All-Hands meeting last night, departmental priorities were heard. He thanked the Board and others for attending, noting that a survey has been distributed for feedback. Amy Ritterbusch asked if a capital plan has been developed yet, and Mr. Khumalo stated that the information has been gathered and he anticipates that the CIC will complete its review in January. 4 Mr. Khumalo stated that with respect to the issue of PFAS in the municipal water supply, DEP has received the Board’s recommendation made at the last meeting. LIAISON REPORTS/BOARD INVITES: Amy Ritterbusch stated that the Historical Commission is looking into becoming a certified local government, which makes them eligible for certain grants. Mr. Khumalo stated the Town is available to support that effort. Mary Jo LaFreniere stated that a holiday party was held at the Senior Center recently, sponsored by the Police Dept. She stated that the Sustainable Green Committee reports that they are working hard and want to make contact with all Town departments to work closely together on various initiatives. She thanked Town employees and wished them happy holidays. Mr. Nasrullah stated that at a presentation last week, the Upper Charles Trail Committee received a lot of feedback, which it is taking under advisement. FUTURE BOARD AGENDA ITEMS:Amy Ritterbusch requested that at the next PFAS update, the issue of whether the turf field at Fruit St. could have caused the problem be discussed.
