Thereupon on notion o 1-r, Lr�.;.r., secon. ci by Mr. Sto'_ely, the meeting was adjourned, Attestt, JUNE 21, L954 The Council of Bal Harbour village met at the Pillage Hall, Monday, June 21, 1954 at 8:00 o'clock P. M. There were present: Dr. Leonard and Messrs. Beatty and Stokely, Absent: Messrs. Brown and Collins Also present were W. H. Webb, Village Manager and Mary Wetterer, village Clerk, read. The minutes of the previous meeting of May 17, 1954 were approved as Mr. Webb read to the council a letter from Mr. Bargar stating that his company could not write the pension plan by holding the money in escrow until the Legislature would pass a Bill setting the plan in motion. Mr. Webb also read a letter from Mr. Gautier stating that he would be willing to introduce JUNE 21, 1954 144 a Bill giving Bal Harbour the right to establish such a plan retroactive to October 1, 1954. Further discussion on this was tabled temporarily. The Village Manager stated that he had written to the sixteen lot owners that he had not heard from regarding filling their low lots and had answers from four. The council decided to tale this up again next month. Ordinance No. 34 setting up the manager's salary was read to the council and on motion of Mr. Stokely, seconded by Mr. Beatty the ordinance was unanimously passed. Mr. Webb told the council that he had been working on the budget and that even with an increase of one mill on the tax roll he was approximately $8,500.00 short of balancing. After discussion on various items it was the opinion of the council that perhaps for this year the pension plan and a system of amortizing for equipment replacement would have to be set aside. It was agreed that the salary for the village attorney would be raised to $150.00 per month for the coming year. Mr. Webb told the council that Mr. Anderson bad asked him if the village would pay part of his expenses to the Municipal Law Officers Institute. He ex- plained that Miami Shores and Miami Springs had agreed to help him with 'the expense of the trip. After discussion it was agreed that Bal Harbour would check with the other cities involved and contribute a share of the expenses with a maximum of $100.00 to be taken from the account for legal fees. A bulletin from the Florida League of Municipalities regarding Social Security was read to the council and it was agreed that Mr. Webb would sand a telegram to Senator Smathers stating that we were in favor of extending Social Security to more city employees. The problem of having a uniform cabana line on the oceanfront was discussed by the council. After discussion it was moved by Mr. Stokely, seconded by Mr. Beatty, and unanimously voted that Ordinance No. 35, amending the Zoning Ordinance, setting up a uniform cabana building line on the oceanfront be adopted. Mr. Webb explained to the council that a great many cities were setting up ordinances governing the retention and destruction of public records. He said he had prepared an ordinance to this effect. After discussion it was decided to refer this ordinance to Mr. Anderson for study. Dr. Leonard said that he had recevied a copy of a resolution passed by the Miami City Commissioners asking that the Dade County legislators propose legis- lation governing the sale and possession of firearms on a state level. There- upon on motion of Mr. Beatty, seconded by Mr. Stokely, the council unanimously voted to adopt a similar resolution, known as Resolution No. 24.
