SCOTT HARRINGTON DATE: July 3, 1997 TO: Architectural Review & Planning Board Members RE: ARBP File #97 -16: New Residence for the Heilakkas; 3 Driftwood Landing (Lot 7). The applicant, William Wietsma, architect, as agent for Leslie and Ann Heilakka, owners, is seeking approval to construct a new home and accessory structures on a parcel of property described as Lot 7 of the Driftwood Landing subdivision. The nature of the request requires a recommendation to the Town Commission on a Land Clearing Permit and a Level 3 Architectural/ Site Plan Review. No other Board actions are required. Project Description The applicant proposes to construct a one - story, four bedroom, three full and two half bath home with 4,290 square feet of living area. The total gross floor area including the living area, garage, and covered lanai and entry is 5,899 square feet. There are no atriums or ceiling heights above 15 feet. The lot has an effective lot area of approximately 24,060 square feet (platted area minus the private road and a simulated right -of -way of 10 feet) which, under the Sliding Scale FAR, can accommodate up to approximately 7,412 square feet, or about 1,513 square feet more than what is proposed. (Please note that the effective lot area and maximum FAR calculations shown above differ with those shown on the site plan. The calculations shown on the site plan are incorrect) The design of the home is Gulf Stream - Bermuda. Design elements include: a white flat cement tile roof; smooth stucco walls with staggered corner quoins; double -hung windows (and some fixed panels) with muntins; louvered shutters in the front; and a single front Architectural Review & Planning Board Members ARPB File #97 -16 July 31997 Page 2 door with glass sidelights. Other design features include: sliding French doors in the back; a covered front entry; and two garages — one double and one single. The proposed home has a first floor elevation of +7 feet NGVD. Eave lines are 9' -6" for most of the home with the exception of the garages where the eaves reach 8' -6 ", as measured from the finished floor of the living area. Most of the home is covered by a single hip roof which reaches a peak of 24' over the central portion of the living area. This main peak is flanked by a separate hip roof over the garages and another over the front entry in addition to another break in the roof created by a step back in the western wall of the home. All roof areas have a 6/12 slope and 1 -1/2 foot overhangs. Other proposed improvements to the site include a pool, spa and deck area in the rear and a circular drive in the front. A service drive also is proposed along the east side that leads to the two side - facing garages. The deck and driveway surface materials are not specified on any of the plans. The proposed first floor elevation of the living area is about 2.5 feet higher than the existing grade of the lot. As a result, a significant quantity of fill will be needed. To achieve the new elevation, the applicant proposes a slope and terrace design where the house steps down from the front, rear and east sides, with the grade then slowly receding toward the existing elevations at the property lines. Although much of the lot has been cleared, there are significant stands of ficus along the east property line that will be trimmed and maintained. In addition, a large ficus in the back also will be saved while three others that conflict with the building pad will be removed. The Landscape Plan indicates the new hedging, palms and other plantings to be added. Stormwater retention requirements will be met with a series of swales that ring the property. Sanitary sewage requirements will be met with an on -site septic system located along the west side of the property. Land Clearing Permit Chapter 58, Article VI of the Town Code of Ordinances provides criteria for the issuance of a Land Clearing Permit. In general, a Land Clearing Permit is required for both the removal of significant vegetation and the addition of fill. G Architectural Review & Planning Board Members ARPB File #97 -16 July 31997 Page 3 N As discussed, a significant amount of fill will be needed to accommodate the proposed first floor elevation. However, this is necessary to meet the minimum elevations required by the flood codes and the applicant has used slopes and terraces to avoid a "pedestal' type appearance. Also, most of the mature trees will be retained along the east property line with only those that conflict with building area being removed. Based on the information submitted by the applicant, staff finds the proposed vegetative relocations /removals and addition of fill to be consistent with all applicable Land Clearing permitting criteria with the condition that all material to be saved or relocated be adequately protected during construction. Level 3 Architectural/Site Plan Review Chapter 66, Article V.1. of the Zoning Code enumerates the 12 standards applicable to applications for a Level 3 Architectural /Site Plan Review. These standards include consistency with all applicable sections of the Gulf Stream Design Manual, including those found in Article VIII for Gulf Stream - Bermuda architecture. The proposed home and site plan comply with all requirements of the Design Manual. However, at 24 feet, the roof height is discouraged as is the chimney height of 28 feet. The applicant believes that a 6/12 slope is necessary to maintain the integrity of the Gulf Stream- Bermuda design and that the slope is consistent with those of other homes in the immediate area. Further, he notes that the peak is only 36 feet long and is located in the middle of the property. Staff concurs with the applicant's justification and further notes that the front and rear elevations are 118 feet wide. As a result, the higher roof helps to maintain an appropriate vertical /horizontal proportion. Although discouraged, staff believes the roof and chimney heights meet the consistency criteria listed in Article II.D. applicable to discouraged elements. All Commissioners advised that they had not visited the property and that they had no ex -parte communications to disclose. William Wietsma began his presentation by displaying an amended site plan showing the proposed structure being moved 5' to the west in order to provide a wider setback on the east side and preserve the landscaping which is adjacent to the property of Mr. Murphy. Mr. Wietsma advised that this was a condition of the recommendation made by the ARPB. He then pointed out that the home is of a one - story, Gulf Stream Bermuda design and that the driveway surface would be pea gravel. Commissioner Hopkins asked Mr. Harrington for an explanation regarding the "discouraged" heights of the roof and chimney. Mr. Harrington explained that the roof extends to 24' in height and the chimney to 281, placing them in the "discouraged" classification, with these being the only discouraged elements on the structure. Town Manager Town Manager Harrington had no report but took the opportunity to thank the Commissioners, past and present, for the support they have given him over the past 6 years, and for giving a 28 year old, bearded, single man an opportunity to serve as Town Manager. He stated this has been the best job he ever had, and the most fun. Mr. Harrington said he is sorry to leave but decided that if he is to move on with his career, this is the time to do it. Mr. Thrasher reported an unfavorable net revenue variance for the month of June 1997, in the amount of $21,470. He pointed out that this is due to delinquent property taxes.
