PLANNING& ZONI/NG COMMISSION MEETING
IONA CITY HALL
February 13,2024 6:00 P.M.
PRESENT: Chairman James West, Member Jason Cooper, Member Bill Koester, Member Ray
Hart, and Deputy City Clerk Heather Marley.
ABSENT: Member Clint Reading.
VISITORS: None.
Chairman West welcomed everyone and led the Pledge of Allegiance. A roll call was taken by
Deputy Clerk Marley to open the meeting.
CONSENT AGENDA: Chairman West entertained a motion. Member Cooper made a motion
to approve the consent agenda as presented. Member Koester seconded the motion. All in favor.
Motion carried.
PUBLIC COMMENT: None.
ITEMS OF BUSINESS:
Ordinance to Amend Iona City Code § 6-4-10, pertaining to the installation of mailboxes in
Public Rights of Way (Ord. 298-12-23): Chairman West stated that the wording in the
Ordinance and the corresponding picture has been updated and it looks accurate. The
Commission discussed the materials used to support the structure of the mailboxes. They also
discussed the placement of the mailboxes. Chairman West suggested the cluster mailboxes in the
future subdivisions have a pullout so people can pull off the road to get their mail.
Chairman West entertained a motion. Member Hart made a motion to approve an ordinance of
the City of Iona, Idaho; amending section 6-4-10 of the Iona City Code; amending various
requirements for mailboxes within public rights of way; providing methodology; preserving prior
ordinances in each instance; providing for severability; and establishing an effective date.
Member Cooper seconded the motion. All in favor, motion carried.
Discussion of Preliminary Plat located in the Bonneville County Area of Impact — Norton
Division No. 1; Bonneville Joint School District #93; proposed preliminary plat for new
elementary school, located on the South side of 49th North, between Ammon Road and 45th
East: Chairman West expressed concern that the turnout shouldn't be on the main road.
Members discussed green space and the parent turnaround. Member Koester stated his concern
for the extra traffic that will be on 49th North. Member Cooper suggested a turn lane into the
school since it's a two lane road. Member Hart suggested the road be widened to provide for the
future traffic.
