A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
RELATING TO STANDARDS FOR BANNERS, FLAGS, OR OTHER STREET
OR HOLIDAY DECORATIONS; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, Section 3-24-060(F)2, McCall City Code, allows for the
establishment by resolution of standards for banners, flags, or other
street or holiday decorations; and,
WHEREAS, the City of McCall Planning & Zoning Commission has developed
and recommended such standards; and,
WHEREAS, the City Council wishes to establish such standards, therefore
BE IT RESOLVED by the Mayor and Council of the City of McCall that:
Section 1: STREET BANNERS.
Per MCC 3-24-030(D), banners across public streets advertising a public
entertainment or event are allowed during and for fourteen (14) days
before and seven (7) days after the event. The location of such street
banners must be as shown on the attached map, or as determined by the
City Council. The placement and scheduling of all such street banners
shall be coordinated with the McCall Chamber of Commerce.
Section 2: FLAGS OR BANNERS ON UTILITY POLES AND LIGHT
STANDARDS
Flags or banners sponsored by a public agency or public-benefit non-profit
group are permitted on utility poles and light standards, subject to
compliance with the requirements of the Idaho Department of
Transportation, Idaho Power or any other relevant utility provider. The
placement and scheduling of all such flags or banners shall be
coordinated with the McCall Chamber of Commerce.
All flags or banners on the decorative light standards along the SH55
corridor must conform to the following dimensions: 57" high x 26" wide at
the top and 12" wide at the bottom. All flags or banners on utility poles
along the SH55 corridor must conform to the following dimensions: 60"
high x 36" wide.
No flags or banners advertising or displaying any product, service,
business or political position or statement are permitted.
Section 3: HOLIDAY AND SEASONAL DECORATIONS
Holiday and seasonal decorations sponsored by a public agency or public-
benefit non-profit group are permitted within the road right-of-way, subject
to compliance with the requirements of the Idaho Department of
Transportation, Idaho Power or any other relevant utility provider. No such

holiday and seasonal decorations may be placed in such a way as to
interfere with snow removal operations or hide from view any traffic, public
informational signs, or street signs or signals. Holiday and seasonal
decorations include, but are not limited to, decorative lights, flowers,
banners, flags, snow and ice sculptures, and traditional holiday or
seasonal figures.
Section 4: APPROVAL REQUIRED.
All banners, flags and other street or holiday decorations covered by these
standards must receive approval from the City Planner prior to installation.
Section 5: EFFECTIVE DATES.
The above standards are effective immediately upon adoption and shall
remain in effect until further action by the City Council.
