The applicant will introduce plans for a 450-home residential subdivision with four
neighborhoods at the southwest corner of 127th Street and Van Dyke Road. The
applicant and staff welcome input from the Village Board prior to formal consideration at
an upcoming meeting following a recommendation for approval from the Plan
Commission.

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Argoudelis called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Calkins was
absent, all other Trustees were present. Mayor Argoudelis led the Pledge of Allegiance. There were
2 persons in the audience.
PUBLIC COMMENTS (3-5 minutes)
Mike Collins expressed concern about statements made by Mayor Argoudelis regarding past Village
Administration, lack of guidance by Mayor Argoudelis, current litigation against Mr. Argoudelis, and
Mayor Argoudelis using his cellphone during meetings.
BUSINESS MEETING
1)APPROVAL OF THE AGENDA
Trustee Benton moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call.
Kalkanis, absent; Larson, yes; Ruane, yes; Wojowski, yes; Benton, yes; Calkins, yes. 5 yes, 0 no, 1
absent. Motion carried.
2) PROPERTY ACQUISITION – 14218 S. NAPERVILLE ROAD
Trustee Ruane moved to authorize the purchase of the property at 14218 S. Naperville Road,
Plainfield, IL, from Mrs. Margaret Jeanette D’Arcy, at an appraised and agreed to price of
$1,060,000.00 for property and all improvements within PINs 06-03-03-301-001-0000 and 06-03-03-
301-002-0000, and to authorize the purchase of the property at an appraised and agreed to price of
$76,500.00 for property and all improvements within PIN 06-03-03-301-003-0000, and to authorize
the purchase of the property at an appraised and agreed to price of $75,000.00 within PIN 06-03-03-
301-004-0000 and to authorize eligible relocation costs, incurred by the Mrs. D’Arcy, at a total
relocation cost not to exceed $50,000.00, and to authorize the Village Administrator to execute all
related documents. Second by Trustee Wojowski. Vote by roll call. Kalkanis, absent; Larson, yes;
Ruane, yes; Wojowski, yes; Benton, yes; Calkins, no. 4 yes, 1 no, 1 absent. Motion carried.
3) 2021 TAX LEVY
Trustee Benton moved to reconsider the 2021 Tax Levy. Second by Trustee Larson.
Trustee Benton moved to adopt Ordinance No. 3537, for the levying and collecting of taxes for the
Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the first
day of May, 2021. Second by Trustee Larson. Vote by roll call. Kalkanis, absent; Larson, yes;

carried.
Trustee Benton moved to adjourn the Special Meeting. Second by Trustee Wojowski. Voice Vote.
All in favor, 0 opposed. Motion carried.

Minutes of the Committee of the Whole Workshop of the President
and the Board of Trustees
Held on December 13, 2021
In the Boardroom
Mayor Argoudelis called the meeting to order at 7:25 p.m. Board Present: Mayor Argoudelis,
Trustee Larson (electronic), Trustee Ruane, Trustee Wojowski, Trustee Benton, and Trustee Calkins.
Board absent: Trustee Kalkanis. Others Present: Joshua Blakemore, Administrator; Traci
Pleckham, Management Services Director; Michelle Gibas, Village Clerk; Jon Proulx, Planning
Director; Allen Persons, Public Works Director; Dan Biermann, Water Superintendent; Doug Kissel,
Wastewater Superintendent; and, John Konopek, Chief of Police. There were 2 persons in the
audience.
Trustee Calkins moved to approve the Minutes of the Committee of the Whole Workshop held on
November 22, 2021. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Argoudelis welcomed Administrator Blakemore and thanked Traci Pleckham.
TRUSTEE COMMENTS

Welcomed Administrator Blakemore and thanked Traci Pleckham.
Informed everyone that this is the last week for yard waste pick up.
Trustee Larson requested an update on litigation against John Argoudelis and a financial update for
legal expenses. Trustee Wojowski stated that he would like to have the costs of the litigation include
the hours from Joan Meyers.
Trustee Ruane welcomed Administrator Blakemore and thanked Traci Pleckham.

WORKSHOP
1)2022-2023 DRAFT FISCAL YEAR BUDGET
Mr. Dan Biermann, Water Superintendent, gave a presentation highlighting the Water Division. Mr.
Biermann reviewed the mission statement, organizational chart, Lake Michigan Water supply and
distribution, water pumpage, Phase 1 of the Old Town Water Improvement project, 143rd Street West
watermain, and vehicles.
Mr. Doug Kissel, Wastewater Superintendent, gave a presentation highlighting the Wastewater
Division. Mr. Kissel reviewed the organizational chart, technology, customer service, work order
and asset management system, capital repair and replacement, lift station/collections improvement,
and treat plant machinery refurbishment.
Mr. Allen Persons, Public Works Director, gave an overview of the Public Works Department staff
and pointed out that staff is not recommending any increases to the water rate or capital charge.
Mrs. Traci Pleckham, Management Services Director, reviewed the budget summary including
revenues, expenditures, distribution program, depreciation, sewer administration, sewer treatment
program, expansion projects, and debt service. Mrs. Pleckham pointed out that an Assistant Public

Works Director is included as part of the draft budget. Mrs. Pleckham stated that the Police
Operations Budget is scheduled to be presented at the next Committee of the Whole Workshop.
Mayor Argoudelis thanked staff, read the reminders, and invited everyone to welcome Joshua
Blakemore and join us for a piece of cake.
Trustee Wojowski moved to adjourn. Second by Trustee Benton. Voice Vote. All in favor, 0
opposed. Motion carried.
The meeting adjourned at 8:16 p.m.

Through Lots:
1.The Northern Through Lots will be buffered from 127th
Street by a 50 ft. wide outlot that will be bermed 3 ft. The
berm will be heavily landscaped with a combination of
evergreen, ornamental and canopy trees supplemented
with shrub masses and flowering perennial accents.
2.The Eastern Through Lots are setback a minimum of 44
ft from Van Dyke Street, separated by a naturalized
detention basin and will be buffered with a double-layer
of landscape screening. The first layer will be along Van
Dyke Street as part of our perimeter buffering of the
project. The second layer will be at the rear of each lot
and will be landscaped with a combination of evergreen
and ornamental trees, with layered canopy trees, shrubs
and flowering perennials.
3.Window Treatment Upgrades matching the Front
Elevation for rear windows (i.e., Shutters, Trim or Grids)
4.Through Lots will have 360-degree masonry wainscot.
5.Through Lots will have rear elevation articulation.
All Homesites shall feature:
1.Architectural Shingles
2.12” Roof Overhang (rake) on all four sides
3.Corner boards on all four sides
4.Garage Door Upgrade to include top row of windows
to be available as an option.
5.Rear and Side elevation windows to have Window
Grids that match the chosen front elevation
