I have scheduled a meeting with Miami -Dade Public Works Department Coral Gables
Director Pete Hernandez for Thursday June 11, 1998. This meeting will give us clear Horida 33134
direction as to the approvals necessary for the completion and construction of the
Crandon Boulevard re -design. On May 16th of this year, I had a preliminary meeting T 305 445 7811
with highway division engineer, Mr. Jeff Cohen. The discussions surrounding the F 305 445 0997
proposed Crandon Boulevard re -design were very productive. By establishing a good W www.obmi.com
working relationship with the county, as we have done previously with regards to the E obm@accesspro.net
residential traffic calming projects, we will be able to avoid the pitfalls usually associated
with projects of this scale. Through my meeting with Mr. Hernandez, I intend to receive a Antigua

and I feel that one more public input session involving the Village, as well as the county, London
is necessary prior to the construction documents for the modifications. St Kitts

The Council has already approved the expenditures necessary for a full survey Turks & Caicos
of the boulevard and as soon as the scope has been determined and a civil engineer for
the project has been identified we will implement the -surveying process.
Project Goals
The goal is to re -design Crandon Boulevard from its present condition (1960's
suburban arterial highway), solely designed to "move" traffic to "Main Street Key
Biscayne", a place with "address value" and real vitality. Crandon Boulevard, our most
important street should and will be the civic, pedestrian, and retail center of the Village.
After in depth analysis of the "Boulevard" the major re -design elements were identified
as follows:
1. Calusa Circle as a traffic calming and identification element signifying the change of
speed and character to Crandon Boulevard as it transformsfrom county highway to
"Main Street Key Biscayne".
2. Transforming the high speed "suburban" left turn bays to more angular "main street"
bays, which will calm the traffic while providing more area for landscaping
improvements within the median.
3. Eliminate left turn stacking where superfluous. Add left turn access from the
boulevard to allow effective turning movement into retail properties. Add curbing to
better control traffic flow. Adjust driveway widths, entrances, and exits to provide
the fewest acceptable curb cuts.
4. Provide sidewalk improvements consistent with hopes to improve pedestrian activity
along the Boulevard.
5. Provide highly visible "crossing Plaza" which signify important East West access
points at East Heather and East Enid Drives.
6. Signage "kiosks" and other street furniture to identify and unite retail frontage on the
Boulevard. As well as serving as a design element for the entire Boulevard.
7. Channelize traffic at the intersection of Harbor Drive and Crandon Boulevard to
alleviate chaotic situation arising from the conflicting traffic patterns at the Oasis,
Chevron and Harbor Plaza shopping center.
8. Provide on street parking where applicable as a traffic -calming element and to
protect the pedestrian from the automobile traffic. On -street parking is also an
essential component of the proposed "Main street retail" goals for Crandon
Boulevard.
9. Provide improved landscaping to the entire boulevard to shade pedestrian traffic and
provide aesthetic enhancement.
10. Re -design the southem end of the Boulevard to extend the pedestrian access to the
State Park and to allow the construction of the Pines Canal Overlook and Police
docking facility.
