HomeMy Public PortalAbout2016-03-10 minutesMINUTES AD HOC STEERING COMMITTEE ON BUILDING CONSTRUCTION CODES March 10, 2016 COMMITTEE MEMBERS PRESENT: Kyle Kittrell, Chairman Randy Allen, Vice Chairman Paulette Kreter Larry Kolb Jim Wisch Dan Klindt Larry Brandhorst Jim Dove Jim Crabtree EX-OFFICIO MEMBERS PRESENT: Larry Burkhardt Jason Turner Mark Luebbering Diane Cary Matt Schofield arrived at 9:10 a.m. Janice McMillan arrived at 9:25 a.m. 1. Call to Order Chairman Kittrell called the meeting to order at 8:40 a.m. in the Council Chambers. (The Boone- Bancroft Conference Room was in use at the time. Members later moved into the Boone- Bancroft Conference Room when it became available.) A quorum was present. 2. Approval of Minutes for the February 25, 2016 Meeting. Randy Allen moved and Jim Crabtree seconded to approve the minutes of the February 26, 2016 meeting as written. Motion passed. 3. Technical Sub-Committee Expectations – What is expected from the sub- committees? The following expectations of the sub-committees were discussed.  Public Meetings were discussed. This may be used to hold public discussions of what the committee is recommending at various points.  Use City’s web site to keep people informed by posting committee members, minutes, and proposed ordinances.  The code reviews need to keep balance between why regulations are needed for health, safety, and welfare of the public versus expediency of construction needs.  Chair coordination of the sub-committees will be accomplished by having the chair and vice chair appointed from Steering Committee members. Motion was made by Jim Crabtree and seconded by Jim Wisch to have the chair and vice chair appointed from Steering Committee members. The motion passed unanimously.  ISO (Insurance Standards Organization) effects on what codes are adopted. City staff to provide last report.  If possible, “Cliff notes” on City zoning could be made available by City staff. Ad Hoc Steering Committee on Building Construction Codes page 2 March 10, 2016 4. Technical sub-committee reports – what should be reported back and in what form? Regular reporting back would be done by all of the Chairs of each Sub-committee. Ordinances will be drafted for review by the Steering Committee. 5. What is necessary to update the City Council on the committee? A Council liaison will be requested in April after the elections. This way, the Council will be kept informed. 6. Continue appointments to the technical sub-committees a. Appointments were made to the Residential and Energy Conservation sub- committee. Dan Klindt moved and Jim Wisch seconded to approve the appointments. Motion passed. Randy Allen moved and Jim Wisch seconded to appoint Dan Klindt as Chairman and Paulette Kreter as Vice Chairman. Motion passed. b. Appointments were made to the Building and Energy Conservation sub-committee. Randy Allen moved and Jim Crabtree seconded to appoint Larry Brandhorst as Chairman and Randy Allen as Vice Chairman. Motion passed. Appointments were made to the Existing Code sub-committee. Larry Brandhorst moved and Dan Klindt seconded to appoint Jim Wisch as Chairman and Larry Kolb as Vice Chairman. Motion passed. c. Appointments were made to the Fire and Property Maintenance sub-committee. Randy Allen moved and Dan Klindt seconded to appoint Jim Crabtree as Chairman. Motion passed. Larry Kolb volunteered as Vice Chairman. Appointments were made to the Fuel Gas, Energy Conservation, and Mechanical sub-committee. Randy Allen moved and Jim Crabtree seconded to appoint Jim Dove as Chairman and Bill Luebbert as Vice Chairman. Motion passed. The last sub-committee still to be reviewed will be the Wildland-Urban Interface, Green Construction, Performance, and Swimming Pool & Spa. The sub-committee appointments will be verified by the chairs and vice chairs by calling the individuals. See attached list of sub-committee appointments. 7. New Business There was none. 8. Next Meeting Date The next meeting date was set for March 31, 2016, 8 am – 10 am. 9. Adjourn With no other business, the meeting adjourned at 10:33 am.
