HomeMy Public PortalAbout2016-03-31 minutesMINUTES AD HOC STEERING COMMITTEE ON BUILDING CONSTRUCTION CODES March 31, 2016 COMMITTEE MEMBERS PRESENT: Kyle Kittrell, Chair Randy Allen, Vice Chair Jim Crabtree Larry Kolb Paulette Kreter Dan Klindt Larry Brandhorst Jim Wisch COMMITTEE MEMBER ABSENT: Jim Dove EX-OFFICIO MEMBERS PRESENT: Larry Burkhardt, City of Jefferson Jason Turner, City of Jefferson Mark Luebbering, County Diane Cary, City of Jefferson 1. Call to Order Chairman Kittrell called the meeting to order at 8:05 a.m. in the Boone-Bancroft Conference Room. A quorum was present. 2. Approval of Previous Meeting Minutes A motion was made by Jim Crabtree and seconded by Dan Klindt to approve the minutes of the February 25, 2016 meeting. Motion passed. 3. Continue Appointments to Technical Sub-Committees Appointments to the sub-committees continued. At this point, the Chairs and Vice Chairs were to contact all of the proposed members to verify their availability to serve on their respective sub-committees. a. The Building Code members were not verified as of this meeting. b. The Existing Building Code members were verified by the Chair and Vice Chair. c. The Fuel Gas, Mechanical and Energy Code were not verified. Ken Sandbothe, Master plumber, was recommended to be added to this committee. To make it official Larry Kolb moved and Randy Allen seconded to add Ken Sandbothe to this sub-committee. Motion passed. d. The Residential/Energy committee met on March 23, 2016. Status update was given by Chair Klindt and Vice Chair Kreter. This committee has been set up to meet the 1st and 3rd Wednesday of each month from 2 pm to 4 pm. e. The Fire and Property committee members were verified by the Chair and Vice Chair. f. The final sub-committee was discussed. In lieu of the sub-committee, Chair Kittrell recommended assigning the various codes to the other sub-committees for review. Jim Crabtree moved and Dan Klindt seconded to assign the Wildland-Urban Interface to the Fire and Property Maintenance sub-committee. Motion passed. Ad Hoc Steering Committee on Building Construction Codes page 2 March 31, 2016 The Green Building, Performance, and Swimming Pool & Spa codes were deferred. It was recommended that these codes be reviewed after the main codes are finished with their review. i. Randy Allen moved and Jim Crabtree seconded to defer the Green Building Code until later. Motion passed. ii. Jim Crabtree moved and Dan Klindt seconded to defer the Performance Code until later. Motion passed. iii. Dan Klindt moved and Larry Brandhorst seconded to defer the Swimming Pool & Spa until later. Motion passed. 4. New Business a. Discussion was held about the physical form of the code. This was generated by the Residential committee members desire to have a soft bound version of the code. Fortunately, HBA gave a grant to cover the cost to buy 7 versions of the code and commentary. The City, however, is not in a financial position to buy code books for all the sub-committees. The City can provide a PDF version and/or 3 ring binders of the various codes. It was decided that each sub-committee would decide the physical version of the code they would like to review. b. Discussion was held on how each code book tells in Chapter One how the code should be administered. After discussion Paulette Kreter moved and Jim Crabtree seconded that the Steering Committee take the lead on this portion of the code. Motion passed. c. With the discussion of administrative review, other related topics were discussed including: i. Staffing requirements the City would need to have for code enforcement. ii. Policies and procedures for Building Regulations. iii. The possibility of public meetings to review the building codes. iv. Sub-committee reports would primarily be the minutes of the meetings. 5. Public Comment No public comments were made. 6. Next Meeting Date The next meeting date will be April 28, 2016. It was decided that the 4th Thursday of the month from 10:00 am to 12:00 pm would be the standing meeting time. 7. Adjourn The meeting adjourned at 9:50 a.m.
