Call to Order Chair Kittrell called the meeting to order at 10:03 a.m. in the Multipurpose Room in the City Hall Annex. A quorum was present. 2. Approval of previous meeting minutes A motion was made by Jim Wisch and seconded by Dan Klindt to approve the minutes of the March 31, 2016 meeting. Motion passed. 3. Updates from the subcommittee chairs and vice chairs a. The Residential and Energy Conservation code committee went over Chapters 1 and 2. They will start reviewing Chapter 3 at their next meeting. b. The Existing Building committee had their initial meeting and decided that 3-ring binders with a PDF of the code and commentary would be used. The committee will meet the first and third Tuesdays of the month at 10AM. First assigned chapters are 1 through 3. c. The Building and Energy Conservation code committee will have their first meeting next Wednesday on May 4th at 9:30AM. d. The Mechanical, Fuel Gas, and Energy code committee has not set a first meeting yet. e. The Fire and Property Maintenance code review committee had their first meeting on April 26th. The committee assigned the first 3 chapters and will meet on the fourth Tuesday of the month at 7:30AM. 4. Old Business No old business. 5. Start review of Chapter One of the building, residential, and existing building codes. These chapters had considerable discussion. City staff had discussed this chapter with the Residential code committee about concerns of what work should be exempt and inspections. This chapter is standard in all the ICC code books with minor (but important) variations peculiar to the particular code book. Various sections were discussed and it was decided to postpone further detailed discussions until the sub-committees were further underway. The recommendations for this chapter directly affect how the building code will be administered. 6. Public Comments No public comments were made. 7. New Business This section was brought up by Randy Allen to review contractor licensing for the city. Possibly to see if General Contractors can be licensed with more requirements to ensure a better caliber of work performed in the City. 8. Next Meeting Date The next meeting date will be June 23, 2016. There will not be a May meeting. 9. Adjourn The meeting adjourned at 11:37 a.m.
