SPECIAL MEETING MINUTES
DECEMBER 13, 2021
AT: VILLAGE HALL
BOARD PRESENT: J.ARGOUDELIS, C.LARSON (ELECTRONIC), T.RUANE, B.WOJOWSKI,
H.BENTON, AND K.CALKINS. BOARD ABSENT: P.KALKANIS. OTHERS PRESENT:
J.BLAKEMORE, VILLAGE ADMINISTRATOR; M.GIBAS, VILLAGE CLERK; T.PLECKHAM,
MANAGEMENT SERVICES DIRECTOR; A.PERSONS, PUBLIC WORKS DIRECTOR;
D.BIERMANN, WATER SUPERINTENDENT; D.KISSEL, WASTEWATER
SUPERINTENDENT; J.PROULX, PLANNING DIRECTOR; L.SPIRES, BUILDING OFFICIAL;
AND J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Argoudelis called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Calkins was
absent, all other Trustees were present. Mayor Argoudelis led the Pledge of Allegiance. There were
2 persons in the audience.
PUBLIC COMMENTS (3-5 minutes)
Mike Collins expressed concern about statements made by Mayor Argoudelis regarding past Village
Administration, lack of guidance by Mayor Argoudelis, current litigation against Mr. Argoudelis, and
Mayor Argoudelis using his cellphone during meetings.
BUSINESS MEETING
1) APPROVAL OF THE AGENDA
Trustee Benton moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call.
Kalkanis, absent; Larson, yes; Ruane, yes; Wojowski, yes; Benton, yes; Calkins, yes. 5 yes, 0 no, 1
absent. Motion carried.
2) PROPERTY ACQUISITION —14218 S. NAPERVILLE ROAD
Trustee Ruane moved to authorize the purchase of the property at 14218 S. Naperville Road,
Plainfield, IL, from Mrs. Margaret Jeanette D'Arcy, at an appraised and agreed to price of
$1,060,000.00 for property and all improvements within PINs 06-03-03-301-001-0000 and 06-03-03-
301-002-0000, and to authorize the purchase of the property at an appraised and agreed to price of
$76,500.00 for property and all improvements within PIN 06-03-03-301-003-0000, and to authorize
the purchase of the property at an appraised and agreed to price of $75,000.00 within PIN 06-03-03-
301-004-0000 and to authorize eligible relocation costs, incurred by the Mrs. D'Arcy, at a total
relocation cost not to exceed $50,000.00, and to authorize the Village Administrator to execute all
related documents. Second by Trustee Wojowski. Vote by roll call. Kalkanis, absent; Larson, yes;
Ruane, yes; Wojowski, yes; Benton, yes; Calkins, no. 4 yes, 1 no, 1 absent. Motion carried.
3) 2021 TAX LEVY
Trustee Benton moved to reconsider the 2021 Tax Levy. Second by Trustee Larson.
Trustee Benton moved to adopt Ordinance No. 3537, for the levying and collecting of taxes for the
Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the first
day of May, 2021. Second by Trustee Larson. Vote by roll call. Kalkanis, absent; Larson, yes;
Michelle Gibas, Village Clerk

Ruane, yes; Wojowski, no; Benton, yes; Calkins, no; Argoudelis, yes. 4 yes, 2 no, 1 absent. Motion
carried.
Trustee Benton moved to adjourn the Special Meeting. Second by Trustee Wojowski. Voice Vote.
All in favor, 0 opposed. Motion carried.
The meeting adjourned at 7:24 p.m.
