HomeMy Public PortalAbout20-158 - Electric Vehicle Infrastructure Training Program (EVITP) CertificationRESOLUTION NO 20-1S8 A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL ADOPTING A POLICY THAT REQUIRES STATE - CERTIFIED ELECTRICIANS WHO INSTALL AND MAINTAIN ELECTRIC VEHICLE CHARGING INFRASTRUCTURE FOR THE CITY OF CARSON TO HAVE ELECTRIC VEHICLE INFRASTRUCTURE TRAINING PROGRAM (EVITP) CERTIFICATION WHEREAS, it is in the best interest of the City of Carson to enhance job safety, safety of workers and the general public; and WHEREAS, the City of Carson seeks to promote a healthier environment, help the City become a cleaner community, combat climate change and advance California's climate goals; and WHEREAS, the City of Carson plans to increase the number of electric vehicle charging stations located within the City. The City shall consider the use of onsite solar, energy storage, and other clean, renewable energy strategies into the electrification infrastructure build -out plan; and WHEREAS, the City of Carson seeks to transition its fleet of commuter vehicles and buses to 100% zero -emission vehicles when economically feasible; and WHEREAS, the City of Carson is committed to ensuring that all contractors and electricians installing and maintain electrical vehicle infrastructure for the City of Carson, do so based on the best practices in electrical training and certification. Therefore, all contractors performing electrical vehicle infrastructure work for the City of Carson shall be approved with the Electrical Vehicle Infrastructure Training Program (EVITP) and electricians on the job shall be EVITP certified according to the EVITP policy requirements; and WHEREAS, the EVITP provides skilled training for state -certified electricians to safely install electric vehicle charging infrastructure, including charging technologies and associated electrical infrastructure for zero -emission vehicles; and WHEREAS, the EVITP is a non-profit, volunteer, EV industry collaborative training program that addresses the technical requirements, safety imperatives, and performance integrity of industry partners and stakeholders; and WHEREAS, the EVITP program is based on a curriculum that is taught at community colleges, electrical industry training centers, and utility training facilities. In California, courses are offered online, followed by an in-person exam. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY RESOLVE, FIND, DETERMINE, AND ORDER AS FOLLOWS: Section 2. Adopt an EVITP policy and certification form requiring the installations and maintenance of Electric Vehicle Supply Equipment (EVSE), EV charging equipment and related infrastructure on City of Carson projects conform to the following requirements: RESOLUTION NO. 20-158 Page 1 of 3 a) At a minimum, one job -site supervisor or job -site foreman supervising the EV Work at each job site is required to be an Electrical Vehicle Infrastructure Training Program ("EVITP") certified electrician. bj The EV work shall be performed only by California state certified general electricians. Apprentices may assist. cj A minimum of fifty percent (50%) of the state certified general electricians performing the EV Work on each job site shall be EVITP certified electricians. dj The ratio of journeyman to apprentices shall comply with requirements set forth in California law. e) EVITP certification requirements do not apply to apprentices. fj All apprentices assisting on the EV work shall be registered in a State of California Approved Apprenticeship Program which has a graduation rate of at least 60%. Section 2. That this City Council hereby finds and determines that in order to fulfill the EVITP certification requirement on City of Carson construction projects, City staff is directed to prepare a EVITP policy statement and contractor certification form.
