HomeMy Public PortalAbout06/01/04 Special CCM149 MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF JUNE 1, 2004 The City Council of Medina, Minnesota met in special session on June 1, 2004 at 6:35 p.m. at Medina City Hall. Mayor Phil Zietlow presided. Members present: Workman, Lane, Zietlow, Smith (arrived at 6:55 p.m.), Brinkman (arrived at 7:14 p.m.) Members absent: None Also present: City Administrator Chad Adams, Public Works Director Jim Dillman, City Attorney Ron Batty, City Planner Josh Doty, and City Engineer Tom Kellogg Trunk Highway 55 Corridor Right -Of -Way (ROW) Mapping and Preservation John Griffith, Minnesota Department of Transportation (MnDOT), presented the TH 55 Corridor maps. Griffith stated the green lines represent the existing ROW, while the red lines are the proposed future ROW. He addressed various other components of the map, including the dimensions of the ROW. Griffith explained that the maps presented are an attempt to protect the TH55 Corridor as much as possible. MnDOT will be asking the cities to formally adopt and recognize the new ROW lines in coming months. Smith arrived at 6:55 p.m. Griffith commented that there currently is no funding for the acquisition of ROW or to make improvements to the TH 55 Corridor. The corridor is currently considered as a "management corridor" that involves spot improvements. The Highway 55 Coalition is attempting to get the corridor more recognition. Workman asked if MnDOT's plans are to acquire ROW. Griffith stated no, instead they are seeking federal funding to conduct engineering and environmental documentation at this time. Acquisition may come later. Griffith clarified that the proposed ROW line be used by City's for future development projects. For example, new projects are requested to meet setbacks from the new ROW line. Griffith discussed a possible traffic signal on TH55 as proposed through the Ryan Co. development project. He stated MnDOT would recommend closing all accesses and to include a raised median. As part of that development project, Griffith advised that Clydesdale Trail should be constructed through from CSAH 116 to CSAH 101. Griffith explained that spacing of signals should also occur at least a quarter mile apart, considering frontage/backage roads are included. Reggie Peterson, Highway 55 Rental, commented that a frontage road on the south side would be the only solution if existing accesses are closed. Brinkman arrived at 7:14 p.m. Medina Special City Council Meeting Minutes June 1, 2004 150 Griffith stated that MnDOT's intent is to protect ROW, not acquire ROW through this process. He added that wetland replacement will be responsibility of MnDOT, not cities. Smith requested that MnDOT work with cities to determine the best places for relocated wetlands. Griffith stated that survey documents may be complete in August, if cities have no more comments and objections. Batty questioned if the proposed map would become the City's "Official Map," and if it would be utilized as a land use tool, with no interest in property. Discussion on compensation of land, project approval, official map as they relate to each other. Griffith will review Minnesota Statute in more detail. Zietlow asked if an Open House would be possible. Griffith thought it could be an option. Griffith will work with City Administrator Chad Adams to get the City any comments. Griffith will provide Adams with dates which MnDOT will begin the survey work, and will coordinate the adoption of the map possibly in August. Adiournment Workman moved, Smith seconded to adjourn.
