INITIATING AND REFERRING AMENDMENTS TO THE LEESBURG
DESIGN AND CONSTRUCTION STANDARDS MANUAL

Town of Leesburg
WHEREAS, the Leesburg Design and Construction Standards Manual (DCSM), which is part of the
Subdivision and Land Development Ordinance, was adopted by the Town Council on June 27, 1990 and
provides for an annual review and revision of the document; and
WHEREAS, the first revision was initiated on August 1, 1991 and a draft of the First Revision was
issued on November 3, 1993 by the Revision Committee; and
WHEREAS, the First Draft Revision was reviewed by a committee of the Northern Virginia Building
Industry Association (NVBIA) which issued comments to the town staff; and
WHEREAS, the Second Draft Revision was issued on May 4, 1994; and
WHEREAS, the NVBIA Committee has reviewed the Second Draft Revision and recommended it
be forwarded to the Town Council; and
WHEREAS, revisions to the town's Subdivision and Land Development Ordinance must be referred
to the Planning Commission for a recommendation to the Town Council in accordance with Section 15.1-472
of the 1950 Code of Virginia, as amended.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The proposed amendments to the Leesburg DCSM consisting of the Second Draft Revision dated May
4, 1994 are hereby referred to the Planning Commission for its review and recommendation. The Planning
Commission shall hold a public hearing to consider these proposed amendments to the DCSM, which is part
of the Subdivision and Land Development Ordinance, and report its recommendation to the Town Council
pursuant to Chapter 11 Title 15.1-472 of the 1950 Code of Virginia, as amended.
