Chairman Henry called the meeting to order at 7:30a.m. A quorum was present at this time. The
following guests were present: Madeleine Leroux (News Tribune) and Mayor Carrie Tergin.
Chairman Henry requested the agenda be amended to discuss Item 4.2. first. Councilwoman
Ward moved and Councilman Costales seconded to move the item to the beginning of the agenda,
motion carried.
4. Other Topics
1. CDBG Participatory Budgeting for Program Year 2017 (Jayme Abbott)
Ms. Abbott explained the upcoming CDBG program brainstorming session to be held June 30,
2016.

Introductions were made at this time.
2. Approval of the May 19, 2016 Committee meeting minutes
Councilman Prather moved and Councilman Hussey seconded to approve the May 19, 2016
minutes, motion carried.

1. Columbia-Jefferson City Resolution Supporting New Terminal at Columbia
Regional Airport (Britt Smith)
Mr. Smith explained the Resolution is in support of grant funds for the COU's terminal
improvement project.
Councilman Hussey moved and Councilman Prather seconded to refer the resolution to the
City Council with recommendation to approve, motion carried.
2. Sign Code Amendment Proposal (Eric Barron/Drew Hilpert)
Mr. Barron explained the changes to the signage regulations.
There was discussion among Committee members, staff and those present regarding the
various types of signage, including temporary, window and inflatable device signs and enforcement.
Mr. Barron explained the amendment will be forwarded to the Committee after the public comment
period.
3. Green Tree Sewer Extension (Eric Seaman)
Mr. Seaman explained distributed a memo to Committee members and explained several
existing houses on Green Tree Road are urisewered.

There was discussion among Committee members and staff regarding the number of lots, and
septic tanks leaking onto adjoining property.
4. Transit Grant Update for Vehicle Locator and Voice Annunciator (Mark Mehmert)
Mr. Smith explained this item did not need discussion at this time.
4. Other Topics
1. Water Main Leak Report (Britt Smith)
Mr. Smith referred Committee members to the report included in the packet.
*Councilwoman Ward asked about no smoking signs in the bus shelters. Mr. Mehmert
explained they were being installed at this time.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
There was no one present to address the Committee.

Request for Vacation of a Portion of Right of Way Adjacent to 315 Jefferson
Street
City staff does not believe that the request to vacate a portion of the Jefferson Street right of way
adjacent to 315 Jefferson Street is in the best interest of the City a nd cannot support the request made
by the property owner Gloria Vogt.
The Jefferson Street right of way was plated with the founding of the City and has belonged to the
public since that time . Jefferson Street serves as an arterial street with direct access to the Capitol
Complex while being the longest north south street leading to downtown . This locat ion is i n the
downtown core of the City being only 250 feet from High Street. Th e revi t alization efforts in th e
downtown including the streetscape project have been vital in invigorating that area and were made
possible because of the available right of way.
It is the expectation that our City will continue to grow and that a denser population in the downtown
core will be part of that growth. With that vision and the growing trend and legality of pedestrian and
multi modal access as well as the desire to have green spaces within our street layouts the right of way
becomes a sought after commodity.
From the standpoint of the zoning code the approval of this requ est leads to further concerns most
notably the idea of uniform building setbacks . In a dow ntown setti ng the buildings are typica ll y built to
the right of way line . In areas where th e re is a question about what a setback shou ld be the standard
method of determining the setback is by taking the average setback of the adjacent build ings. In this
case that would confirm the ex isting right of way line as being the appropriate setback . Approval of t his
request would allow the proposed building to proj ect four feet beyond that plane .
This request is somewhat complicated in that there is an ex isting patio already on th e right of way and
work on the building ex pansi o n has already begun although no work has ta ke n p lace in th e area
associated with this request.

RE: Update of Chapter 28, Restaurant and Food Code
The Environmental Health Division proposes to update Chapter 28 of the City Code, Restaurant and
Food Code, by adopting the 2013 State of Missouri Food Code. The current food code is based on
the 2001 model code promulgated by the U.S. Food and Drug Administration . The current codes may

Staff proposes to notify affected food establishment operators of the proposed update by letter, and
hold two open houses to receive comments and answer questions. The proposed timeline is below:

The list of significant changes between the current and proposed codes are outlined below. In
addition, the regulations will be published in Chapter 28 of the City Code. At the present time the
regulations are adopted by reference, published as a Web/ink document accessible through the City's
webpage. Below are listed the most significant changes between the current and proposed codes.
Chapter 1-Terminology changes:
• A "critical" violation will be termed a "priority" violation and a "non-critical" violation will be
termed a "core" violation
• Potentially hazardous foods will now be called time/temperature for safety foods
• Cut leafy greens are considered time/temperature for safety foods (need refrigeration). Cut
leafy greens, fresh leafy greens include iceberg, romaine, baby leaf lettuce, escarole, endive,
spring mix, spinach, cabbage, kale, arugula, and chard whose leaves have been cut,
shredded, sliced, chopped or torn.
• Added definition of "conditional employee"
• Added definition of "major food allergen"
• Added definition of "non-continuous cooking"
• Added definition of "cook chill packaging and sous vide packaging"
• Added definition of "disclosure"
• Added definition of "reminder"
Chapter 2-Management and Personnel
• 2-102.11 (9)-Food employees must be trained in food allergy awareness
• 2-201.11-13-Addition of Norovirus to existing list of reportable diseases
• 2-201.11-Employee/conditional employee required to notify person in charge when ill.
• 2-201.11-13-Reorganization and rewording of exclusion, restriction, and reinstatement
requirements
Chapter 3-Food
• 3-501.16-Hot holdings of Time/Temperature for Safety Foods reduced from 140 degrees F to
135 degrees F
• 3-501.19 (C)-Time as a control methods extended to six hours for food held between 41
degrees F and 70 degrees F.
• 3-502.11-Special processes requiring regulatory approval expanded
• 3-401.14-Specific time, temperature and written procedure requirements to comply with non-
continuous cooking process
• 3-501.17-Ciarification of date marking for time/temperature for safety foods
• 3-602.11 (B)-Added major food allergens to food labeling requirements
• 3-603.11-Consumer advisory now has two components "Disclosure and "Reminder"
Disclosure is the asterisking of an item that if served raw or undercooked may increase your
risk of food borne illness. Reminder is a written statement about the health risks of
consuming animal foods raw, undercooked or without otherwise being processed to eliminate
pathogens.

Chapter 4-Equipment, Utensils, and Linens
• 4-301 .12 (D)-Use of alternative ware washing methods such as a two compartment sink,
allowed under certain circumstances after regulatory approval
Chapter 5-Water, Plumbing, and Waste
• Reduction of minimum temperature for hot water at hand sink from 110 degrees F to 1 00
degrees F.

• 5-203.13 (B)-Requirement for service sink (mop sink) to have both hot and cold running water
and a floor drain.
• 5-102.11-5-1 02.17-Well and water supply standards that reference Missouri Department of
Natural Resource requirements (found in current Missouri Food Code at www.dhss .mo .qov).
New topics include:
o Guidance for actions taken based on sample results
o Continuous disinfection requirements , and
o Boil orders , advisories and limit use orders
• 5-403.11-Sewage disposal system requirements that reference Department of Natural
Resources and Missouri Department of Health (found in current Missouri Food Code at
www.dhss.mo.gov)

• No substantial changes are proposed to these chapters .
