Regular Meeting
Minutes
September 14, 2010 7:00 P.M.
Greencastle City Hall
Call to Order; Roll Call
A. Mayor Murray called meeting to order at 7:00 PM. Upon roll call by Clerk
Treasurer Teresa P. Glenn the following council members were present:
Adam Cohen, Jinsie Bingham, Mark Hammer, Terry J. Smith, and Phyllis
Rokicki.

IV. Special Requests
A. Street Closure
1. Oktoberfest on Highridge Avenue — October 2, 2010 from 3:30 PM to
9:00 PM ( ?) — Cindy Wright — Closing Highridge Avenue East of the
Observatory to Highwood Avenue. Mayor Murray presented request
for Highridge Neighborhood. Motion by Mark Hammer to approve this
request, second by Phyllis Rokicki, 5 -0, unanimous approval.
B. Street Closure
1. Berry Street Flea Market — October 2, 2010 — Cheryl Salsman —
Requesting exemption for parking on the south side of Berry Street for
the entire day and asking for Warren Street to be closed for port -o -let
in that area. Mayor Murray presented this request on behalf of Berry
Street Festival Committee, motion by Terry J. Smith, second by Adam
Cohen, 5 -0, unanimous approval.
C. Greencastle Cross Country — September 25, 2010 — Requesting
permission to extend a race course from the county fairgrounds through
the well field lane behind the water treatment plant, one time only. Mayor
Murray asked Utility Superintendent Richard Hedge to speak regarding
this request. Motion by Adam Cohen to approve with stipulation that
runners only allowed in area, second by Mark Hammer, 5 -0, unanimous
approval.
D. Dance Workshop — Tara Gardner present requesting street closure on
October 30, 2010 from 5:00 PM to 9:00 PM; Franklin street north side of
Courthouse to benefit the Putnam County Food Pantry. Discussion.
Motion by Adam Cohen to amend and approve request for East side of
square, second by Jinsie Bingham, 5 -0, unanimous approval.

E. Greencastle High School Homecoming Parade — Mayor Murray presented
this request. Request has been submitted to Chief Sutherlin for police
escort and he has no objection to this request. Motion by Mark Hammer
to approve as in previous years, second by Terry J. Smith, 5 -0, unanimous
approval.
V. Department Reports
A. Cemetery — Ernie Phillips
B. Engineer —
C. Fire Department — Bill Newgent
D. Park and Recreation — Rod Weinschenk
1. Weinschenk announced and invited everyone to a movie in the park;
Marmaduke will be shown on softball field at dusk. Co- sponsored by
United Way and Putnam County Youth Development and McDonalds.
Other programs announced. Update on Safe Route Trail.
E. Planner —Shannon Norman
1. Norman updated Council on Community Garden; 12 garden plots at
this time and some individuals planning to plant fall products. MS4
report is due October 4, 2010 and is nearing completion. City Hall has
been selected as a demonstration site by BWWSP for a rain garden
fueled by rainwater from roof. This project will be completely funded
through grants.
F. Police Department —Tom Sutherlin
G. Department of Public Works — Brad Phillips
1. Councilor Cohen thanked Brad for his diligence on keeping his
vehicles going and staying under budget.
H. Water &Wastewater Department — Richard Hedge
1. Councilor Cohen commented on the water loss of .7% and glad to see
this. Hedge discussed recent line break on Albin Pond Road and
water loss. Update on standpipe repairs.

VI. Approval of Minutes
A. Regular Session August 10, 2010
1. Motion by Mark Hammer to adopt both sets of minutes, second by
Jinsie Bingham, 5 -0, unanimous approval.
B. Special Session August 18, 2010
VII. Old Business
A. Tabled
1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the
Greencastle City Code Creating A Grease Interceptor/Trap Policy,
Second Reading
2. Motion by Mark Hammer to remove this item from tabled status,
second by Adam Cohen, unanimous approval. Mayor Murray read
this Ordinance in its entirety due to the amount of time that has
passed since this Ordinance was last reviewed. Attorney Hardwick
spoke regarding any changes in this policy. Hardwick spoke to the
fact that over 50% of customers are in compliance at this time. Motion
by Terry J. Smith to approve as amended, second by Phyllis Rokicki,
5 -0, unanimous approval.

B. Ordinance 2010 -4, An Ordinance Establishing The Size Of The
Departments of City Government Of The City Of Greencastle, Indiana,
Fixing Salaries For The Employees Of Such Departments And Fixing The
Salaries Of Certain Other Appointed Officials For The Year 2011, Second
Reading
1. Motion by Mark Hammer to approve for adoption as amended, second
by Jinsie Bingham, 5 -0, unanimous approval.
VIII. New Business
A. Resolution 2010 -24, A Resolution Renaming Warren Street To Green
Acre Lane
1. Mayor Murray read this resolution in its entirety. Motion by Terry J.
Smith, second by Jinsie Bingham, 5 -0, unanimous approval.
B. Resolution 2010 -25, A Resolution Authorizing Application Submission
And Local Match Commitment.
1. Mayor Murray read this Resolution in its entirety. Public Hearing will
be held on September 23, 2010 at 5:00 PM for those interested in this
project. This is the first step in moving toward a grant application for
this project. Proposed area is around the square and one block east
of the square. Motion by Mark Hammer to pass this Resolution,
second by Phyllis Rokicki, 5 -0, unanimous approval.
C. Downtown Harvest/Halloween Celebration date.
1. Motion by Mark Hammer to observe trick or treating on October 31,
2010 from 5:00 PM to 8:00 PM, second by Terry J. Smith, 5 -0,
unanimous approval.
IX. Approval of City Claims
A. Regular - $75,006.24
B. Payroll - $341,017.13
C. Direct - $209,422.38
D. Pension - $18,941.62
1. Upon review of claims a motion by Councilor Hammer approving the
above amounts for payment, second by Phyllis Rokicki, 5 -0,
unanimous approval.
X. Reports
A. Mayor's Report
1. For the 3` year in a row the City of Greencastle has been named the
Green City of The Year by Indiana Association of Cities and Towns.
Interest in Indiana by the Chinese and will be meeting with Chinese
leaders next Wednesday. 3` Ward meeting will be held September
29 at GMS beginning at 6:30 PM. CAGIT funds will be down next
year by 18% resulting in $18,000 monthly deficit. EDIT dollars will be
down 12% next year. September 22 Friends of the Park are holding
their Annual Meeting here at City Hall also an Arts Council Meeting will
be held at City Hall at 7:00 PM
B. Clerk- Treasurer's Report
1. Presented YTD Treasurer's Report.
C. Councilors
1. Councilor Cohen reminded us that we have a new business in town
this week and another company recently celebrated their 20 year
anniversary.
2. Councilor Jinsie Bingham congratulated Keith Berry for his recent
Farmer of the Year Award.

A. Motion by Jinsie Bingham to adjourn at 8:10 PM, second by Mark
Hammer, unanimous approval.
