HomeMy Public PortalAbout1994_09_27_R208 The Town of Leesburg, Virg' ' lnla RESOLUTION NO. 94-208 PRESENTED September 27, 1994 ADOPTED September 27, 1994 A RESOLUTION: COMMENTING ON LOUDOUN COUNTY REZONING CONCEPT PLAN AMENDMENT ZCPA 1994-0001, RIVER CREEK WHEREAS, on May 19, 1993, the Loudoun County Board of Supervisors approved rezoning application ZMAP 1989-0015, River Creek by the River Creek Limited Partnership of Silver Spring, Maryland; and WHEREAS, the River Creek Limited Partnership of Silver Spring, a Maryland, has submitted rezoning concept plan amendment application ZCPA 1994-0001, River Creek to Loudoun County; and WHEREAS, the property is located within the Leesburg Area Management Plan (LAMP) area; and WHEREAS, the AADPs provide for town review and comment of applications within the LAMP area; and WHEREAS, on September 26, 1994, the Council completed a review of this application. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The attached concerns are forwarded by the Town Council to the County of Loudoun Planning Commission in consideration of ZCPA 1994-0001, River Creek. SECTION II. The manager is hereby directed to transmit a copy of this resolution to the Loudoun County Planning Commission. PASSED this 27th day of September , 1994. /'~tLJames E. Clem, Mayor Town of Leesburg ATFEST: Clerk of Council ZCPA 1994-0001, RIVER CREEK August 17, 1994 General Recommend the applicant modify the concept plan to show current ownership of Parcels A, B, and C. o Recommend that the applicant adjust the net acreage to account for the 22.8573 acre site purchased by L.C.S.A. and is no longer a part of this parcel. Utilities This development is dependent on off-site facilities. The town is currently coordinating the process of obtaining the easements and the parcel of land required for construction of these off- site facilities with the County. Recommend resolution prior to approval of this concept plan amendment application. Transportation The concept plan indicates that the internal roads and associated road improvements terminate at existing Route 773 and existing Edwards Ferry Road. Neither road, in its existing condition, has capacity or operational characteristics to support River Creek traffic. 2. The town does not recommend private internal roads or private maintenance of internal roads. 3. Recommend that the on-site road system consider the following: Access to each land bay should be based upon VDOT spacing requirements and should accommodate projected traffic at each entrance; b. Entrance to townhouse land bay J is not recommended at the end of the cul-de-sac: The maximum cul-de-sac length is 1200' (with special conditions). Land bays D, E and L exceed this maximum length, additional entrances are recommended for these land bays. d. Provide sidewalks in residential areas. Recommend the applicant tie into the phasing of the development the up~ading of Ed~vards Ferry Road from River Creek to the existing 4-tane divided section east of Route 15. Marilee L.
