1. CALL TO ORDER. The meeting was called to order at 3:35 PM. Committee members,
Butler, Kerton, and Laudenschlager were present. Community Members Pete Hook
(Rober Marr Construction) and Greg Jones (SiGBA) were present. Community
Development Director McLaughlin, Meyer, Chief Building Official Mike Lavallee,
Planning Commission Chair Johnston, Planning Commissioner Bender, and staff
member Nishimori were also present.

3. APPROVAL OF MINUTES
3.1-Overview of Council direction for 2006-2007 work program (summary of April 19,
2007 staff presentation to Council)
Staff presented an overview of the Council's discussion at their April 19th meeting.
Highlights include the following:
^ Council agreed that the Truckee community is asking for green building to be a
priority. There would need to be a significant amount of additional staff time
allotted to green building to implement the 2006-2007 work program.
^ The Committee should revisit the proposed work program and complete a cost-
- benefit analysis; focus on projects that have the most benefit with the least
amount of staff time. The updated work program should return to Council for
consideration.
McLauglin noted that the proposed work-program is time intensive and that there are no
additional staff resources to contribute; the Committee should focus on projects that
have the most public benefit. Committee members present discussed the work program
and the need to get moving with the checklist. There was lengthy discussion about Build-
it-Green versus LEED with the ultimate motivation to bring a program to Council for
adoption. Staff agreed to re-distribute the introduction for the counter checklist.

are arguments I have been making to Tony Lashbrook, over the last few days. I am
worried that we will not have strong enough energy standards for the large projects
coming through the planning process in the next two years.

200 people several times, who vociferously opposed the coal electricity purchase, and the
Board has since moved to strengthen energy and water conservation. This is the same
constituency as the Town's. Those meetings showed me how many techie people
recently have moved to Truckee that understand energy` policy.
So, ~~e now need to view our current, average-in-California, building standards in terms
of: How much will it cost o~~nees ur the PUD to retrofit old buildings in the future and
even how -~~uch will it cost to retrofit buildings to be built in the next few years. This is a
very different world, in terms of expected policies to soon be imposed by the State and
expected retrofit and other policies adopted by the PUD and Town. For example, it is
likely the PUD ~~ i11 adopt increasing block pricing for water and for electricity. Also,
SW Gas is likely to adopt the same, under pressure from the State agencies. This type of

Dear Green Building Committee Members,
Last nite a large opportunity to have a really great project with high sustainable building
standards slipped by. The proposed TD Parks and Rec District buildings on the Triangle
will be "near to LEED Silver," according to their architect, but they will not certify the
bldgs. Here was a classic, large public project that should have been LEED Gold with
wiring for future PVs and with solar hot water, etc. They should have solicited subsidies
from SW Gas and from TD PUD, too. Apparently, the Parks and Rec District thought
being somewhere near to Silver was good enough. It will be much more expensive to
retrofit these buildings in the future, when carbon taxes hit and other limits on fossil fuel
burning.

The Planning Commission was unable to require any level of LEI/D, because Town staff
believes that we need the Council to adopt an interim policy regarding sustainable
building practice. As 1 pointed out in my letter to you of last week, Gen. Plan policy LU-
P-l .l says that projects shall meet community standards for environmental sustainability.
but it is vague. We need a community standard. So, we need the Council to adopt a
standard, while your committee completes it reports and recommendations. So, I hope
the GB Committee can send a recommendation for an interim Commercial New
Construction Standard to the Council soon. Please do not wait until you have all of your
recommendations in one rept., just keep it simple, for now. We need something better
than Title 24. As Title 24 will be revised about every two years in the future and the
whole energy cost picture is so volatile, I think it is reasonable to make recommendations
now.

Cost effectiveness isn't important. LEED projects are certified according to the
number of points achieved, indicating how green the building is: Certified (26-32),
Silver (33-38), Gold (39-51) and Platinum (52-69). Truckee can adopt a code that
rewards new and existing energy efficiency improvements to commercial or
residential buildings tied to property taxes. These are carrots as opposed to sticks.
Truckee should adopt RECO and CECO requirements for buildings when they are

Nevada has adopted tax abatements for commercial buildings that meet the
following LEED standards.
NEVADA ASSEMBLY BILL 3

Minimum Gold: 39 LEED points and
abatement for 7 years.
6 LEED prerequisites provides a 30% tax

abatement for 10 years.
Gold: 40 LEED points and 6 LEED prerequisites provides a 50% tax abatement for 5
years.
Top Gold: 48 LEED points and 6 LEED prerequisites provides a 50% tax abatement
for 7 years.
Middle Platinum: 64 LEED points and 7 LEED prerequisites provides a 50% tax
abatement for 10 years.
New and existing commercial buildings can achieve up to 10 LEED points for lighting
improvements. Lighting is related to achieving at least 8 points and as many as 22
points in these sections: Sustainable Sites, Energy & Atmosphere, Indoor
Environmental Quality, and potentially Innovation & Design Process. Standard 90.1-
1999 lighting requirements are twice as restrictive as the 1989 standard. For
example, the maximum power allowance is 1.3W/sq.ft. for offices, 1.5W/sq.ft. for
schools, and 1.9W/sq.ft. for retail buildings. Standard 90.1-1999 also mandates
automatic shut-off controls. A building can achieve between 1 and 10 LEED points for
exceeding Standard 90.1-1999 (or local code) on a scale that rewards maximum
energy efficiency. Credit is given based on the whole building's energy use, not just
the lighting.

I added acost-effectiveness section to my earlier suggested set of policies for the
Council. This makes a pretty clear case that LF,ED Gold and Silver arc very cost-
effective, by breaking the numbers out. I think 1 found most available reports.
I have spoken with the City Manager and he says the Council is open to policy
recommendations from the GB Committee and that energy efficiency policies must come
from that committee, not the Planning Commission. I believe a simple interim policy
needs to be adopted by the Committee and forwarded to the Council very soon, I sug eg_st
at the next meeting, so that it can go to the Council in a month or two.
Then, the Planning Commission and staff can modify the way we interpret ( ive points
for) some of the LEED criteria, if thought necessary by the Committee in a follow-up
letter to the staff, such as changing the points for nonrenewable materials such as
concrete and steel. Again, the staff and Planning Commission won't do anything unless
it's recommened by the GB Committee. The way the staff and Planning Commission
interpret the LEED criteria can also be changed again, later, as the Committee refines its
thinking.
There is much to be said for adopting an existing nationwide set of criteria that are widely
used. It looks much more politically safe to the Council than doing our own. It is also
much easier for design teams from out of Town and from in Town to deal with the new
requirements. Also, the Council only has to adopt a small paragraph refering to LEED,
not a whole list of criteria, which will always look complex and expensive.
If we have a basic policy in place (such as: LEED Gold required for large comm.
projects; LEED Silver (or Gold?) required for medium-sized commercial projects; and
BIG recommended for residential projects), we can capture the immediate projects in the
Town pipeline. At this time, we cannot impose standards better than Title 24. We have
to get our Council policy adopted before a project is submitted, preferably months before,
so the design team knows about it, so even if the Committee adopts its recommendations
in the next meeting, there is about asix-month lag before the policies kick into actual
project design streams.
Politics is the art of the feasible and I have talked with staff about this and outlined here
what I believe to be a feasible route to improving projects, as soon as possible. I know i
am new to the Committee and I am sorry to be asking so much, so fast, but we suffer on
the Planning Commission by not having a Council policy in place. i am seeking your
help.

Hello all,
Good news. Thursday, the Lake Tahoe South Shore Chamber Board unanimously voted to pass the Green
South Initiative. The document was the result of the efforts of the Chamber's Environmental Task Force
(Betty Gorman Chamber CEO, Carl Ribaudo -Chamber President and President of the Strategic marketing
Group (see smgonline.net, http://www.smgonline.netlresources/news/detail.cfm/ID/67) His Tourism
Conference is being held May 30th at the Embassy Suites in South Lake Tahoe (it alternates between the
North and South Shore). Check out the speaker Jonathan Tourtellot from the National Geographic Society's
Center for Sustainable Destinations and the dinner (w/sustainable cuisine) cruise and panel discussion on
the Tahoe Queen which runs on biodiesel.
See attached PDFs. Now the work begins! Our South Shore Chapter intends to collaborate not only with the
1000 member Chamber but with individual Chamber members in the arena of green building. Our first
collaborative effort is to hold community workshops (speaker series events) as education and exposure
should be the first order of business. We have already been given the OK to hold our speaker series at the
Blue Angel Cafe on Tuesdays (the night they are closed to the public). Rosie the owner agreed and
enthusiastically backed our request. I am hoping to co-sponsor with the TRPA - as Rosie's husband Jeff is
the TRPA Ombundsman and works in Communications and PR. Rick you will recall Jeff brought SIGBA the
$1000 check for the Resource Guide. Jeff has also attended North Shore speaker series events (I am told).
We will be collaborating with the Chamber, as they have offered to email blast the speaker series to all 1000
members. The initiative document is also going to be sent to all 1000+ Chamber members in the next week
or so. I have suggested to Carl (the President) that not only do we "officially" adopt this in August but roll it
out at the Lake Tahoe Environmental Summit held annually in August at Sand Harbor.

More good news. Last Wednesday, The South Tahoe Associaton of Realtor Board of Directors approved our
proposed Green MLS features. Thanks to Jacke for writing the proposal and thanks to Tamara for her help
and support. Passed unanimously, yippee!

More good news. Our first biodiesel vendor is offering B-100 direct from the pump in South Lake Tahoe. The
vendor is offering contractor discounts. It is a 24 hour card lock system.

Introduction
The Lake Tahoe South Shore Chamber of Commerce has developed the
following set of environmental initiatives platform organized around the overall
concept of Green South Shore in order to provide Chamber members and the
community with a vision to improve both the local economy and the environment.
The Chamber intends to provide community leadership on a number of related
issues that implement the triple bottom line of community, economy and
environment. All three elements of the triple bottom line are interrelated.
Affecting one will affect the others. This relationship provides us with an
opportunity as well as a challenge.
Initiatives
Implement a Green Building Program for South Shore Commercial
Buildings.
Develop a plan to promote green building practices in our
community, drawing on existing green building programs such as
the Sierra Green Building Association and the U.S. Green Building
Council's Leadership in Energy and Environmental Design program
(LEED). Focus on strategies that are achievable and are the most
relevant to our community's needs such as:
• how to build new or re-build/modify existing buildings
• using green design principles
• green building materials
• improved energy efficiency
• mechanical/electrical/hvac systems, and
• low-impact landscape & BMP design
Initiate aChamber-sponsored Green Building certification program
to celebrate green buildings in our community, and honor the
people responsible for them. Maintain a list of recommended
green building design professionals and building trades to help
owners complete a green building or rebuilding project.
At this time, the Sierra Green Building Association does not offer a
commercial building certification category, however, by choosing
elements from multiple programs, we can assemble a basic
commercial building information campaign that best meets our
needs.
2. Seek California Green Cities Designation and Funding.
Investigate the opportunity to seek designation of South Lake
Tahoe as a California Green City, a proposed new state model
cities program oriented towards community sustainability and green
practices. While the program is not yet fully developed or available,
the time to advocate for the program and including our city in it
should be pursued with assistance from contacts in state and local
government. Strong collaboration with the City of South Lake
Tahoe will be needed in order to succeed.
3. Advocate Green Government on the South Shore.
Government is a part of the South Shore community. The
Chamber should advocate that all governments here embrace and
actively implement Best Green Practices in their plans and
programs as well as in their own buildings and operations.
Revising policy plans and implementing ordinances allowing a
greater range of mixed land uses, increased densities and land use
intensity measures and reducing energy use should be reviewed for
possible inclusion. Operational areas could include operating
green buildings, alternative fuels for transportation, energy
conservation and efficiency. This represents a potential successful
partnership between business and government in the community,

particularly since many government agencies lease their office
space from commercial building owners. It is also consistent with
Governor Schwarzenegger's plan requiring all state-owned facilities
to reduce their energy footprint.
4. Establish aCommunity-Based lake Keepers Program.
The Lake Keepers is an inclusive effort designed to instill in every
local resident and visitor a mindset that that each one of us is
responsible to do what we can to be stewards of Lake Tahoe. It is
loosely modeled after the RiverKeepers program which enjoys
widespread support for river stewardship in many communities
across the nation (see for example www.riverkeeper.org). There is
no membership required, and you won't need to be a chamber
member or a league member. The program will include a website
(with a logo) with ideas on steps we can all do as stewards (similar
to the Time magazine article on 50 things we can all do to help the
environment), and aweb-based blog so people can contribute their
ideas.
5. Prepare a New Chamber Resource Guide/Technical Bulletin and
Training Sessions Around the Theme of "Your Green Business
Resource Guide".
Initially, member business will need technical support and advice
on how to implement "Best Green Practices" in their own
business. This will cover a range of operations-related topics, but
the most prevalent ideas or opportunities for change should be
presented first, and be followed by more specialized techniques.
The technical bulletins can cover topics such as buying green
supplies, offering green products and services, reducing your
business' environmental footprint, alternative energy options and
developing new ideas to share with other Chamber members. A
Green Resource Guide and accompanying member training
classes are recommended as communication methods.
6. Open aweb-Based Green Resource Center on the Chamber
Web Site.
Create and maintain a "Green Room" within the Chamber web site
that provides information to Chamber members on green business
goods and services, new technologies, marketing materials,
upcoming events and technical assistance opportunities. This
would be coordinated with the Technical Bulletin described above.

7. Cooperatively Develop and Fund an Eco-Tourism Marketing
Campaign.
Work with the Lake Tahoe Visitors Authority and the South Tahoe
Lodging Association to develop and fund a new coordinated eco-
tourism marketing campaign including such recreation activities as
the Tahoe Rim Trail, our state and federal recreation areas, road
and mountain bike trail opportunities, the proposed Lake Tahoe
Water Trail and the proposed Heavenly Zipline adventure ride.
8. Advocate for Green Transportation Solutions.
The Chamber is well-represented on several key community
transportation-related organizations including the Tahoe
Transportation District, the South Shore Transportation
Management Association, the BlueGo Management Operating
Company and the Lake Tahoe Transportation & Water Quality
Coalition. Each of these organizations plays a role in community
transportation solutions, and each can be used to improve our
transportation. Possible Green transportation solutions that the
Chamber could support include free community transit, free
community bicycles, improved bicycle and pedestrian facilities,
alternative fuels advocacy, waterborne transportation and a
community car sharing program.
Action Plan
In order to succeed, priorities must be chosen and commitments to those
priorities must be made. The Chamber Board of Directors will hold workshops in
order to bring these ideas to the members and solicit feedback and input. Once
that is complete, the Board will adopt an action plan with funding and staffing
commitments and apriority-driven timeline for implementation. The Green South
Shore initiative will not be a static idea or document. It will by necessity change
and adapt to changing community needs and priorities.
Preliminary milestones are shown below.

The South Shore Chamber of Commerce announced green intentions at its
monthly board meeting on Thursday, with the unanimous approval of eight
environmental initiatives.
"It's just the right thing to do," said Carl Ribaudo, president of the South Shore
Chamber of Commerce. "These initiatives will not be the end of what we do (as)
this document will be evolving."
Included in the initiatives are the implementation of a "Build It Green" program to
promote green building practices, investigating a California Green Cities
designation for South Lake Tahoe, advocating green government practices at the
South Shore, the development of an eco-tourism marketing campaign and
promoting green solutions to transportation issues at the South Shore.
Also incorporated into the initiatives are the development of a technical resource
guide for environmentally friendly business practices. In addition, there is a move
to make a "Green Room" on the chamber's Web site to provide information on
goods and services at green businesses.
Community members, not just businesses, will also have the opportunity to get
involved.
Loosely based on the RiverKeepers program, a grassroots effort to protect rivers
nationwide, the chamber approved a plan for a Lake Keepers program. It will
include a Web site and user blog detailing ways everyone can protect Lake Tahoe.
The Lake Keepers program doesn't require membership and encourages everyone
to be stewards of the environment.
The chamber has already enlisted the help of community members in the
development of the initiatives, including South Lake Tahoe resident and avid
bicyclist, Tom Wendell.
Wendell made a rare appearance in a suit and tie at Thursday's meeting to show
his willingness to work with the chamber's businesses on the initiatives
implementation.
"See, I can work with people in suits," Wendell said, jokingly. "I'm not always
dressed in Lycra."

pretty clear case that LEED Gold and Silver are very cost-effective, by breaking the numbers out. I
think I found most available reports.
l have spoken with the City Manager and he says the Council is open to policy recommendations from
the GB Committee and that energy efficiency policies must come from that committee, not the Planning
Commission. I believe a simple interim policy needs to be adopted by the Committee and forwarded to
the Council very soon, l su~~est at the next meeting, so that it can go to the Council in a month or two.
Then,. the Plann_ ing Commission and staff can modify the way we inte~ret (give points_for some of the
LEED. criteria, if thought necessary by the Committee in a follow-up letter to the staff, such as changing
the points for nonrenewable materials such as concrete and steel. Again, the staff and Planning
Commission won't do anything unless it's recommened by the GB Committee. The way the staff and
Planning Commission interpret the LEED criteria can also be changed again, later, as the Committee
refines its thinking.

There is much to be said for adopting an existing nationwide set of criteria that are widely used. It looks
much more politically safe to the Council than doing our own. It is also much easier for design teams
from out of Town and from in Town to deal with the new requirements. Also, the Council only has to
adopt a small paragraph refering to LEED, not a whole list of criteria, which will always look complex
and expensive.
If we have a basic policy in place (such as: LEED Gold required for large comm. projects; I .F,F,D Silver
(or Gold?) required for medium-sized commercial projects; and BIG recommended for residential
projects), we can capture the immediate projects in the Town pipeline. At this time, we cannot impose
standards better than Title 24. We have to get our Council policy adopted before a project is submitted,
preferably months before, so the design team knows about it, so even if the Committee adopts its
recommendations in the next meeting, there is about asix-month lag before the policies kick into actual
project design streams.
Politics is the art of the feasible and (have talked with staff about this and outlined here what I believe
to be a feasible route to improving projects, as soon as possible. I know 1 am new to the Committee and
I am sorry to be asking so much, so fast, but we suffer on the Planning Commission by not having a
Council policy in place. I am seeking your help.

public buildings and by many local gouts in Calif. for their buildings and by a few for commercial
buildings. Also. that the additional costs are small. We will say that the building design professional
will self-certify, so save costs. Then, it will seem OK to the Council.
SiGBA will also have to lobby each Councilperson before the mtg and show up to testify, as well as
MAPF and other groups. We also need to meet with CATT in advance to try to meet their needs, if
possible with a mandatory program. I have spoken with the Town Mgr. about this several times for help
on process.
This Council resolution implements the Gen Plan policy I cited, LU-P-1, I think. After we get this policy
adopted by Resolution, the GB Committee can modify LEED somewhat, for our local conditions.
Meanwhile, the Ping Commission can require LEED for the large commercial projects coming up very
soon.
My cost-effectiveness rept. part is to show the Council that the cost addition is small or zero, essential
to get adoption, I think. The Nevada Leg. is going to withdraw the incentives they adopted two years
ago, it looks like, from the Reno paper. CATT may oppose this, so we need to show that the costs are
small. If 100 people show up at the Council hearing, it will likely get adopted, even if CATT opposes it.
Sorry to miss the mtg. I hope we can do something soon and keep it simple

plan anyways -drastic cuts to city and town incomes with a severe impact on school funding. We'll have a bunch
