Call to Order; Roll Call
A. Mayor Murray called the regular session of the 7:00 PM; upon roll call by Clerk
Treasurer Teresa P. Glenn, the following councilors were present: Adam Cohen,
Jinsie Bingham, Mark Hammer, Terry J. Smith, and Phyllis Rokicki.
II. Public Hearing — Ordinance 2010 -5, Ordinance For Appropriations and Tax Rates
A. Mayor Murray opened the Public Hearing at 7:01 PM by reading Ordinance
2010 -5 in its entirety. Motion by Mark Hammer to close public hearing at 7:03
PM; second by Phyllis.Rokicki, 5 -0, unanimous approval.

IV. Special Requests
A. Mayor Murray reported that she received a notice today that on October 29 from
4 -6 PM there will be downtown trick or treating. Request from First Christian
Church to close Indiana Street from Poplar to Walnut during this time for safety of
those walking between fire department and church. Mayor Murray asking
Council for approval to do so. Motion by Jinsie Bingham to approve as
requested, second by Terry J. Smith, 5 -0, unanimous approval.
B. First Annual Halloween Fun Run request from Rod Weinschenk on October 30
2010 at 9:00 AM asking for a police presence at the beginning crossing
Bloomington Street. Motion by Phyllis Rokicki to approve as requested, second
by Adam Cohen, 5 -0, unanimous approval.
V. Department Reports
A. Cemetery — Ernie Phillips
B. Engineer —
C. Fire Department— Bill Newgent
1. Chief Newgent reported on dry situation in the City and County. Currently
the County is not under any kind of burn ban except in two townships in the
northern part of County. Asked individuals to be aware of the extremely dry
situation we have and be cautious with any type of burning. Reported on
Fire Prevention Open House a huge success; largest turnout yet.
D. Park and Recreation — Rod Weinschenk
1. Mayor Murray reported for Weinschenk about the Community Trail workday
last week making the International Walk to School day very nice. Thanks to
the Beta's and DePauw University and those who helped make this possible.
E. Planner — Shannon Norman
1. Mayor Murray asked Norman to speak regarding her recent acceptance of
the Green Community of the Year Award at TACT Conference. Norman
shared that she also spoke to a class on Green Communities at the Indiana
Association for Cities and Towns.
F. Police Department — Tom Sutherlin
G. Department of Public Works — Brad Phillips
H. Water & Wastewater Department — Richard Hedge
1. Councilor Rokicki asked regarding the increase in the number of disconnect
notices for the Utility department. Councilor Hammer asked Hedge how our
wells are doing with the dry spell. Hedge reported they are monitoring the
wells closely and will alert when and if a water ban is necessary.
2. Adam Cohen noted water usage down and appreciate the efforts put forth for
this. Councilor Cohen also commented on the new bill format and expressed
how well he liked the new style.

A. Regular Session September 14, 2010
1. Motion by Adam Cohen to approve as presented, second by Phyllis Rokicki,
5 -0, unanimous approval.

A. Ordinance 2010 -5, Ordinance For Appropriations and Tax Rates, First
Reading
1. Discussion. Motion by Adam Cohen to approve Ordinance 2010 -5 on first
reading, second by Jinsie Bingham, 5 -0, unanimous approval.
B. Ordinance 2010 -6, An Ordinance Amending Chapter 9 Of The City of
Greencastle Code Regarding Septage Rates, First Reading
1. Mayor Murray read this Ordinance in its entirety. Necessary to reduce the
fees we charge due to competitive nature and wish to capture some of these
funds. Motion by Terry J. Smith to adopt on first reading, second by Jinsie
Bingham, 5 -0, unanimous approval.
C. Resolution 2010 -26, A Resolution Authorizing Use of Rainy Day Funds
1. Mayor Murray read this resolution in its entirety, motion by Mark Hammer,
second by Phyllis Rokicki, 5 -0, unanimous approval.
IX. Approval of City Claims
A. Upon review of claims by Councilor Hammer a motion to approve claims as
presented, second by Adam Cohen, 5 -0, unanimous approval.
X. Reports
A. Mayor's Report
1. Mayor Murray reported that at 8:30 PM this evening Duke Energy will be
shutting power down from Locust to Mill Pond, Walnut to Bloomington to
Collins Evans; Middle School to Ivy Tech, approximately 15 minutes outage
for these areas.
2. Mayor Murray shared that last Tuesday night a contingency from China
visited and enjoyed a tour of Greencastle.
3. Heritage Preservation will be hosting Heritage and Haunts beginning at 5:30
PM October 30, 2010, along with a tour of Forest Hill Cemetery and a walk
downtown beginning at 11:00 PM. Everyone welcome to attend, there is a
small fee to participate in these events.
4. Mayor Murray commented on the recent passing of George Russell former
Utility Superintendent last week.
5. October 30, 2010 fundraiser for Big Walnut Sports Park for fencing around
soccer field. Thanked community on behalf of the Hardwick Family regarding
Eli's recent injury and ongoing rehabilitation. Special thanks to Terry J.
Smith and T.J. Phillips for their help on the day of Eli's injury and special
thanks to Officer Ed Wilson for his attention to Eli that day.
B. Clerk- Treasurer's Report
1. Discussion regarding changing credit cards for Department Supervisors from
PNC Bank to First National Bank. Motion by Phyllis Rokicki to approve this
request, second by Terry J. Smith, 5 -0, unanimous approval.
2. Exit interview with State Board of Accounts auditor today, all went well and is
finished.
C. Councilors
1. Adam Cohen reported that he has received calls from individuals regarding
the helpfulness of our Greencastle Police Department. Visitors in our
community have commented to him about how nice our community is.
2. Terry J. Smith reported that October 28, 5:00 PM 4` Ward meeting will be
held at Ridpath School, October 29, 30 and 31 will be Haunted Trail at the
jail and invited all to come.
3. Phyllis Rokicki reported the Putnam County Community Foundation has
awarded Putnam Rise Sustainability $100,000 grant and $25,000 grant from
Vectren. Will initiate a county Wide school competition for energy
conservation; money for energy audit for homes in Putnam County, cash for
clunkers (appliances), buy local campaign will continue. Please watch the

4. Jinsie Bingham reported Putnam County Museum has invited her to give her
presentation of "Mildew in the Basement" on Oct 27 at the Museum.
Thanked Phyllis Rokicki for the presentation of the Putnam Rise
Sustainability Grant. Invited everyone to visit Forest Hill Cemetery and
reminded everyone to donate to the Friends of Forest Hill Fund through the
Putnam County Community Foundation
