Call to Order:
Chair Art Hernandez called the special meeting to order at 6:00 pm.
Approval of Agenda:
Doug Record moved the agenda be approved as printed. Bill Case seconded the motion.
Motion carried.
Approval of Minutes:
Terri Rademan asked about the Historic Preservation Commission’s responses missing from
the June 7, 2016 Special Meeting minutes. Kevin Kelly moved the minutes be approved. Sarah
Hoeller seconded the motion. Motion carried.
Section 106 Review
a. 1321 Gordon St – This is a Community Development Block Grant (CDBG) proposal for
electrical panel. Doug Record moved that adequate documentation has been provided.
No historic properties will be affected by the project and the project be approved by the
Commission. Jane Moore seconded the motion. Motion carried.
Demolition Applications
a. 1723 & 1725 W Main St (Garage Only) - Jayme Abbott presented the application stating
that the property has a shared garage built approximately 1920. At this time there are no
plans to construct a new garage. Brent Hemphill moved that there will be no historic
properties affected by the demolition and the demolition will have no adverse effect and
that the permit be approved by the Commission. Kevin Kelly seconded the motion.
Motion carried.
b. 2821 & 2827 S Ten Mile Dr – Brent Hemphill moved to consider 2821 & 2827 S. Ten
Mile Dr as one vote. Doug Record seconded the motion. Motion carried. Jayme Abbott
presented the application stating that the property owner representative was present.
Mr. Terry Bruns discussed the application with the Commission indicating that Goodwill
will be constructing a new building on site of the two properties. Terri Rademan moved
that there will be no historic properties affected by the demolition and the demolition will
have no adverse effect and that the permit be approved by the Commission. Bill Case
seconded the motion. Motion carried.
Old Business
a. Capitol Ave & E High St Rezoning & Overlay District - Eric Barron presented information
regarding the rezoning & overlay districts on Capitol Ave and E High St areas. Art
Hernandez inquired about the proposed timeline. Eric said the target date for finalizing
the plan is September which will include another presentation to the Commission
b. Reopening of the Proposed Demolition Ordinance – Doug Record suggested having
several more work sessions to discuss staff written comments. Art Hernandez suggested
waiting to hold a work session separate from the Commission regular meetings. The
Chair moved to table the discussion on the proposed demolition ordinance until
comments are received from Janice McMillan and Drew Hilpert, allow at least one week
to review those comments & additional information, and for Commission members to
bring calendar to the next meeting to set a date for special meeting. Doug Record
seconded the motion. Motion Carried.

b. Historic Foot District Commemorative Plaque Dedication Ceremony, Friday, June 17th at
3:00 pm

adjourned at 7:42 p.m.
