CITY OF TEMPLE CITY

July 20, 1965
Mayor Harker called the meeting to order at 7:36 P.M.
Rev. Delwin Thigpen, Pastor, First Methodist Church of Temple
City, gave the invocation. Mayor Harker then led the Pledge
of Allegiance to the Flag.

5. APPROVAL OF MINUTES:
(a) Minutes of Adjourned meeting of June 23, 1965:
Councilman Nunamaker moved to approve the minutes of the
Adjourned Meeting of June 23, 1965 as mailed, seconded by
Councilman Merritt and carried.
(b) Minutes of Regular Meeting of July 6, 1965:
Councilman Merritt corrected the minutes of the Regular
Meeting of July 6, 1965 as follows: Page 2, center of page,
last sentence pertaining to Public Hearing on Zone Variance
Case #65 -150, "B" was omitted after the word Parcel.
Councilman Tyrell moved to approve the Minutes of the Regu-
lar Meeting of July 6, 1965 as corrected, seconded by Coun-
cilman Merritt and carried unanimously.
UNFINISHED BUSINESS:
6. ORDINANCE NO. 65 -166: 2nd read. Re- Drainage of Lots in subdiv-
isions and lot splits. City Attorney Martin read title to
Ordinance No. 65-166 AN ORDINANCE OF THE CITY OF TEMPLE CITY
ADDING NEW SECTION 203.1 TO THE TEMPLE CITY MUNICIPAL CODE RE-
LATING TO THE DRAINAGE OF LOTS IN SUBDIVISIONS AND LOT SPLITS.
Councilman Tyrell moved to waive further reading of Ordinance
No. 65 -166, seconded by Councilman Nunamaker and carried unani-
mously. Councilman Tyrell moved to adopt Ordinance No. 65.166,
seconded by Councilman Nunamaker and carried by the following
roll call vote:

7. ORDINANCE NO. 65 -167: 2nd Read. Re Council meetings. City
Attorney Martin read title to Ordinance No. 65 -167 AN ORDINANCE
OF THE CITY OF TEMPLE CITY AMENDING SECTION 2703 OF THE TEMPLE
CITY MUNICIPAL CODE RELATING TO COUNCIL MEETINGS. Councilman
Tyrell moved to waive further reading, seconded by Councilman
Merritt and carried unanimously. Councilman Tyrell moved to
adopt Ordinance No. 65-167, seconded by Councilman Merritt and
carried by the following roll call vote:

8. ORDINANCE NO. 65 -168: 2nd Read. Re Planning Commission Pro-
cedures. City Attorney Martin read title to Ordinance No. 65-
168 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ADDING SECTIONS 1822 and 1915 TO THE TEMPLE CITY MUNICIPAL CODE,
RELATING TO PLAHN!Na COMMISSION PROCEDURE. Councilman Tyrell
moved to waive further reading, seconded by Councilman Nunamaker
and carried. Councilman Tyrell moved to adopt Ordinance No.
65-168, seconded by Councilman Nunamaker and carried by the
following roll call vote:

9. AWARD LIABILITY INSURANCE COVERAGE:
Mr. Koski advised that the low bidder was Carl L. Clark Insurance
with a bid of $2,583. The premium is the same as it would be if .
we continued the present coverage for a two year period. This
new coverage is for a three year period and the figure is the
per annum premium. Councilman Tyrell moved to continue the
insurance coverage for a three year period as specified on the
call for bid on liability insurance coverage with Carl L. Clark
Insurance. Seconded by Councilman Merritt and carried by the
following roll call vote:

10. AWARDING OF CONTRACTS - KRELLE & LEWIS: DESIGN OF MEDIAN IM-
PROVEMENTS ON DOUBLE DRIVE, LIVE OAK TO GRAND AVE. IN THE
AMOUNT OF $1,000.
Mr. Koski advised that the City Attorney had drawn the agreement
in accordance with City Council request at previous meeting.
Councilman Nunamaker moved to instruct Mayor to sign the Agree-
ment on behalf of City Council, seconded by Councilman Tyrell
and carried by the following roll call vote:

ABSENT: Councilmen: Dickason
11. PROPOSED PLANS FOR PARKING DISTRICT NO. 1 IMPROVEMENTS:
Mr. Koski advised that subsequent to last meeting a determina-
tion has been rnade by O'Melveny & Myers that the building being
rented by the L. A. Stake Office of Latter Day Saints must be
removed. Acting City Manager Koski advised that the Council
must now approve the preliminary plans and instruct the engin-
eering firm to undertake the preparation of precise plans and
specifications. Councilman Merritt moved to approve the prelim-
inary plans and requested Krelle & Lewis prepare precise plans
and specifications. Councilman Nunamaker suggested that the
Council have an opportunity fcr periodic review of the proposed
improvements and be given an opportunity to make suggestions
prior to the final completion of plans and specs. Councilman
Nunamaker seconded the motion as amended, and carried by the
following roll call vote:

12. REPORT ON USE CF FIREMEN AT FIRE STATIONS FOR REGISTRATION OF
VOTERS:
Mr. Koski read a letter received From Chief Klinger which ad-
vised that their department is awaiting a policy being prepared
by the League of California Cities. Councilman Tyrell moved
to table, seconded by Councilman Nunamaker and carried.
NEW BUSINESS:
13. ACCEPTANCE OF SANITARY SEWERS AND RELEASE OF PERFORMANCE B0ID,
TRACT NO. 29678, Private Contract 7159:
Mr. Koski advised that the City Engineer recommends approval of
work and cancellation of performance bonds. Councilman Tyrell
so moved, seconded by Councilman Merritt and carried.
14. RESOLUTION NO. 65 -502: Appointing a recurrent maintenance man:
Acting City Manayer presented Resolution No. 65 -502 titled A
RESOLUTjON OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINT -
ING RECURRENT MAINTENANCE MAN, explaining this position was for
the primary purpose of planting the newly remodled Temple City
Park. Councilman Tyrell moved to adopt Resolution No. 6; -502
seconded by Councilman Nunamaker and carried.

15. PLANNING COMMISSION RECOMMENDATIONS:
(a) ORDINANCE N0. 65 -169 - Height Limitation Urgency Ordinance.
City Attorney Martin explained that the Planning Commission
recommends a study be undertaken regarding height of signs
in the City. Pending this study, it was suggested that an
interum ordinance be adopted limiting height of signs to
35 feet, to be used only in extreme cases, which the City
Attorney has prepared. Councilman Tyrell approved maintain-
ing the status quo and to keep this as an urgency ordinance.
City Attorney Martin read ORDINANCE NO. 65 -169, AM ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING THE
ZONING ORDINANCE OF THRS CITY AND ESTABLISHING A MAXIMUM
HEIGHT FOR SIGNS AND ADVERTISING STRUCTURES, ADOPTING THE
SAME AS AN INTERIM ZONING ORDINANCE, PURSUANT TO SECTION
65806 OF THE GOVERNMENT CODE, AND DECLARING THAT SUCH OR-
DINANCE SHALL BE IMMEDIATELY EFFECTIVE.
Councilman Merritt moved to adopt Ordinance No. 65 -19,
seconded by Councilman Nunamaker and carried by the follow-
ing roll call vote:

ABSENT: Councilmen: Dickason
(b) Mr. Koski advised a letter had been received from the
Secretary of the West San Gabriel Valley Planning Council
indicating that the Board of Directors have declared an
assessment of $5.00 to each City belonging to the Associa-
tion. This amount covers mailings, postage, etc. Since
this item is not in the budget, it requires Council approval,
Councilman Nunamaker moved to approve the assessment of $5.
seconded by Councilman Merritt and carried by the following
roll call vote:

16. TRAFFIC COMMISSION RECOMMENDATIONS:
(a) Item 5 - Traffic Engineer Envall presented the recommenda-
tion of the Traffic Commission for the installation
of boulevard stop regulations on the north -south
alley west of Temple City Blvd. entering Woodruff
stating that with the completion of the new parkins
lot in Parking District No. 2, the increased traffi:
along with the usual rather heavy traffic from
Alpha Beta and the shops at the south end of the
alley.
(b) Item 8 - Envall advised the Traffic Commission recommends
removal of right turn arrow and word "only" on
Daines Dr. at the east approach to Baldwin Ave. and
the installation of "No Left Turn" to eliminate con-
fusion at this intersection. Councilman Merritt
advised that the double yellow line was not moved
back to the sidewalk line as was previously recom-
mended. Mr. Envall advised that this could be
blasted out along with the arrow and word "only ".
(c) Item 10- Mr. Envall advised that the State Division of High-
ways has already been advised of the recommendation
to extend the median joggle bars on Rosemead Blvd.
at Pentland Avenue as a safety measure, and this
request was to receive Council approval as well.
(d) Item 12- Mr. Envall advised that with the installation of
a new service st ; ;Jtion, this intersection is in need
of up -crag; i ng, The recommendation can add 135 ft.
of lane line and will greatly aid congestion during
the race track season. Since there is no demand
for parking, it is recommended that red curb be
placed back to the first residential drive.

(e) Item 15(g) Mr. Koski stated that the School District had
failed to notify the City soon enough that there
would be a need for a crossing guard at Rosemead
and Callita for the summer school session at Oak
Ave.. summer school. The hours required are three
hale -hour periods during the day, and since there
was insufficient time to hire through the regular
channels, it was suggested that one of the Park
Department staff be assigned this duty. One has
already been assigned and checked out by the Sher-
iff's Department.
Councilman Tyrell moved to adopt Item's 5, 8, 10 and 12 as per
Traffic Commission recommendation. Councilman Merritt seconded,
and carried by the following roll call vote:

17. RESOLUTION NO. 65 -503: WARRANTS & DEMANDS Nos. 6811 through 6845
in the sum of $53,225.31. Acting City Manager presented Resolu-
tion No. 65 -503, advising that this included the purchase of
U. S. Treasury Bills. After clarification of a few of the items,
Councilman Tyrell moved to adopt Resolution No. 65 -503, seconded
by Councilman Nunamaker and carried by the following roll call
vote:

18. REQUEST FOR CHARITABLE SOLICITATION PERMIT:
Mr. Koski advised an application for Charitable Solicitation
Permit had been received from the Playroomers Auxiliary of the
Assistance, together with a letter requesting permission to
place Ford Gum -ball Machines throughout the City in various
stores. Considerable discussion followed regarding the use of
these gum -ball machines by various clubs and organizations.
After an initial motion to deny by Councilman Merritt, which
was seconded by Councilman Nunamaker, Mr. Merritt moved to
amend the motion pending further proof as to the organizations
charitable functions. After further discussion, it was Felt
that any charitable solicitation within the City should directly
benefit the citizens of this City. Councilman Merritt again
moved to deny the request of the Playroomers on the basis that
the monies derived from the gum -ball machines would not be of
local benefit, seconded by Councilman Nunamaker and carried.
Mayor Harker so ordered the denial and requested staff to so
advise the Playroomers.
19. COMMUNICATIONS:
(a) L. A. County Boundary Commission Proposed Annexation No.
1965-3. Mr. Koski read letter concerning the proposed an-
nexation. Councilman Merritt moved to receive and File,
seconded by Councilman Tyrell and carried unanimously.
(b) Mayor Harker read a sample proclamation requesting that
since there is a need for a community center in Temple City,
the Temple City Youth Center, Inc. is sponsoring the 1st
Annual Community Fair to run for four days beginning August
5, 196,; For the purpose of creating a special building fund
from the profits to go towards the erection of a Community
Center, and requesting that the week beginning August 5,
1965 be proclaimed as Community Center Week in Temple City.
Councilman Merritt moved to request the Mayor to so pro-
claim, seconded by Councilman Nunamaker and carried.
(c) Councilman Tyrell advised the Council he had received in the
mail a newspaper article from the Temple City Times depictincc;
the various activities of the 7th, 8th and 9th grade girls
program at Oak Avenue School. One of the activities, which

represented the class in good grooming and showed one phase
of this, care of the hair. The question was raised as to
whether this type of activity is true recreation. It was
suggested that the Director of Recreation submit a report
on this program.
20. TIME FOR THOSE IN AUDIENCE WHC WISH TO SPEAK:
Mrs. Anna Blevins, 9612 La Rosa Dr., addressed the Council, ad-
vising that she wished to appeal a Traffic Commission denial
for an overnight parking permit. Traffic Engineer Envall stated
that his investigation of the application showed that the Blevins
have two cars, a camper and a boat. The garage is being utilizery
by the boat, which is so large that it must go cross -wise in the
garage and the driveway is not long enough to accommodate the
other vehicles. It was his recommendation to grant this re-
quest as it was a unique situation. The Traffic Commission
voted denial with the recommendation that the Blevins could
knock out the back of the garage and put in a rear door to en-
able them to put the boat in the back yard. Mrs. Blevins claims
this cannot be done since they rent the house. Her temporary
permit has run out and she has received a ticket and the re-
quest at this time is for some relief until this matter can be
appealed in the proper manner. Councilman Tyrell moved to grant
a temporary permit to Mrs. Blevins for a period of ten days
after the next Council meeting, and since it was a clerical
error, to take care of the ticket she has received. Seconded
by Councilman Merritt and carried.
21. MATTERS FROM CITY OFFICIALS:
(a) Mayor Harker asked if each of the Councilmen would jot down
the names of the applicants for positions on Commissions as
there is a need for a new Parks & Recreation Commissioner.
Mayor Harker asked that this be placed on the Study Session
Agenda for Aug. 2nd and then on the Aug. 3rd. Agenda.
(b) Councilman Tyrell asked about the traffic signals on Las
Tunas and was advised by the Traffic Engineer that the part
is being installed and the syncronization should be com-
plete by the end of the week.
(c) Councilman Tyrell asked about the vote by the employees for
State Employees Retirement System and was advised by Mr.
Koski that the employees voted 100% in favor, and that the
contract will be presented to the Council at the August 3rd
meeting for approval.
(d) Mr. Koski advised that since the City has an agreement with
the L. A. Stake office, a letter be written terminating the
lease. Councilman Nunamaker so moved, seconded by Council-
man Tyrell and carried unanimously.
(e) Mr. Koski advised that this City had an agreement with the
City of Rosemead to pro -rate sharing of Ray Cushman, Plan-
ning Director. A letter should be sent to Rosemead to can-
cel this agreement so that Temple City may have his services
full time. Councilman Tyrell so moved, seconded by Council-
man Nunamaker and carried by the following roll call vote:

(f) Mr. Koski advised that the City has received two letters
concerning the removal of trees. Mrs. Contopolus, 10053
Bogue Street claims a large roadside tree has damaged her
sewer and water service and requests the removal of the tree
as well as payment for costs involved with replacing the
sewer line. Mr. Koski advised that it has been a County
policy to issue a permit to the property owner for removal
of a tree where it interferes with a sewer line, but this
should be an expense of the property owner. It was the
opinion of the City Attorney that it is the property owners
obligation, Councilman Tyrell moved to deny the request for
reimbursement and for the City not to remove the tree,

seconded by Councilman Nunamaker and carried.
The other request for tree removal was from Mr. Harold Dobert.
5841 N. Golden West Ave. Mr. Dobert was in the audience
and addressed the Council stating that he has 7 units and
the branches of the tree extend over the entire lawn, making
it impossible to grow grass. He has recently had a heart
condition and it not able to rake the leaves. In addition,
the roots are buckling the sidewalk, not only creating a
rather hazardous condition, but causing puddles to form after
watering. He is willing to pay half the cost of removing the
tree. Mr. Koski advised that an inspection disclosed that
the tree is healthy and there is moderate damage to the side-
walk. Councilman Tyrell moved to deny the request For tree
removal, but suggested that the staff inspect the ccndition
of the sidewalk and repair if necessary. It was also sug-
gested that the mess created by the adjacent radiator shop
be cleaned up. Councilman Merritt advised that the repair
shop on Oak Avenue is causing the same type of trouble.
22. ADJOURNMENT:
Councilman Nunamaker moved to adjourn to a special meeting on
July 27, 1965 in the Council Chambers for the purpose of consid-
ering proposed annexations, seconded by Councilman Merritt and
carried. Meeting adjourned at 9:05 to the Special Meeting on
August 3, 1965 at 7:30 P.M. in the Council Chambers of the City
Hall, 5936 M. Kauffman Avenue, Temple City.
