HomeMy Public PortalAbout1954-08-02 MeetingJULY 19. 1954 A meeting of,the Board of Equalization was called et 8:00 0.0104 P.M.., Monday, Ju y.19, 1954 to consider the: Village Tax Boll for the period'of January 1, 1954 to December 31, 1954. There were present:. Dr. G. N. Leonard, Mayor; W. H. Webb, Tax Assessor; ' and Mary Wetterer, Village Clerk, The Board was informed that a notice,had.teen posted at the Village Hail, Fire Station and Sever7Station from July 1, 1954 to.July 19, 1954, s period.of nineteen days, informing all property owners that the tentative tax assessment roll could be seen in the,Assessoris odfice. Irti:Jraleen N. Boyd, owner of Lot 5 Block 9, of .the Eiesidential SeCtion of Bal Harbour,:appeared and inquired about her assessment for 1.954end what; the taxes would amount to. kSr. Webb explained that he bad talked with Mrs. Boyd and that be had'tOld her the assessment had been changed aue to a slight change in the original plans for the house. As there were no:other taxpayers or complaints to come before the Board the meeting was adjourned, Attest: . Village Clerk 0 AUGUST 2, 1954 The Council of Bal Harbour Village met for a Special Meeting on Monday, August 2, 1954, at 8:00 o'clock P. M. There were present: Dr. Leonard and Messrs. Beatty and Collins. Absent: Messrs. Brown and Stokely The minutes of the meeting of June 21, 1954 were accepted as read. The minutes of the Board of Equalization Meeting held July 19, 1954 were read and on motion of Mr. Beatty, seconded by Mr. Collins the action taken was unanimously accepted by the council. The audit for the first nine months operation was subaitted to the council and after consideration on motion of Mr. Collins, seconded by Mr. Beauty; the audit was unanimously accepted. AUGUST 2,'19a The budget for the 1954-55.fisc 1 year was the presented to the council.. Mr. Webb explained that due to the start of -the second hotel it would not be necessary to use any surplus to balance the budget this year with the one mill increase on the tax roll. After discussion Resolution No. 25, entitled: A. RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING A BUDGET FCR TBE SAID VILLAGE FOR TBE PERIOD OF OCTOBER 1, 1954 TO SEPTEMBER 30, 1955, IN THE AMOUNT OF t19O,542.47", was read to the council and on motion of Mr. Beatty, seconded by Mr. Collins the Resolution was unanimously adopted. The Mayor informed the council that it was then in order to set the milla�e rate for 1954. A Resolution was read to the councilrentit]ed:"' Resolution No. 26 AA RESOLUTION OF TBE COUNCIL:OF BAL HARBOUR VILLAGE, FLORIDA, MAKING A TAX LEVY FOR THE TAX YEAR 1954, AND FIXING TBE-MTT•TAGE ON, REAL AND PERSONAL PROPERTY IN SAID VILLAGE AT ELEVEN.(il) MILLS;" and on motion of Mr. Collins, seconded by Mr. Beatty, the ResolutionWas unanimously adapted. Mr. Webb said that due to the increase in tax millage he.'had-pre- pared a News Letter which with the contents approval he would like to send to all the taxpayers explaining the reason for the increase. 'The letter was read to the council and it vas the -unanimously consent of -the - members that the letter was':in excellent form and they won* like to see it eontinued.on a quarterly basis ifthere was an affirmative response from the taxpayers after the first letter wen -Lout. The vi»Age Manager said that be and Mayor Leonard'had attended a meeting of the.Dade County. League of Municipalities at which the idea of having a uniform Building Code for Dade County was discussed. He said that Mr. Anderson had prepared an ordinance.which the council could pass authori- zing the League to proceed with plans for the Code. He stated that..die'to the Bal Harbour Deeds containing the provision that the City of Miami Beaeh'Cade be adopted as our Code the passage of this ordinance would not necessarily mean that we would have to accept the Code when it was prepared. Mr. Anderson read the ordiance to the council and after further discussion on motion of Mr. Beatty, seconded by Mr. Collins, Ordinance No..36, eat4tled: "All ORDINANCE PROVIDING FOR THE APPROPRIATION OF FUNDS TO BE CONTRIEUM TO THE PREPARATION OF A UNIFORM BUILDING CODE," was unanimously adopted. AUGUST 2, 1954 There being no further business before the meeting on motion of " Mr, Collins, seconded by Mr. Beatty, the meeting was adjourned. September 20. 1954. The Council of Bel Harbour Village met;.at-the Village Hall, Monday, September 20, 1954 at StOO.aicloak P.M.. All the -members -of the.aouncil were present. Also present were W. H. Webb.Village Manager; Mary Wetterer,. Village Clerk; and Thomas. Anderson, Village Attorney. The minutes of the previous. meeting August 2, 1954 were read. accepted,,gs Mr. Webb reported that over 200 News Lettersted been sent,to:the taxpayers and that he: had' answers from fourteen (14),, all beingin.ftver of receiving such "a 'bulletin. 1t.was the council's'opinion that theses hews Letters could"be sent out.guerterly. Mr. Webb then explainedthat during the last three months.otthe fiscal'year funds could be transferred from one department to the Other:to belt*, out the current budget by authority of.the Council.. He asked that the council transfer $2,500.00 from Dept 04 to%;ept o2; $1,500.00 from Dept o3 to Dept 07; and $3,300.00 from Dept 06 to Dept 05. Thereupon on motion of btr. Stokely, seconded by Mr..
