Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called the meeting to order at 7:00 PM; upon roll call by Clerk Treasurer Glenn all councilors were present. it. Public Petitions and Comments A. None heard III. Special Requests A. Delta Tau Delta noise ordinance waiver request for Saturday, November 13, 2010 from 9:00 PM to 2:00 AM. Discussion. Motion by Jinsie Bingham to approve as requested, second by Terry J. Smith, 5 -0, unanimous approval. IV. Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department— Bill Newgent D. Park and Recreation — Rod Weinschenk E. Planner — Shannon Norman F. Police Department — Tom Sutherlin 1. Questions to Chief Sutherlin regarding running in Mini Marathon around community. G. Department of Public Works — Brad Phillips 1. Questions regarding leaf pick -up; discussion. H. Water &Wastewater Department — Richard Hedge I. City Attorney - Laurie Robertson Hardwick V. Approval of Minutes A. Regular Session October 12, 2010 1. Motion by Adam Cohen to approve as presented, second by Terry J. Smith, 5 -0, unanimous approval. VI. Old Business A. Ordinance 2010 -5, Ordinance For Appropriations and Tax Rates, Second Reading 1. Motion by Mark Hammer to adopt Ordinance as presented, second by Phyllis Rokicki, 5 -0, unanimous approval. B. Ordinance 2010 -6, An Ordinance Amending Chapter 9 Of The City of Greencastle Code Regarding Septage Rates, Second Reading 1. Motion by Adam Cohen to approve Ordinance 2010 -6 as presented, second by Mark Hammer, 5 -0, unanimous approval. VII. New Business VIII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented for payroll, regular payables, direct payables and pension payables, second by Jinsie Bingham, 5 -0, unanimous approval. IX. Reports A. Mayor's Report 1. 4` Ward Neighborhood meeting last evening at Ridpath. 2. Interviewing architect for downtown fagade grant. 3. Letter of Interest submitted to State of Indiana for Stellar Communities through Lt. Governor Becky Skillman's office. Mayor Murray explained the fagade grant which is a $5,000 match from the Redevelopment Commission to help downtown property owners obtain an architectural drawing with potential costs to refurbish their fagade. B. Clerk- Treasurer's Report 1. Updated financial report presented to Council C. Councilors 1. Councilor Smith thanked everyone for contributions to the Food Pantry from the Haunted Trail. 2. Councilor Bingham congratulated the Puckett Brothers on their recent Golf award. Congratulations to NPHS Football team moving on after their sectional win. Congratulations to DePauw Tigers Football Team on their win and best of luck to them this Saturday against Wabash. X. Adjournment A. Motion by Jinsie Bingham to adjourn at 7:30 PM, second by Terry J.
