Members present: Mayor Wayne Neddermeyer; Councilmen, Arthur Theis, William Reiser, Robert Franklin, Donald DesLauriers; Clerk Donna Roehl, Planning and Zoning Administrator, Anne Dorweiler; Attorney, Richard Schieffer. t,,. Motion by Arthur Theis, seconded by Robert Franklin to accept the minutes of May 18, 1976,E as presented. Motion carried unanimously 1. DOCKSIDE INN Motion by Robert Franklin, seconded by William Reiser to issue a cigarette license to William Coleman for the remainder of 1976. Motion carried unanimously ,Discussion of prorating licenses fora one month period. Records indicated that Off -Sale and Sunday licenses had been prorated previously for a short period of time. Motion by Donald DesLauriers, seconded by Arthur Theis to pro -rate the Off -Sale and Sunday Liquor license fees for Coleman's Dockside Inn for a period of one month. Motion carried unanimously 2. TRUCK SPECIFICATIONS Truck specifications for purchase of new truck were read and discussed, bids to be let June 15, at 8:00 P.M. Motion by Arthur Theis, seconded by Robert Franklin to accept truck specifications. 3. LIMESTONE BIDS, 8:05 P.M. The following bids were received for the rebidding of 3/4" limestone Edward Kraemer and Sons $1.75 per ton, picked up $3.95 per ton, delivered Willis Snyder and Co. 1.45 " " 3.75 " t, Buesing Bros. 1.95 " tt 3.79 it " J.L. Shiely Co. 1.70 " " 3.88 It" Motion by Donald DesLauriers, seconded by William Reiser to award bid to Willis Snyder and Co. for 3/4" limestone at pit at $1.45 per ton and $3.75 per ton, delivered and 14" lime- stone at $1.60 per ton, at pit and $3.90 per ton delivered. Motion by Donald DesLauriers, seconded by William Reiser to amend the above motion by deleting the bid award on 14" limestone as it had not been in the specifications. Motion carried unanimously 4. PART TIME POLICE OFFICER Police Chief Hoover introduced Randy Mayer as his recommendation as a part time police officer. Mr. Mayer stated that he had been working with the water patrol for 6 months and had been working with the Medina police officers at night. Suggest pay was $4.00 per hour with $3.50 per hour as a trainee. Motion by Robert Franklin, seconded by Donald DesLauriers to hire Randy Mayer as a part time police officer at the above pay rate. Motion carried. Mayor Neddermeyer voting No. He stated he felt that former part time officer Ray Bosch should have been given more consideration when salary increases were discussed and that he was not opposed to Mr. Mayer being hired as a police officer. 5. CONTINENTAL TELEPHONE CO. Discussion of request to bury cable in the Independence Beach area according to letter received from George Kraemer. Concern was again expressed regarding damage to blacktopped streets. Motion by Robert Franklin, seconded by Arthur Theis to ask that Mr. Kraemer or a representative attend a Council meeting to discuss the matter. Motion carried unanimously 6. MINUTES OF MEETINGS AND AGENDAS Motion by Robert Franklin, seconded by Donald DesLauriers to make copies of Planning Comm- ission, Council minutes and agendas available to interested parties for the price of _ $40.00 per year for Council material and $20,00 per year Planning Commission material. Motion carried unanimously 7, STREET SIGNS Motion by Donald DesLauriers, seconded by Robert Franklin to install stop signs at the following locations in the Independence Beach area: Lakeshore northbound at Pine St.; Ardmore northbound at Pine St.; Both ends of Pine and Fern Ste, Motion carried unanimously 8. STREET DEPARTMENT SALARIES Discussion of past salary records for crease after 6 months of employment. Motion by Donald DesLauriers, seconded sal-sy to $5.50 per hour and raise the of employment. Motion carried unanimously 41 road personnel. Discussion of a 500 per hour pay in - by Wayne Neddermeyer to increase the road foreman's pay of Robert Dressel to $5.00 per hour after 6 months 9. STREET SWEEPER BID, 9:05 P.M. One bid was received for the street sweeper from Abhe and Svoboda Inc. Prior Lake, Bid was for $1312 with a $70.00 cash deposit. Discussion of cost of sweeping streets and whether it would be more economical to hire the work done or retain the sweeper. Information was given as to the repairs needed to put the machine in working order. Ron Duran was requested to secure an estimate of what it would cost to repair the machine. Motion by Arthur Theis, seconded by Donald DesLauriers to accept the bid of Abhe and Svoboda for $1312 for the street sweeper. Motion carried unanimously 10. ANNE DORWEILER Don McCracken Anne Dorweiler explained that Mr. McCracken has requested a front and rear set -back variance on their lots at Independence Beach. A $25.00 fee had been paid for the variance and she suggested that because the lot combination is a simple matter no fees be charged. Motion by Robert Franklin, seconded by Willaim Reiser to approve Resolution 76-20 allowing Donald McCracken to consolidate Lot 4 and the SE 40 ft. of Lot 3, Block 28, Independence Beach, with the following 4dditions: Page 2, Item 1, line 1; strike "division" insert "combination." Page 2, Item 2 to read:"File Warranty deed with Hennepin Co. Finance Dept." and to waive the fees for combination and grant the front and rear setback variance. Motion carried unanimously ZX Planner Discussion of 3 firms that had requested consideration in presentatiin of Comprehensive Plan to the Metro Council. The need for interviews was discussed. Motion by Robert Franklin, seconded by Arthur Theis to hire Tom Loucks, for a sum of not more than $1000 to present the Comprehensive Plan to the Metro Council, with any additional services to be discussed with Council before proceeding. Motion carried Voting No, Donald DesLauriers, Wayne Neddermeyer 11. EHLER'S AND ASSOCIATES Robert Ehlers explained that the market would need to change before refunding could proceed because a eo profit must be realized. Medina's accounting firm has advised that it would be proper to refund at this time. Discussion of legislature regulations regarding windfall profits and the possibility of a lawsuit at some future date. Motion kr Robert Franklin, seconded by Arthur Theis to adopt Resolution 76-21, setting sale of bonds on July 20th at 2:00 P.M. with Council to consider bids at 7:30 P.M. on the same date. SEWER AND WATER DEPARTMENT Discussion of length of time needed to complete the necessary work at Hamel and Independ- ence Beach and the information received from the Engineer which had been given to Leo Leuer to study. Clerk was instructed to ask Leo to attend the June 15th meeting and discuss what he is expected to do and the amount of time needed to perform his duties. Discuss- ion also, of whether accumulated sick days may be used to fill in for hours needed to make a 40 hour week. The need for personnel polices was discussed, William Reiser agreed to work on a set of policies for various departments. Clerk to secure work polices from various sources for reference. Discussion of reimbursement of employees being reimbursed for portion of home telephone bills. Motion by Donald DesLauriers, seconded by Arthur Theis to adopt the policy of not paying individual telephone bills of city employees because there is a telephone service to the City Hall. Motion carried unanimously 13. BILLS Motion by Arthur Theis, seconded by Donald DesLauriers to pay the bills, Order checks # 6032-6090 in the amount of $89,739.21; Payroll #4059-4087 in the amount of $5198.40 and Revenue Shaiing # 1013 in the mount of $938.00. Motion carried unanimously Clerk was instructed to ask that Joe Crow, City Auditor appear at the June 15th or July 6th meeting to discuss the 1975 audit report. 14. WALTER KOHNNEN Mr. Kohnen discussed the possibility of blacktopping the streets in Independence Heights as he felt that they were paying for blacktopping in Independence Beach and should have the same consideration in their area. Engineer will be asked to attend the June 15th meeting to discuss this and other matters. 15. PLANNER Motion by Robert Franklin, seconded by Arthur Theis to reconsider vote of hiring a planner and invite all interested planners to attend the June 15th meeting.
