A RESOLUTION SUPPORTING EFFORTS TO PERFORM A HYDROLOGICAL
CHARACTERIZATION OF THE GLEN CANYON AQUIFER SYSTEM.
WHEREAS, the City of Moab, the Grand Water and Sewer Service Agency, and residents of
northern San Juan County currently obtain culinary water from the Glen Canyon Aquifer System;
and
WHEREAS, numerous private property owners and the Nature Conservancy also have interests
in this water; and
WHEREAS, future development of this region is dependent upon the consistent and reliable
delivery of clean and plentiful water from this aquifer system, and
WHEREAS, the United States Environmental Protection Agency, in referring to the Glen Canyon
Aquifer System, wrote in the January 7, 2002 Federal Register, "If the aquifer becomes
contaminated, a significant hazard to public health would occur"; and
WHEREAS, the State Engineer for the Utah Division of Water Rights, in referring to the Glen
Canyon Aquifer System, stated in a Memorandum Decision that "there is not comprehensive
understanding of the geology and hydrology of the valley that would allow for a precise
interpretation of the extent of the water resources.... The State Engineer encourages local
government entities who provide oversight for water development in the valley to consider
further studies to better understand the water resources"; and
WHEREAS, the City of Moab, Grand County, San Juan County and other parties are concerned
that additional production from the Glen Canyon Aquifer System may cause water levels to
decline in existing wells, and that current knowledge of water storage and movement within the
aquifer is not adequate to answer the concerns of the parties; and
WHEREAS, further research on the hydrology and geology of the Glen Canyon Aquifer System
will reduce uncertainty about the quality and quantity of groundwater that can be developed and
will enable more accurate planning and costing of culinary water infrastructure for entities in the
Spanish Valley.
NOW THEREFORE, WE, THE GOVERNING BODY OF THE CITY OF MOAB DO HEREBY
RESOLVE THAT THE CITY SUPPORTS A COLLABORATIVE EFFORT TO PERFORM AN
EXTENSIVE HYDROLOGICAL CHARACTERIZATION OF THE GLEN CANYON
AQUIFER SYSTEM.
PASSED AND APPROVED in open Council by a majority vote of the Governing Body of Moab
City Council on February 27, 2007.
