T7T. WATER RATES BETWEEN RESIDENT AND NON RESIDENT WATER USERS AND TO PROVIDE FOR A MONTHLY FEE FOR OPERATION AND MAINTENANCE OF THE CITY WATER SYSTEM OUTSIDE OF THE CORPORATE LIMITS OF THE CITY AND PROVIDING AN EFFECT- IVE DATE. j WHEREAS, it is deemed to be in /ihe best interests of. the City and its water users to increasiO water rates in order to provide additional funds for the Dater Capital Improvement Fund to update, extend and replace the/city water supply system with- out incurring bond election costs and interest costs; and WHEREAS, it is in the best` interests of the City of McCall to equalize water rates betwe n resident and non resident users of water from the city water system and to impose a reasonable charge upon such non reside,.t: water users to cover additional costs of the city in provit!ing water to outlying areas and to defray the additional costs of the city in maintenance and operation of those portions of the city water supply system lying outside of the co-porate limits of the city. NOW, THEREFORE, it ordained by the Mayor and Council of the City of McCal , Idaho, as follows: Section 1. Th:t Section 8-1-43 of the Village Code of McCall, Idaho, be, and the same is hereby amended to read as follows: 8-1-43: SCHEDULE OF CHARGES: All users of the water in said city are hereby classified as follows and shall be charged at the rates hereinafter set forth, to -wit: Class Single family dwellings, siM nine ($69.00) per month, except for the months of .June, July and August of each year when such water charge shall be the sum of seven ten ($410.00) per month. A. demand for a water supply of one inch (1") diameter pipe or larger will be classified as a commercial user and charged as hereinafter set forth for commercial users. Class B. Multiple family facility will be charged on one billing only, at the rate of six nine dollars ($69.00) per month per family, except for the months of June, July and August of each year when such water charges shall be seven ten ($410.00) per month. Class C. Tlultiple family facility, separate billings to each tenant at the rate of szx nine ($69.00) :per month except for the months of. June, July and August of each year when such water charges shall be seven ten dollars ($410.00) per month. Class D. Apartments, that is to say, any room ¢Sr group of rooms that includes usual living and cooking facil- ities shall be charged to the record owner a/t the rate of six nine dollars ($69.00) per month per apartment; each unit of a condominium shall be classified as an apartment. Class E. Nonmetered commercial users, a the rate of eight eleven dollars ($811.00) per mon h. Class F. Metered commercial users, dt the rate of ee_rht eleven dollars ($811.00) per /Month plus overrun as hereinafter set forth. Class G. Commercial buildings hcyLising apartments, such apartments shall be charg as set forth in Class D above andeach commer al user therein shall be charged at the rates set orthfin Class E and F above, depending upon wheth,'r such users are metered or nonmetered.. , In the event that any of such commercial users share water facilities with another commercial users, one monthly charge shall be imposed for each such water user against the record owner of such premises. Class H. All other commercial buildings shall be charged at the rate of eiefht eleven dollars ($911.00) per month per commercial user plus overrun as herein- after defined. In the event that plumbing in such commercial building does not permit measurement of each overrun, the owner of record of such premises shall be charged for the total monthly overrun of such building. Class I. Churches and fraternal organizations six nine dollars ($69.00) per month plus overrun. OVERRUN: Overrun is defined as any and all water over and above three thousand (3,000) gallons per month. Charges for overrun are as follows: (A) The next five thousand (5,000) gallons at ninety cents ($.90) per thousand. (1,000) gallons. (B) The next ten thousand (1,000) gallons at sixty cents (;.60) per thousand (1,000) gallons. " (C) The next ten thousand (10,000) gallons at forty five cents ($.45) per thousand (1,000) gallons. i (D) At the rate of thirty cents ($.30)/for each one thousand (1,000) gallons over and abovq/ twenty eight thousand (28,000) gallons. 8-1-43A: BILLING CYCLE: The use o water for any part of a month shall be billed as a whole mont . Section 2. That Section 8-1-43B 6f the Village Code of McCall, Idaho, be, and the same is hereby amended to read as follows: 8-1-43B: PAYMENTS TO WATER CAPITAL IMPROVEMENT FUND: The sum of one four dollars twenty five cents ($+4.25) ner month of the monthly charge to each water user shall be transferred by the City Clerk into the Water Capital Improvement Fund established and created by Section 8-1-43C of the Village Code of McCall, Idaho. Section 3. That Sectio 8-1-44 of the Village Code of McCa11, Idaho, be, and the same is h reby amended to read as follows: 8-1-44: NON RESIDENT USERS: Charges for water consumed by all water users situated and located outside of the corporate limits of the City and u ing water from the City system, shall be detble the same as thrates hereinabove set forth in this Chapter.- plus the sum of fifty cents ($.50) per month to defray additional costs of maintenance and operation of those portions of the city water system lying outside the corporate limits of the city. The formula for determining whether the user is resi- dential or commercial shall be the same as that set forth in Section 8-1-43. Section 4. FECTIVE DATE. This ordinance shall be in full force and effect rom and after September 1, 1989. Passed and approved this day of August, 1989. Attest: City Clerk Mayor
