PRESENT: Chairman James West, Member Jason Cooper, Member Bill Koester, Member Ray Hart, and Deputy Clerk Heather Marley. ABSENT: Member Clint Reading. VISITORS: None. Chairman West welcomed everyone and led the Pledge of Allegiance. A roll call was taken by Deputy Clerk Marley to open the meeting. CONSENT AGENDA: Chairman West entertained a motion. Member Hart made a motion to approve the consent agenda as presented. Member Koester seconded the motion. All in favor. Motion carried. PUBLIC COMMENT: Steven Ellsworth of 253 1st Street, Idaho Falls, Idaho approached the podium and stated he was present for item B, the Preliminary Plat and request for a variance. He requested a variance to shorten the setback for property lines from ten feet to eight feet in a parcel he is developing in the Area of Impact. ITEMS OF BUSINESS: Discussion of Final Plat located in the Bonneville County Area of Impact — Wolf Creek Division No. 5; Eagle Rock Engineering; located on the South side of 49th North, between Ammon Road and 45th East: Chairman West stated that the Planning & Zoning Commission needed to look it over and let City Council know if there were any concerns. The City Council will vote on it as far as an Area of Impact and Bonneville County has the final say. Member Koester asked if the minimum lot size for Iona also pertains to the Area of Impact. Chairman West replied that the City of Iona agreed to follow the R1, R1.5, and R2 definitions already written in the County. Member Hart stated that this section of the County was already being developed before the agreement was made between the City of Iona and Bonneville County. Therefore they are grandfathered. Member Cooper stated that it looks like they held to the design standards. Chairman West stated that the roads are narrow and he would like to see the mailboxes off the road to avoid accidents. Discussion of Preliminary Plat Re-Plat located in the Bonneville County Area of Impact — Beach's Corner Division No. 1; Beach's Corner, LLC; located on the North side of 49th North, between Ammon Road and 45th East: Chairman West asked Steven Ellsworth if this was the discussion he was present for. Mr. Ellsworth pointed out that the area is in the high density corridor and they would be developing to the County Code. He wanted to get a variance for the side yards to be eight feet instead of ten feet. Chairman West recognized that Mr. Ellsworth was talking about a different property next to the one that this discussion was about. Mr. Ellsworth then realized his property was not on the Agenda and that the discussion for his property had been pulled from the Agenda by the applicant. At this point Mr. Ellsworth excused IONA PLANNING &ZONING COMMISSION MEETING—March 12, 2024 himself and left the meeting. Member Hart stated his concern for the amount of traffic on 49th North becoming a problem. Chairman West said that the County has plans to widen 49th North to a five lane road. He also stated that the intersection at Ammon and 49`h North will need to be redone before the new developments are approved. His biggest concern is the only access to the new development is on 49`h North. Chairman West suggested this not get approved until Thorn Drive is a reality and the intersection is updated. Member Hart expressed his concern that 49th North will not be able to support the traffic from the school and these new developments until it is widened. It will be unsafe for children walking to and from the school. He also stated the intersection at Ammon and 49th is already too busy and would not be able to support the added traffic from the future developments. Discussion of Proposed Amendments to Iona City Code 6-4-10: Installation of Mailboxes within Public Rights-of-Way: Chairman West explained that a new discussion of installation of mailboxes is necessary because the Postmaster of the Post Office in Iona came to the City Council Work Meeting and said some of the things we had written in our Code were contrary to what the Federal Government requires and is not allowed to be enforced. Therefore the code needs to be re-written. Member Cooper stated that the word cement needs to be changed to concrete throughout the code. Member Koester stated he would like to see a uniform standard be enforced and start on one side of the City and make sure everyone is following the code until the whole City is in compliance. Chairman West would like the cluster mailboxes to be further off the road so traffic doesn't become hazardous. The Commission all agreed that the fifty dollar fine per day was excessive but it would encourage citizens to comply quickly.
