Brewster Town Office Building 1. Present: Chairman Taylor convened the Planning Board meeting at 7:OOPM in the Brewster Town Office Building with members Henchy, McMullen, Bob Bugle, Linda Bugle and Remy present. 2. CONTINUENCE LEGAL HEARING— SPECIAL PERMIT #SP2002-19 — CORRIDOR OVERLAY PROTECTION DISTRICT BYLAW—RABIN, ROBERT &PATRICIA—Located at 2421 Main Street, on Assessors' Map 15, Lot 74 & 75 — Relocate take-out pastry & Specialty food operation to its own free standing location. Tim Brady and Mr. & Mrs. Rabin. 3. Brady submitted new plans and letter dated May 6, 2003, 4. Taylor - a traffic study was requested by this Board. 5. Brady - the applicant proposes to remove all sdwating that was proposed in the application in lieu of a traffic study. 6. Brady—the new plan shows the parking lot laid out according to the bylaw. This reduces the parking to three cars. A small buffer area would be created at the westerly side of the parking area and at the street line. Again, we believe that the existing parking is sufficient and appropriate for the intended use. 7. On a Motion by McMullen, Bugle second, "Continue to May 27`h, for further discussion, draft a favorable decision with conditions for discussion, Mr. Brady will have a list of requested waivers from the regulations." All voted in favor. 8. CONSIDERATION OF ENDORSEMENT OF AN APPROVAL NOT REQUIRED PLAN #98-017 — Newkirk/ICender — Located on Scarborough Road on Assessors Map 42 Lots 40-2 and 40-3, — land swap. 9. Motion by McMullen, Bugle second, "Approve ANR Plan for Newkirk/Kender". All voted in favor. 10. INFORMAL DISCUSSION — Perry/Merchant — Subdivision located off A.P. Newcomb Road on Assessors Map 36 lot 1. Present: Bob Perry and Jay Merchant. 11. Perry — Here is an 11-lot subdivision, but we would need waivers from the Subdivision Rules and Regulations. Would the Board consider approval of the waivers with a plan showing less density? 12. The Board did not indicate if they would or would not approve waivers of a plan showing less density. 13. JOINT HEARING —PLANNING BOARD, HISTORIC DISTRICT COMMITTEE AND BREWSTER TREE WARDEN - SCENIC ROAD ACT AND PUBLIC SHADE TREE FOR REMOVING TREES — Karlson — on Long Pond Road (Rt. 137), Assessors Map 42, Lot 2-501, remove over pruned trees in the road layout. Present: Jeff Karlson, Historic Committee; John Halverson and Russel Bassett. 14. Mr. Karlson had marked 12 trees that he would like to remove and plant Rhododendrons and other plants that are green year round. 15. After a discussion on what to remove or not remove, the Board and the committee on a Motion by McMullen, Bugle second "Continue until June 17, to see what foliage is available". All voted in favor. 16. JOINT HEARING —PLANNING BOARD, HISTORIC DISTRICT COMMITTEE AND BREWSTER TREE WARDEN - SCENIC ROAD ACT AND PUBLIC SHADE TREE FOR TRIMMING TREES — NSTAR — on 6A (Ellis Landing to Crosby Lane, Ellis Landing, Linnel Road, Crosby Lane, Millstone Road Fox Meadow Drive, Greenwood Road, Valley Road, Blueberry Pond Drive, Sandpiper Lane, Pinewood Drive and Pilgrims Way, trimming only. 17. No representative present for hearing, Motion by Bugle, McMullen second, Continue to June 17`h,". All voted in favor. 18. Informal discussion-John O'Rielly (Doeg) -Whiffle Tree Ave. Present: John O'Rielly and Robert Doeg. 19. O'Rielly- Located off Buggy Whip Road on Assessors' Map 21, Lot 82-1, Mr. Doeg is proposing a 6-lot subdivision. The unimproved part of Buggy Whip Road will be completed where it leads into the new subdivision. No waivers will be needed for this application. 20. The Board did not have any issues with the proposal. 21. Informal Discussion—Viprino —regarding lot on Tubman Road on Assessors' Map 35 Lot 36. No one sho, for this discussion. 22. Meeting Adjourned.
