HomeMy Public PortalAbout2016-06-201 REGULAR COUNCIL MEETING, JUNE 20, 2016 CALL TO ORDER The Regular Council Meeting of June 20, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Ward, and Wiseman Absent: Schreiber A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich to adopt the agenda with an amendment made to move Resolution RS2016-12 forward and taken up immediately following the associated presentation by Mr. Bill Farr under Item 7. The motion to adopt with the amendment was seconded by Councilman Prather, and approved unanimously. Mayor Tergin recognized a Boy Scout in the audience and asked him to introduce himself and his troop. The Scout indicated he was a member of Troop 11 of Simonsen and he was working on his Communications Merit Badge. MISCELLANEOUS AGENDA ITEMS (a) City Administrator Steve Crowell introduced Ms. Lindsay Sullivan, recipient of the June Outstanding Employee Award. Following Mr. Crowell’s presentation regarding Ms. Sullivan’s service to the City, Mayor Tergin presented her a City Coin and congratulated her upon this well-deserved recognition. (b) Police Chief Roger Schroeder introduced the following new hires to the Jefferson City Police Department: 1. Communications Operator Ashley Zimmer 2 REGULAR COUNCIL MEETING, JUNE 20, 2016 2. Communications Operator Jessica Bohannan 3. Veterinarian Assistant Chelsay Braun 4. Police Officer Desmond Wilson 5. Police Officer Ryan Seymour 6. Police Officer Christina Greenwalt 7. Police Officer Brent Alpers Mayor Tergin welcomed the new Police personnel and wished them well in their careers with the Jefferson City Police Department. (c) Fire Chief Matt Schofield and Division Chief Jerry Blomberg introd uced the following new hires to the Jefferson City Fire Department: 1. Sean Henning 2. Devaughn Rhodes 3. Colin Wright 4. Justin Weidinger Mayor Tergin welcomed the new Fire Fighters and wished them well in their careers with the Jefferson City Fire Department. PUBLIC HEARINGS There were no public hearings scheduled at this time. APPOINTMENTS BY THE MAYOR No appointments were brought before the Council. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mr. Bill Farr presented the 2016 Cole County / Jefferson City Hazard Mitigation Plan. Following his presentation, he answered questions asked by the Council. *Resolution RS2016-12 was then brought forward for consideration. RS2016-12 sponsored by Councilman Graham, entitled: 3 REGULAR COUNCIL MEETING, JUNE 20, 2016 A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO ADOPTING THE UPDATED COLE COUNTY/JEFFERSON CITY HAZARD MITIGATION PLAN. A motion was made by Councilman Mihalevich for adoption of Resolution RS2016-12 as presented, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Ward, and Wiseman Nay: None Mayor Tergin made a presentation regarding several scheduled “Salute to America” events which will be held in Jefferson City, be ginning on July 2 with the concert inside the walls of the historic Missouri State Penitentiary. She invited the public to attend all the free events and attractions, as well as the concert on Saturday, July 2, with country music artist Travis Tritt. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin:  Mayor Tergin announced a “Food 4 Kids” drive to provide free lunches for children 18 and under from June 27 through August 17. The free lunches can be picked up at 12:00 P.M., Monday through Friday, at the following locations: o 2nd Christian Church at the corner of Lafayette and Dunklin Streets; o the Playground at the corner of Elizabeth and Edmonds Streets (behind Jefferson City Day Care); o Westview Heights cul-de-sac at Collier Court; o Elston Acres Trailer Park on Route T.  A dedication ceremony of the historic “Foot” district was held on Friday, June 17, and a plaque was unveiled. She stated that more would be shared about the event at the July 5 City Council meeting. Staff:  Planning & Protective Services Director Janice McMillan announced open houses would be held July 14 and July 19 at which proposed changes to the City’s Food Code will be presented and discussed. Information about the process would be available on the City’s website as well. 4 REGULAR COUNCIL MEETING, JUNE 20, 2016 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student / City Council liaison Jonathan Jackson was not present at the meeting to give a report. Councilman Graham stated that two current Lincoln students had lost their lives over the past weekend as the result of a drunk driving accident in St. Louis and asked everyone to keep the Lincoln University family in their thoughts and prayers. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS No presentations were made at this time. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: June 6, 2016 A motion was made by Councilman Prather to approve the Consent Agenda as presented, seconded by Councilwoman Ward, and approved unanimously. BILLS INTRODUCED 2016-16 sponsored by Councilman Branch, entitled AN ORDINANCE AMENDING THE 2015-2016 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY RECLASSIFYING THE ELECTRICIAN POSITION TO PARKS MAINTENANCE WORKER WITHIN THE DEPARTMENT OF PARKS AND RECREATION. BILLS PENDING 2016-15 sponsored by Councilman Henry, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH LEHMAN CONSTRUCTION COMPANY, LLC, IN THE AMOUNT OF $2,110,598.74 FOR THE 5 REGULAR COUNCIL MEETING, JUNE 20, 2016 STADIUM BOULEVARD AND JEFFERSON STREET INTERSECTION IMPROVEMENTS PROJECT. Bill 2016-15 was read third time by title and placed on final passage. Following a lengthy discussion and several questions asked of staff, Bill 2016-15 was then passed by the following roll-call vote as Ordinance 15537: Aye: Branch, Costales, Graham, Henry, Hussey, Prather, and Wiseman Nay: Mihalevich and Ward INFORMAL CALENDAR There were no items on the Informal Calendar. RESOLUTIONS *RS2016-12 was taken up earlier in the meeting. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Ms. Shimin Zhuang made a presentation and stated she wished to raise awareness regarding U.S. House Res. 343 condemning organ harvesting in China. She stated the public can find more information about the issue at the website www.stoporganharvesting.org. Following her presentation, Mayor Tergin thanked her for taking the time to present her comments to the Council. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses made at this time. NEW BUSINESS There was no new business brought forward. 6 REGULAR COUNCIL MEETING, JUNE 20, 2016 UNFINISHED BUSINESS There was no unfinished business brought forward at this time. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Costales to approve the June 6, 2016, Closed Session Minutes. The motion was seconded by Council woman Ward, and approved by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Ward, and Wiseman Nay: None GO INTO CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: a. Legal Actions [Sec. 610.021.(1)] A motion was made by Councilman Costales to go into Closed Session at this time for the above-stated purpose, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote at 6:51 P.M.
