JULY 27, 1965
INITIATION:
II1. Mayor Harker called the adjourned meeting of the City Council to
order at 7 :30 P. M.
2. ROLL CALL:
PRESENT: Councilmen - Dickason, Merritt, Harker, Nunamaker, Tyrell
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Martin, Acting City Mgr. Koski
UNFINISHED BUSINESS:
3. ANNEXATION #8.
Acting City Manager Koski stated Annexation #8 is now filed with
the Local Agency Formation Commission and has been approved by
the County Boundary Commission. The hearing before LAFCO was
continued until July 28, 1965. The proponents have been discuss-
ing the annexation with the staff. He presented proposed annexa-
tions # 9 Uninhabited, and #10, #11, #12, & #13, all Inhabited,
for consideration of the Council pending consideration and dis-
position of Annexation #8. The Staff recommends that Annexation
#8 be withdrawn without prejudice, and # 9 through #13, as sub-
mitted here be filed with LAFCO.
City Attorney Martin advised #9 Uninhabited was proposed with
full consent.
Councilman Merritt moved to refer these proposals of Annexation
# 9 through #13 to the Planning Commission for their approval,
Councilman Dickason seconded, roll call vote to carry the motion
as follows:
AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None

:Mayor Harker declared a recess of the Council meeting for the
Planning Commission to consider the proposals. Council recessed
at 7:37 P. M.
7 :45 P. M. Council Reconvened.
Mayor Harker declared the Council reconvened at 7:45 P. M.
Acting City Manager Koski advised the Council the proposed annex:
tions # 9 through #13 referred to the Planning Commission for
approval had been approved through adoption of Resolutions #65-
163PC through #65 -167PC which recommend to the Council said
areas of unincorporated territory be annexed to the City of Temple
City.
Councilman Nunamaker moved to submit a letter of withdrawal on
Annexation #8 requesting withdrawal without prejudice, and to
authorize the Mayor and City Clerk to execute same on behalf of
the City Council, Councilman Merritt seconded, and the motion wys
carried by the following called vote:
AYES: Councilmen-Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
City Attorney Martin presented Resolutions #65 -505, #65 -506,
#65 -507, #65 -508, each titled A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY CONSENTING TO THE COMMENCEMENT OF PRO-
CEEDINGS FOR THE ANNEXATION 0r CERTAIN INHABITED TERRITORY DE-
SIGNATED AS TEMPLE CITY ANNEXATION #10, #11, #12, #13. Council-
man Dickason moved to adopt Resolutions #65 -505, #65 -506, #65 -507.
& #65-508, Councilman Nunamaker seconded, and the motion was
carried by the following cal; ?d vote:

Councilman Merritt moved to authorize filing of proposed Annexa-
tions #10, #11, #12, & #13, with the Local Agency Formation Com-
mission and the Los Angeles County Boundary Commission, Council-
man Dickason seconded, roll call vote to carry the motion as
follows:
AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Nunamaker moved to file proposed Annexation #9 with
the Local Agency Formation Commission and the Los Angeles County
Boundary Commission, Councilman Merritt seconded, the motion was
carried by the following roll call vote:
AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
City Attorney Martin advised that Annexation #8 has been with-
drawn without prejudice and has been replaced with proposed An-
nexations #9 through #13 which will go to LAFCO and the Boundary
Commission and will eventually come back to the Council and for
election in the areas involved.
Mayor Harker stated if there were any interested people in the
Chamber who wished to speak to come forward.
Mr. Edw. Sequeira, 9708 E. Callita, stated he was interested in
Annexation #13 and the people in that area had submitted a pro-
test petition signed by 90% of the people in the area. He asked
why they were given no consideration.
It was explained to him that by this fragmentation of the origin=
al proposal it was giving consideration to the area, and .that in
this manner by election and protest this section could decide
rather than to be voted in by one election for the whole area.
No one else came forward to speak at this time.
5. MATTERS FROM CITY OFFICIALS:
Acting City Manager Koski presented a request from the Merchants
Committee to place three kleig lights, one on the northeat cornet
of Primrose, one on the southeast corner of Temple City Blvd.,
and one in front of the old American Savings Bank, to promote
the Moonlight Sale. He recommended they be allowed to do so,
Councilman Tyrell moved to grant, Councilman Dickason seconded,
the motion was carried unanimously.
6. ADJOURNMENT: Mayor Harker request the Council to adjourn to the
North Meeting Room for a personnel meeting. Councilman Nunamaker
so moved, and the motion was unanimously carried. Council ad-
journed at 8:05 P. M.
