ORDINANCE NO. /5-51-3
AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
CHAPTER 7 (BOARDS AND COMMISSIONS), ARTICLE II, PERTAINING TO THE
ENVIRONMENTAL QUALITY COMMISSION.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 7 (Boards and Commissions) Sec. 7-4 (Council liaison), of the
Code of the City of Jefferson, Missouri, is hereby amended as follows:
Sec.7-4.Council liaison.
A. A council member shall be appointed to each board and commission as established from time to time by the
city council as a liaison. The purpose of the liaison is to provide a conduit between the committee and the
council for information and direction to be exchanged in both directions. Unless otherwise provided by
specific language of the Code, each council liaison shall be appointed by the mayor and confirmed by the
council.
B. Exceptions. No liaison shall be appointed to the following boards and commissions:
1. Police personnel board.
2. Liquor control board.
3. Any board or commission which contains a voting member of the city council in its membership
or otherwise is established with provision for council member involvement.
C. Alternate liaison to planning and zoning commission. An alternate liaison to the planning and zoning
commission shall be elected from the council members by the council to serve in the absence of the regular
council liaison.

Section 2. Chapter 7 (Boards and Commissions) Article II (Environmental Quality
Commission), of the Code of the City of Jefferson, Missouri, is hereby amended as
follows:
ARTICLE IL ENVIRONMENTAL QUALITY COMMISSION
Sec.7-11.Established.
There is hereby established an environmental quality commission.

Sec.7-12.Members.
1. Seven(7)residents of the city.
A. Composition. The commission shall consist of nine(9)voting members with education or experience
from various areas, such as education, transportation, technology, public health, faith/spiritual,
business, health care, social service, economic development, recreation and urban planning. Of the
nine (9) members, the Parks and Recreation Commission shall appoint one staff or commission
member to serve as a voting member.
B. Ex-officio.A non-voting staff member from each of the departments of Parks,Recreation &Forestry
and Planning&Protective Services shall serve as ex-officio members to promote coordination among
multiple City departments.
C. Residency. At least seven (7) members shall be residents of the City of Jefferson; a maximum of two
(2)members may reside outside the City.
D. Terms.Members shall be appointed for three(3)year staggered terms.
E. Vacancies and successors. Any vacancies shall be filled by appointment and approval in like manner
for the unexpired portion of the term.All members shall continue to serve until their successors have
been appointed and qualified.

Sec.7-13.Meetings.
The commission shall hold a regular business meeting at least once each quarter
at such time and place as shall be established by rule of the commission. The commission may hold such additional
business meetings as it shall,from time to time,deem necessary.

Sec.7-14.Officers.
The commission shall elect, at its first meeting in each fiscal year and from among
its resident members, a chairman, a vice chairman and a secretary. Such officers shall be eligible to succeed
themselves at the will of the commission. The chairman shall be eligible to vote on all matters before the
commission but shall not be eligible to make motions or second motions.

Sec. 7-17.Powers and duties generally.

The commission shall have the following powers and duties:
A. Promote initiatives that support and empower a healthy community through such programs as, but
not limited to, local fresh food programs, farmers markets, healthy eating initiatives; exercise and
fitness programs, outdoor and nature activities, sports programs, physical training and awareness
programs for all ages,Ride Your Bike to Work Day,National Walking Day and Rent a Garden. .Te
B. Collaborate and strengthen public-private partnerships with community leaders, organizations and
companies for community engagement in order to help build a community that strives for a culture

C. Partner with City's park system to achieve healthier activities,quality of life,greater wellness,and to
promote facilities that provide healthy living opportunities for people of all ages.
D. Keep Jefferson City beautiful by supporting and encouraging community sustainability such as
recycling, adopt-a-spot, adopt-a-street and/or other programs offered city wide. By-making-sample
E. Incorporate Livable Streets/Complete Streets principles into City plans standards and regulations,
and serve as the Livable Streets Advisory Board. Recommend principles and practices to be
considered in transportation projects, promoting trail and pedestrian linkage, encourage walking,
bicycling and transit use while promoting the safe use and operations for all users.
F. Promote the preservation and enhancement of green space,rain gardens,natural drainage corridors,

Sec.7-18.Annual report.
The commission shall make an annual report to the city council Parks and
Recreation Commission,giving a full account of its business and its accomplishments.

Sec.7-19.Finances.

Sec.7-20.Staff; city cooperation.
duties. The Director of Parks, Recreation and Forestry shall provide staff support to the commission, and
shall receive the cooperation of city officials and city staff, to the extent reasonably possible, in providing
assistance for the furtherance of its duties.
