City of Jefferson Code Review Steering Committee

1. Call to Order
Chair Kittrell called the meeting to order at 10:02 a.m.
2. Approval of previous meeting minutes from April 28, 2016.
A motion was made by Jim Crabtree and seconded by Dan Klindt to approve the minutes of the
April 28, 2016 meeting. Motion passed.
3. Updates from the subcommittee chairs and vice chairs
a. The Building and Energy Conservation code committee is currently going through Chapter 5.
Some possible amendments have been noted. Also, Richard Groner that was placed on the
committee passed recently. It was discussed about replacing him. It will be up to the sub-
committee to make a recommendation if they think they need a replacement.
b. The Existing Building committee is now through Chapter 7. The sub -committee is
considering recommending adopting the code & commentary version. Considerable
discussion about this was held, including making it available at the City Clerk's office and the
Public Library. City staff will talk to the City Counselor for an opinion.
c. The Mechanical, Fuel Gas, and Energy code committee had an initial meeting. Versions of
the code were made available to the committee members.
d. The Fire and Property Maintenance code review has met and is making progress with their
review.
e. The Residential and Energy Conservation code committee is now up to Chapter 5. The
review also includes seeing what Columbia is considering and what NAHB is recommending.
4. Old Business
General Contractor licensing was discussed. It appears that this may not work well in the
Jefferson City area.
5. Start review of Chapter One of the Building, Residential, and Existing building codes.
Review of the Building Code Chapter 1 was started. An important aspect pointed out was that
Section 101.2.1 states that the provisions of the code's appendices shall not apply unless
specifically adopted. The sub -committees will need to review and make recommendations on
the appendices. Review went up through Section 104 and will start next time at Section 105.

7. New Business
• Janice McMillan brought up that the City's sign code is being revised due to a Supreme
Court decision. Revisions are being prepared for review.
• Jason Turner brought up that Randy Cole who is on the Fire and Property Maintenance will
resign from that committee due to a new job. Jason will recommend a possible
replacement.
8. Next Meeting Date? ^' July 28th?
The next meeting date will be July 28, 2016.
