RESOLUTION AUTHORIZING THE POSTING OF
A POSITION ADVERTISEMENT FOR A CITY HALL
SUMMER ADMINISTRATIVE INTERN
FOR THE CITY OF RIVERDALE, IOWA
WHEREAS, Upon review and consideration by Mayor Bawden of the current workload for the
City's permanent part-time administrative staff and the City's consulting professionals, and the interest of
both the City Council and the City's professional staff in achieving Council goals while minimizing
higher-cost staff and consultant time, the Mayor proposes, with Administrator's approval, of engaging a
competent, college-level student in a relevant field to assist in the day-to-day work of carrying out the
goals and objectives of the City Council.
WHEREAS, in order to seek out and engage competent individuals to act as part-time, temporary
interns, the City Council must first approve a job description and the posting of an opening for same.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
Section 1. That the job description for Administrative Intern is to provide assistance to the City's
professional staff under the direction of the City Administrator, or, in their absence,the City Clerk, and
the position is a part-time, temporary position and an employee of the City of Riverdale.
Section 2. That the aforesaid job description is attached to and is hereafter a part of this
Resolution.
Section 3. That the City Council does approve of the aforesaid job description as provided or as
amended by the City Council.
Section 4. That the City Council does authorized the City Clerk to properly post notice of the
opening, and for the City Administrator, City Clerk and Assistant City Clerk to interview, select, and
engage a competent person for the position of Administrative Intern.
Section 5. That the term of employment for an Administrative Intern shall not exceed 21 hours
per week, nor be for a period beginning before June 1, 2019, nor extending beyond August 31, 2019.
Section 6. That the position of Administrative Intern may be revisited by the City Council as
funding is available or need is determined by the Council.

Position Description, Posting:Administrative Intern
Date: May 28, 2019

Position Duration:June 1 to August 31
Hours/FLSA Status: Up to 21 hours per week to be allocated for this temporary,part-time,
FLSA non-exempt position. Most work will be completed during normal City Hall hours of
operation(Monday—Thursday,10:00 a.m. —5:oo p.m.). in order to enhance the Intern's
experience,attendance at some Council or Committee meetings is encouraged and will be
included in the allotted weekly hours. The Intern will report to and be responsible to the
City Administrator,and in his/her absence,the City Clerk.
Salary and Benefits: The Intern will earn between$12.00 and$16.00 per hour depending
on qualifications and experience. Work hours maybe flexible based on mutual agreement
between the Intern and their supervisor. The Intern maybe afforded the opportunity of
attending relevant training and professional development seminars when available locally,
depending upon the availability of funding,at the recommendation of the City
Administrator and approval of the City Council.
Qualifications: Intern candidates must,at minimum,be in a bachelor's degree program in
Public Administration,Business Administration,Community Planning,or a closely related
field. To be considered,candidates must possess exceptional research,analytical and
communication skills;be highly motivated to learn and contribute to the goals of the City;
be able to exercise sound judgement,both working independently and as part of a team.
Additionally,candidates must have a solid working knowledge and understanding of
Microsoft Office products and other office equipment. Candidates for the position must
have the ability to interact well with their workgroup,with elected and appointed officials,
and with the general public.
Situational Description: The City of Riverdale is a small community in Scott County,Iowa,
having its eastern corporate limit on the Mississippi River,and is a part of the Iowa Quad
Cities,immediately adjacent to the City of Bettendorf. Riverdale has a listed population of
some 400 people;however,its daytime population,with students at Pleasant Valley
Schools,Scott Community College,and Arconic Manufacturing,can exceed 8,000 people.
The City of Riverdale provides local government services and supports a volunteer fire
department. There are a total of four part-time employees,all of whom are professionals
in their respective fields.The City has strong working relationships with its professional

engineering firm and its consulting attorneys,as well as both formal and informal
relationships with the neighboring local governments in the Quad City region. Current
issues involve processing a ioo acre residential development in Riverdale,ongoing
development with industrial tax increment finance industrial improvements at Arconic,a
major capital improvement program to the jointly-operated wastewater plant in
Davenport,Iowa and related sewer rates analysis and adjustment. The City Administrator
is a seasoned,masters-prepared individual with over 25 years of experienced;the City
Clerk is an experienced banking professional with similar experience. Both are semi-
retired and intentionally working part-time.
Responsibilities: The Intern will be provided with an excellent opportunity to acquire practical
experience in a variety of settings,and play a large and central role in carrying out and
improving the City's government services. The Intern's responsibilities can increase from
basic clerical duties to such things as backing up permanent City staff at facilitating
meetings,managing projects,conducting research and providing analysis. Core
responsibilities will include,but not be limited to: Assisting with providing the City Code
on the City's website,maintaining and updating the website,staff support,research and
report preparation support,daily clerical responsibilities,field analysis,support of City
staff at regional or inter-agency meetings.
