HomeMy Public PortalAboutMinutes - 12/16/2004The Wellsburg City Council met in special session December 16, 2004 at the Wellsburg Public Library with Mayor Fox presiding and all Councilmen present. Also present were Kathy Akkerman, Sharon Harms, Sheryl Harms, Pam Hook, Greg Riebkes, and Todd Rempe, Wellsburg Library Board; TJ Heronimus, City Attorney; Michael Smith and Ben Cutler Attorney’s for the Library Board; Ken Davenport representing the North East Iowa Regional Library and Cory Meints. The meeting was opened by Attorney Michael Smith with a statement that included the following information. Statement regarding the nomination process. Smith suggested a compromise nominating Lillian Eiten in place of Dick Werkman and accepting the nomination of Todd Rempe. Smith questioned the use of donated funds. The Library Board feels that the City is withholding funds donated for the Library Building Project. The Library Board should have a role in decisions regarding the Library Building project. Mayor Fox responded to the statement as follows: The Library Board re-wrote the Library Board of Trustees Ordinance. The former ordinance allowed for the appointment of nominees by the Mayor. The Mayor is willing to accept the compromise, but will need Council approval. TJ Heronimus, City Attorney, noted that the Library Board wrote the ordinance, but the council approved the ordinance by placing it on the ballot for the November 2003 election. At this time the City is not holding any funds that were donated to the Library Building project. The funds in question are held by the Ostfriesan Heritage Society. During the two year period set up by memorandum OHS is responsible for the up keep of the building. These funds are being used for this purpose. The Mayor stated that the Library Board would have a role in the decision process regarding the building project. General discussion of the need to have all three entities involved in the building project. Lindaman discussed the beginning of the OHS Building Committee. Sheryl Harms, Library Board, requested that a structural engineer look at the building to see if the building is sound. Discussion of the roof and inside lay out of the building. Nielsen stated that the design of layout and the pitched roof had never been discussed by the City Council. It was decided the first step would be to hire a structural engineer to look at the building. The engineer must be approved by both City Council and Library Board. Smith knew of an engineer from Ames and would forward the information to the City Attorney. Motion by Nielsen second by Van Heiden to approve the appointment of Todd Rempe and Lillian Eiten to the Wellsburg Library Board. All ayes, carried. Motion to adjourn James second by Lindaman.
