Mayor Michael called the meeting to order at 7:08 PM; upon roll call the following were present John Lanie, Tom Roach, Bob Sedlack, Russ Evans, absent: Mark Hammer. II. Special Requests /Presentations A. Resolution 2007 — 5 A Resolution Congratulating the DePauw University Women's Basketball Team on their National Championship 1. Coach Kris Huffman present to accept this Congratulatory Resolution read by Councilor Bob Sedlack. Motion by Bob Sedlack, second by Russ Evans to approve Resolution 2007 -5, unanimous approval. B. Noise Ordinance Waiver Request ® 1. DePauw Union Board Student Organization a. Spring Concert — East College Lawn — Fernie Rodriguez i. April 21, 2007-7:00 PM to 11:00 PM a. Motion by John Lanie, second by Russ Evans to approve as requested, unanimous approval. 2. Putnam County Relay for Life — Bryce Lynn a. Relay for Life — Blackstock Stadium i. April 28, 2007 — 12:00 PM through April 29, 2007 — 12:00 PM a. Motion by Tom Roach to approve as presented, second by John Lanie, unanimous approval. 3. Phi Gamma Delta Fraternity — Mark Holwager a. Island Cookout and Dance Party i. May 5, 2007 - 9:00 PM — 2:00 AM a. Motion by Russ Evans to approve with change to 1:30 AM as ending time, second by Bob Sedlack, unanimous approval. C. Street Closure Request 1. Veteran's Memorial Highway — Paul Wilson a. Veteran's Memorial Event i. May 5, 2007 — 9:50 AM to 11:30 AM a. Motion by Tom Roach, second by Bob Sedlack to • approve as requested, unanimous approval. 2. Main Street Greencastle — Julie Martin a. Fair on the Square i. May 17, 2007 — 5:00 PM to May 20, 2007 — 6:00 PM Page 1 of V. Approval of City Claims A. Motion by John Lanie to approve claims as presented, second by Russ Evans, unanimous approval. VI. Old Business A. Ordinance 2007 -2 — An Ordinance Amending the Greencastle Planning and Zoning Ordinance by Amending the Zoning Map, Second Reading 1. Motion by Russ Evans to approve, second by Bob Sedlack, unanimous approval. B. Ordinance 2007 -3 — Ordinance Prohibiting Smoking in Public Places and Places of Employment, First Reading 1. Tabled. VII. New Business A. Ordinance 2007 -4 — An Ordinance Amending Section 8 -76(a) of the Greencastle City Code, First Reading 1. Discussion regarding delivery trucks and size that could be making deliveries to local businesses on this street. Motion by Bob Sedlack to approve with understanding that Attorney will bring back amendment regading delivery limits, second by Russ Evans, unanimous approval. VIII. Department Reports A. Cemetery — Ernie Phillips • 1. Present B. City Engineer — C. Fire Department — Bill Newgent 1. Present; opened bids on aerial truck, received only one bid and will be coming to Council for direction on this item. D. Park and Recreation — Rod Weinschenk 1. Present; QEPI did digs on trail and will be receiving report soon. Easter egg hunt was a success; 10,000 eggs stuffed and hidden. Councilor Sedlack congratulated Rod and his staff on a well organized event. E. Planner — Shannon Norman 1. Present; Russ Evans asked regarding 310 Ohio Street. F. Police Department — Tom Sutherlin 1. Absent G. Street Department — Paul Wilson 1. Present; will be receiving reimbursement from FEMA on snow emergency 75% of $13,000 cost to city also receiving payments from individual who damaged city fence, $5600. Russ Evans complimented Paul Wilson and his department on the prompt response regarding a recent issue he inquired about. Councilor Bob Sedlack asked regarding an issue behind Joe Liechty's property with water bubbling up in yard. Paul Wilson shared he and his crew believe they have fixed this problem. H.
