Approval of Agenda: Bill Case moved the agenda be approved as printed. Doug Record seconded the motion. Motion carried. Review of Demolition Ordinance Jayme Abbott introduced Mary Sayer, Historic Preservation Outreach and Education Coordinator, Missouri State Parks. Mary indicated that she did not have prepared remarks but was interested and could be called upon as a resource during the meeting. The Commissioners discussed the overall concepts of the two new proposals, one from Janice McMillan and the other from Drew Hilpert. Laura Ward expressed her concern that the Commissioners needed to address the concerns brought to the Commission by staff initially, those being the cost and the appeal process. A discussion ensued regarding the following: 1. Should the boundaries of the Commissions review be limited? 2. Should there be a two tiered system – one for structures inside the city core and another for those outside? 3. Should the Commission apply for funds from a grant to help write the ordinance and to address some of the technical issues? 4. Where did the new definitions and criteria established in the McMillan version related to “significant” structures come from? 5. Should the Commissioners go back to the version passed originally and look at that version to address the concerns of staff (cost and appeal) to the extent possible and then move on to pass it again? 6. Some things are missing from the version passed by the Commission that should be addressed such as defensibility. 7. Mary Sayers offered that there are resources available through her office such as templates, best practices and example ordinances, including demolition by neglect language. 8. Cathy Bordner expressed her concern that the Commission needs to keep in mind the concerns of preservationists. That they need a voice. 9. Commissioners agreed that we need something more than what is in the current ordinance. 10. Next step for any ordinance passed by the HPC is the Public Works Committee. Art Hernandez moved that the HPC establish a sub-committee to review the proposed ordinance that had been passed by the Commission. The sub-committee is to address any recommendations and changes that have been expressed and to include information from SHPO and other sources as appropriate. The goal for completion is no later than October, 2016. Terri Rademan seconded the motion. Motion carried. A sub-committee of volunteer Commissioners was appointed. The sub-committee members are: Terri Rademan, Sarah Hoeller, Mary Schantz and Doug Record. Jayme Abbott will send the final version of the ordinance, passed by the HPC, to the sub- committee and Laura Ward. The sub-committee will establish a process for their work. Dates to Remember: a.
