HomeMy Public PortalAboutResolution 2018-30, Authorizing Aproval Traffic Control Device At US Highway 67 And Arconic Entrance And Madison Drive (Woods Estates Subdivision) Subject Final Approval IDOT NO ACTION TAKEN, NOT ON AGENDA 9-11-2018 0 A c.1-ION i A KEl!l RESOLUTION NO. 2018-30 - RESOLUTION AUTHORIZING APPROVAL OF A TRAFFIC CONTROL DEVICE(TRAFFIC LIGHT) AT US HIGHWAY 67 (STATE STREET)AND ALCOA/ARCONIC ENTRANCE AND MADISON DRIVE (WOODS ESTATES SUBDIVISION) SUBJECT TO FINAL APPROVAL BY THE IOWA DEPARTMENT OF TRANSPORTATION WHEREAS,the Developer of the Woods Estates Subdivision("Developer"),through application made by his engineer, has requested approval from the Iowa Department of Transportation("Iowa DOT") of a new traffic control device(traffic light)to control the new traffic from and to the Woods Estates Subdivision in Riverdale onto US Highway 67(State Street) ; and, WHEREAS,the Developer's engineer Shive Hattery has submitted plans and specifications to the Iowa DOT for their review and approval as of August 21, 2018,and are awaiting their comments and recommendations; and, WHEREAS,the Iowa DOT approval of the aforesaid traffic control device are co-contingent upon the approval of the City of Riverdale; and, WHEREAS, a preliminary plan has been submitted to the City and to Iowa DOT by the Developer's engineer,dated 08/30/2018, a relevant portion of which is attached hereto; and, WHEREAS, upon review and recommendation by the City Engineer,and after due consideration, the City Council approves the traffic control device for the intersection of US Highway 67 and the Arconic/Madison Drive intersection. NOW THEREFORE,BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: That the City Council does authorize the Mayor to sign approval for the authority for the Developer to construct a traffic control device at the intersection of US Highway 67(State Street)and the Arconic/Madison Drive intersection, subject to final approval by the Iowa Department of Transportation. Applicant City Of Riverdale Name of Governmental Authority Approval is requested for authority to install and maintain a traffic control device at the following location: US Highway 67(State Street)and Alcoa Entrance/Madison Drive. THE APPLICANT UNDERSTANDS THAT THE TRAFFIC CONTROL DEVICE MUST COMPLY WITH THE REQUIREMENTS OF THE CURRENT MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES, IOWA DEPARTMENT OF TRANSPORTATION. THE APPLICANT ASSUMES RESPONSIBILY FOR THE OPERATION OF THE TRAFFIC CONTROL DEVICE. THE APPLICANT ALSO ASSUMES ALL COSTS FOR ELECTRICITY, MAINTENANCE, AND REPLACEMENT FOR THE ABOVE TRAFFIC CONTROL DEVICE. OPERATION The traffic control shall function as follows: The major movement(Hwy 67)will have leading protected left turn phase. The minor movements will run in a split phase,because the East leg(Alcoa Entrance)has dual left turns to accomidate the high volume of traffic at shift change. the West leg(Madison Dr)has a single lane for all movements. AUTHORIZATION Approval is granted, subject to the conditions and restrictions set forth herein, for the installation of a traffic control device at the location described above. CONDITION AND/OR RESTRICTIONS THE IOWA DEPARTMENT OF TRANSPORTATION RESERVES THE RIGHT TO: (1) Require the removal of such traffic control device upon thirty days'written notice. Either lack of supervision, inadequate enforcement, unapproved operation, or intolerable congestion shall be considered sufficient reason to require removal. (2) Revoke and annul the issued permit if the installation is not in operation within eighteen (18) months after date of approval.
