A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
SUPPORTING AB 78 (O'DONNELL), EXPANDING THE TERRITORY OF THE SAN
GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY
TO INCLUDE THE DOMINGUEZ CHANNEL WATERSHED AND SANTA CATALINA
ISLAND
WHEREAS, any official position of the City of Carson with respect to legislation, rules,
regulations or policies proposed to or pending before a local, state, or federal government body or
agency must have first been adopted in the form of a Resolution by the City Council; and
WHEREAS, existing law established the San Gabriel and Lower Los Angeles Rivers and Mountains
Conservancy (Conservancy), a State agency, to acquire and manage public lands to provide open space,
low-impact recreational and education uses, water conservation, watershed improvement, wildlife and
habitat restoration and protection, and watershed improvement within the territory; and
WHEREAS, the Conservancy provides local assistance and support to local governments and
non-profit organizations for eligible projects related to public recreation and access, land acquisition,
trail development, and river parkway and watershed improvements; and
WHEREAS, the areas within the Dominguez Channel Watershed and Santa Catalina Island are
presently outside the boundaries of the Conservancy but lie adjacent and share similar natural resources
and socioeconomical environments, needs for open space, habitat protection, and light recreation
opportunities, particularly those in densely urbanized and commercialized neighborhoods, similar to the
inventory of cities and communities within the Conservancy's current boundaries; and
WHEREAS, the areas within the Dominguez Channel Watershed and Santa Catalina Island
currently do not lie within the boundaries of a State conservancy and subsequently excluded from
certain State-wide funding opportunities; and
WHEREAS, to address this matter, the State Legislature introduced AB 78 (O'Donnell), San
Gabriel and Lower Los Angeles Rivers and Mountains Conservancy: territory: Dominguez Channel
watershed and Santa Catalina Island, which would provide a greater description of the breadth of the
Conservancy's territory and to expand the current Conservancy's boundaries to include the Dominguez
Channel watershed and Santa Catalina Island; and
WHEREAS, the expansion of the Conservancy's boundaries would expand funding opportunities
to protect, enhance, and preserve the natural, historical, cultural, and educational resources of the
Dominguez Channel Watershed and Santa Catalina Island; and
WHEREAS, the expansion of the Conservancy's boundaries would allow the Conservancy to
maximize the distribution of grant funds to multiple recipients throughout the watersheds of Lower Los

Angeles River, San Gabriel River, and the Dominguez Channel as well as Santa Catalina Island,
particularly park -poor and disadvantaged communities, and non-governmental agencies that were not
previously privy to Conservancy resources;
NOW, THEREFORE, BE IT RESOLVED that by the adoption of this Resolution, the City of Carson
hereby SUPPORTS AB 78 (O'Donnell), San Gabriel and Lower Los Angeles Rivers and Mountains
Conservancy: territory: Dominguez Channel watershed and Santa Catalina Island.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carson, California, at a
regular meeting held on the 2nd day of February, 2021.
