A RESOLUTION AUTHORIZING MSA PROFESSIONAL SERVICES
TO SOLICIT QUOTES FOR RE-ROOFING OF
THE CITY HALL/ FIRE STATION BUILDING
FOR THE CITY OF RIVERDALE, IOWA
WHEREAS, the City Council of the City of Riverdale, Iowa("City")did request its personnel
and City Engineer MSA Professional Services ("MSA")to assess the condition of the roof of the City
Hall/Fire Station building to determine if there was sufficient wear to justify replacement of the shingles
and related materials, or if there had been hail damage of a nature that merited a claim; and,
WHEREAS, professional roofing contractor determined that there was no hail damage and that
the wear to the original shingles was as expected for the nearly thirty year old building, and that the roof
is at the practical end of its services life; and
WHEREAS, as the estimates for replacement were within a range of cost sufficient to merit a
standard bid process for public improvements, the City's administrative staff recommend that MSA
conduct a bid process per the Iowa Code so as to clearly identify the scope of work and expectations and
provide full public notice of the project to competent contractors, the City Council, upon due
consideration, does authorize MSA to advertise specifications and set a date for a public bid opening, and
prepare a recommendation to the City Council for awarding the roof replacement.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
Section 1. That MSA Professional Services, Inc. has provided a scope of work and advertisement
for bids entitled"Roof Replacement Advertisement"dated April 29, 2019 for the work, which document
is attached to and hereafter made a part of this Resolution.
Section 2. That following its consideration of the proposal,the City Council authorizes MSA and its
City Clerk to post notice of the request for bids for roof replacement and to proceed with the process.

Subject: Roof Replacement Advertisement

The City of Riverdale, IA is seeking lump sum bids from qualified contractors for the replacement of the
roofing system on City Hall, located at 110 Manor Drive, Riverdale, IA.
The Qualified Contractor shall be able to demonstrate they have been in the roofing business at least 20
years and will be able to provide references upon request. Contractors who demonstrate they are
members of the National Roofing Contractors Association shall have $2,000 deducted from their lump
sum bid as part of the bid evaluation process. Please note the Contractor should submit their bid with
no credits or allowances included and allow the Owner to evaluate the bids as stated.
The City has not completed an investigation of the status of the existing roof deck. Therefore, with the
lump sum bid, the Contractor shall submit a unit cost bid to replace rotted or damaged roof sheeting on
a per sheet basis (4' x 8'). The roof sheeting to be used shall be plywood treated with a nonoil
preservative pressure treatment. The unit cost shall include removal and disposal of the existing sheet
and installation of the new sheet. Prior to replacement of any plywood, the roofing contractor shall
demonstrate to the City Street Superintendent the extent of rot or damage in any sheet of plywood.
The Owner has not evaluated the existing gutter and downspout system. The Contractor shall provide a
unit cost (per foot) price for 6" gutter conforming the existing colors. The Contractor shall provide a
unit cost (per foot) price for 3" x 4" downspouts conforming to the existing color. The replacement of
any gutters or downspouts requires authorization of the City Administrator, and, depending upon the
cost, may require City Council approval. The Contractor shall make the effort to reuse the existing gutter
and downspouts.
The lump sum cost shall include the removal of existing shingles, ridge vent, and underlayment (tear off)
and disposal in a legal manner. The Contractor shall police the grounds after stripping has been
completed to pick up and remove all nails, shingle fragments, and flashing that may have gone astray
during the removal process.

The new underlayment shall be a woven polypropylene fabric with UV and water resistive coating
conforming to ASTM D6757.
An ice dam protection membrane with a minimum width of 36 inches shall be installed. An aluminum
drip edge shall be installed around the perimeter of the roof. The old valley material shall be removed
and new valleys installed. The new valley material shall be a layer of an ice dam protection membrane
with a pre-bent aluminum valley lining. The valleys of the new roof shall be constructed as closed valleys.
The Contractor may use new aluminum boots or new aluminum flashing for vent pipes. All new chimney
counter flashing shall be constructed in accordance to National Roofing Contractors Association
standards.
A new ridge vent shall be installed.
New shingles shall be asphalt shingles with a minimum 20-year warranty. The Contractor shall provide
a ten-year warranty on all workmanship.
The selected contractor shall provide samples of all new materials.
Contractors are invited to review the existing roof during normal business hour, Tuesday through
Thursday, from 10:00 AM until 5:00 PM. Sealed bids shall be submitted to City hall by 3:00 PM on
Tuesday, July 2, 2019. All sealed bids shall be open and publicly read at that time.
The Owner reserves the right to waive requirements and bid formality. The Owner reserves the right to
reject any and all bids.
