Code review progress updates from the subcommittee chairs and vice chairs 4. Old Business—review list of proposed amendments to code 5. Continue review of Chapter One of the Building Code starting at Section 107 6. New Business 7. Public Comments 8. Next meeting date? — September 22nd? 9. MINUTES City of Jefferson Code Review Steering Committee July 28, 2016 COMMITTEE MEMBERS PRESENT: COMMITTEE MEMBERS ABSENT: Kyle Kittrell,Chair none Randy Allen,Vice Chair Paulette Kreter Dan Klindt Jim Crabtree Jim Wisch Larry Kolb Larry Brandhorst Jim Dove EX-OFFICIO MEMEBERS PRESENT: Public Present: Matt Schofield,City of Jefferson none Larry Burkhardt,City of Jefferson 1. Call to Order Chair Kittrell called the meeting to order at 10:02 a.m. 2. Approval of previous meeting minutes from June 23,2016. A motion was made by Dan Klindt and seconded by Jim Wisch to approve the minutes of the meeting held June 23,2016. The motion passed unanimously. 3. Updates from the subcommittee chairs and vice chairs a. The Building and Energy Conservation code committee did not have a quorum for the last two scheduled meetings. Larry Brandhorst noted that a few different members showed up to the different times and did go over the code sections. Hopefully,the committee will be able to approve the sections quickly at the next meeting. b. The Existing Building committee is now up to Chapter 10 and is making progress. The appendixes though are substantial. It was noted that the committee is recommending that all references to the IECC be deleted. Considerable discussion was held on this topic and possibly"best practices" can somehow be established. c. The Mechanical, Fuel Gas,and Energy code committee is making substantial progress. The committee is through the Mechanical code and will be reviewing the Fuel Gas Code next. d. The Fire and Property Maintenance code review did not have a quorum for its last scheduled meeting. Operational permits were discussed. e. The Residential and Energy Conservation code committee is now up to Chapter 7. The committee is exploring standard concrete details for retaining walls and decks. 4. Old Business None was discussed. 5. Continue review of Chapter One of the Building Code starting at Section 105 Section 105 contains work that is exempt from permit. The section will be revisited after the rest of the code is reviewed. This will help determine how much regulation the community will desire. It also brought up the question if work is exempt,does it still need to comply with code requirements. Section 106 and 107 was reviewed,with Section 106 recommended to be deleted. This will be added to the minutes as an attached list. A draft version of the information desired to be posted was handed out. It was also mentioned that the City is posting agendas and minutes already on its web site. 8. Next Meeting Date? "'August 25th? The next meeting date will be at 10 am on August 25,2016. 9.
