GRANT AGREEMENT BETWEEN THE BOROUGH OF CARTERET
AND THE STATE OF NEW JERSEY BY AND FOR THE
DEPARTMENT OF ENVIRONMENTAL PROTECTION
GRANT IDENTIFIER: WQ04-310)
WHEREAS, the Governing Body of the Borough of Carteret desires to further the public
interest by obtaining a grant from the State of New Jersey in the amount of approximately
$14,110.00 to fund the following project described in attachment "A"; and
THEREFORE, the Governing Body resolves that Mayor Daniel J. Reiman or the
successor to the office of Mayor of the Borough of Carteret is authorized (a) to make
application for such a grant, (b) if awarded, to execute a grant agreement with the State
for a grant in an amount not less than $14, i 10.00, and (c) to execute [ ] any amendments
thereto [ ] any amendments thereto which do not increase the Grantee's obligations.
BE IT FURTHER RESOLVED, that the Mayor and Council of the Borough of Carteret
authorizes and hereby agrees to match twenty-fiver per cent (25%) of the Total Project
Amount, in compliance with the match requirements of the agreement. The availability
of the match for such purposes, whether cash, services, or property, is hereby certified.
Twenty-five percent (25%) of the match will be made up of in-kind services (if allowed
by grant program requirements and the agreement).

SCOPE OF SERVICES
The Scope of Services for this agreement comprises the GranTee's proposal, and any modifications, amendments and additions
thereto, which is incorporated as part of this Attachment A.
1. Prepare and implem~t a written Stormwater Pollution Prevention Plan that describes the
municipality's stormwater program and serves as the mechanism for the implementation of
stateside basic requirements (withh~ 12 months from effective date of permit authorization).
2. Adopt and reexamine a municipal stormwater management plan (or adopt amendments to an
existing stormwater management plan) in accordance with N~I~k.C. 7:8-4.~ (within 12 months
from ~ffective date of permit authori~ation).
3. Adopt a municipal stormwatec control ordinance(s) in accordance with N..I_4,.C. 7:8 (within 12
months from the adoption of, or adoption of amendments to, a municipal stormwater management
plan).
4. Adopt a Pet Waste Ordinance (within 18 months from effective date of permit authorization).
5. Adopt a ]Litter Ordinance (within 18 months from effective date of permit authorization).
6. Adopt a Yard W~te Ordi~ce (within 18 months from effective date of permit authorization).
7. Adopt an Improper Waste Ordinanec (within 18 months fi.om effective date of permit
authorization).
8. Adopt a Wildlife Feeding Ordinance (within 18 months from effective date of permit
authorization).
9. Adopt an ordinance prohibiting illicit connections to the MS4 (within 18 months from effective
date of permit authorizatiOn).
