CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
AUGUST 3, 1965
INITIATION:
1. Mayor Harker called the regular meeting of the City Council to
order at 7:30 P. M. Invocation was given by Rev. R. E. Schulz
2. of the Lutheran Church, 9123 Broadway, Temple City. Mayor Harker
3. then led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker
ABSENT: Councilmen -None
ALSO PRESENT: Acting City Manager Koski, and Michael B. Montgome:
for City Attorney Charles R. Martin
5. APPROVAL OF MINUTES:
a. Minutes of July 19, 1965. Councilman Dickason moved to ap-
prove the minutes of the meeting of July 19, 1965, as mailed,
Councilman Nunamaker seconded, and the motion carried unani-
mously.
b. Minutes of Regular Meeting of July 20, 1965. Acting City
Manager referred to item 11, page 2, line 6, the first word
should be "can" instead of "must ". Also item 22 to delete the
rest of the paragraph following "Meeting adjourned at 9:05."
Councilman Nunamaker moved to approve the minutes of July 20,
1965, as amended, Councilman Dickason seconded, motion was
unanimously carried.
c. Minutes of Adjourned Meeting of July 27, 1965. Councilman
Nunamaker moved to approve as mailed, Councilman Dickason se-
conded,, and the motion carried unanimously.
UNFINISHED BUSINESS:
6. RESOLUTION NO. 65 -509: Granting Variance, Harry J. Schiebel,
10317 olive St., Zone Variance Case #65 -150
Acting City Attorney Montgomery read title to Resolution No. 65-
509 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
GRANTING A VARIANCE IN RE APPLICATION NO. 65 -150. Councilman
Nunamakerrmoved to waive further reading and adopt Resolution
No. 65 -509, Councilman Dickason seconded, roll call vote to
carry as follows:

NOES: Councilmen -None

7, APPOINTMENT OF PARKS & RECREATION COMMISSIONER:
Councilman Tyrell moved to appoint Maurice N. Cornelisonaas
a Parks &Recreation Commissioner, Councilman Nunamaker seconded
the motion was carried by the following called vote:

NOES: Councilmen -None

8. ORDINANCE N0. 65 -173: 1st reading. Authorizing contract with
SERB.
Acting City Manager Koski read title to Ordinance No. 65 -173 AN

IZING A CONTRACT BETWEEN YhE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA STATE EM-
PLOYEES RETIREMENT SYSTEM. Councilman Tyrell moved to waive fur-
ther reading of Ordinance No, 65 -173, Councilman Nunamaker se-
conded, the -notion wr_as carried by the following roll call vote:

As this was the first reading cf the ordinance no further action
was taken.

NEW BUSINESS
9. APPROVAL OF WORK AND RELEASE OF FAITHFUL PERFORMANCE BOND, SURVEY
MONUMENTS, TRACT #29492, J. B. Weber Dev. Co., Blackley St.
Acting City Manager Koski presented a letter from the City Engin-
eer recommending acceptance of the above work and release of
faithful performance bond #C7050819, Fireman ins. Fund, in the
amount of $850. Councilman Tyrell moved in accordance with the
recommendations of the City Engineer, Councilman iickason second-
ed and the motion was carried by the following called vote:
AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
10. ORDINANCE NO. 65 -170: 1st reading. Amending Building, Electrical,
& Plumbing Codes to coincide with County Ordinance
Acting City Manager Koski read title to Ordinance No. 65 -170 AN
ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 8100, 8200,
AND 8300 OF THE TEMPLE CITY CODE RELATING TO THE ADOPTION OF THE
1965 EDITION OF THE LOS ANGELES COUNTY BUILDING LAWS, ELECTRICAL
LAWS, & PLUMBING LAWS, BY REFERENCE
Councilman Tyrell moved to waive further reading of Ordinance No
65 -170, Councilman Nunamaker seconded, carried by the following
called vote:
AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Tyrell moved to set a public hearing on this for 7:30
P. M. on August 17, 1965, Councilman Nunamaker seconded, and the
motion was carried unanimously.
The Council requested a report from the City Attorney regarding
the necessity of a public hearing in this case.
11. ORDINANCE NO. 65 -171: 1st reading. Amending Sanitary Sewer and
Industrial '±aste Ordinance to conform with County Ordinance.

OF TEMPLE CITY. Councilman Tyrell moved to waive further reading
of Ordinance No. 65 -171, and to set a public hearing on this For
August 17, 1965, at 7:30 P. M., Councilman Nunamaker seconded,
and the motion was carried by the following roll call vote:
AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
12, PARKS & RECREATION COMMISSION RECOMMENDATIONS:
a. Recommend Pop Warner Assn. of Temple City be allowed to use
Live Oak Park on Sunday afternoons for their scheduled games.
Following discussion and being informed these games would start
at once and end in November, and liability insurance coverage has
been taken out, Councilman Tyrell moved to grant subject to the
City being named as co- insured, Councilman Merritt seconded, and
the motion was carried unanimously.
b. Recommend co- sponsorship of Indoor Sports Club. Councilman
Oickason•so moved, Councilman Nunamaker seconded, and the motion
carried unanimously.
c. Recommend remodeling of Live Oak Park Bldg. and plans and
speciFications be prepared. Acting City Manager Koski recommended
the staff make a more detailed report concerning procedures to
follow preceding hiring of an architect. Councilman Tyrell moved
this item go to the staff for further discussions and recommenda-
tions, Councilman Nunamaker seconded, and the motion was unanimous-
ly carried.
At this time Mr. Maurice Cornelison came Forward and was sworn
into office by Acting City ilana er Koski as a Parks & Recreation
Commissioner, following which he was congratulated and welcomed
to the City family by the Councilmen.
13. RESOLUTION N0 65-510: appointment of Administrative Interne.
Acting City Manager Koski read title to Resolution No. 65 -510
A RESOLUTION OF THE CITY COUNC 4 L OF THE CITY OF TEMPLE CITY AP-
POINTING AN ADMINISTRATIVE INTERNE. Councilman Merritt moved to

adopt Resolution No. 65 -510, Councilman Dickason seconded, roll
call vote to carry as follows:

14. RESOLUTION NO. 65-511: l,darrants & Demands
Councilman Dickason moved to adopt Resolution No. 65 -511, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOi','-
ING CLAIMS & DEMANDS IN THE SUM OF $42,557.57 DEMAND NOS. 6846
THROUGH 6932. Councilman Dickason moved to adopt Resolution No.
65 -511, Councilman Tyrell seconded, roll call vote to carry as
fol lows:
AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
15. SET PUBLIC HEARING: ASSESSMENT, CURB & GUTTER, #10102 La Rosa Dr.
in the sum of $80,
Acting City Manager Koski requested the Council set the above
assessment for public hearing. Councilman Tyrell moved to set a
public hearing for August 17, at 7:30 P. M., Councilman Merritt
seconded, and the motion carried unanimously.
16. APPEAL ON DENIAL OF OVER -NIGHT PARKING PERMIT BY TRAFFIC COMMIS-
SION: Mr. & Mrs. R. H. Bertsch, 5621 Robinhood.
Traffic Engineer Envall presented the case of the Bertschs' ad-
vising the Traffic Commission recommended a driveway be put in
from the street on the front of lot for the parking of the car.
All of the garages in the area are reached through the alley and
none of them have broken curbs for driveway entrances. There is
no further available space From the alley for the parking of this
vehicle. Following discussion and study of illustrations of
existing conditions Councilman Tyrell moved to grant the appeal
and grant a permit to park a motor vehicle on the street with
the exception that it be removed during the hours the street
sweeping equipment goes through, the permit to be for period
ending Dec. 31, 1965, Councilman Dickason seconded and the
motion was carried by the following roll call vote:
AYES: Councilmen- Dickason, Tyrell, Harker
NOES: Councilmen - Merritt, Nunamaker
ABSENT: Councilmen -None
17. COMMUNICATIONS:
a. California Council for Blind: request charitable solicitati-
on permit for Sept. 1 through Nov. 30. City Manager Koski advise
this request is for telephonic solicitation for purchase of tick-
ets to a variety show for the benefit of the Calif. Council For
the blind. Following discussion regarding benefit to the area
of the City Councilman Tyrell moved to deny, Councilman Nunamak-
er seconded, and the motion carried unanimously. It was suggest-
ed that in writing them that we suggest they contact the United
'?!ay. 'Viso it was noted the local Lions Club sponsors the White
Cane drive For the blind.
b., Proposed Annexation 1965 -4, City of San Gabriel, from the
Los Angeles County Boundary Commission. Councilman Tyrell moved
to receive and file, Councilman Dickason seconded, the motion was
unanimously carried.
1 8 . TIME FOR THOSE I N THE AUDIENCE '4H0 ':d I SH TO SPEAK:
Claudia Elfredink, 9115 Rancho Real, asked concerning City parti-
cipation and support of the proposed Community Building. She
was informed the corporation conducting the carnival and circus
at the High School was the same one that promoted the Temple City
Swimming Pool and which had been'organized for many years, and
also of the city's interest in this promotion.
Miss Elfredink also asked about the problem in the library park-
ing lot or rowdyism. She was advised that was one reason for
the improvements made in Temple City Park, and also of addition-
al surveillance by the sheriff's dept. Also if a problem occurs
to notify someone in the library cr call the sheriff's dept.

19. MATTERS FROM CITY OFFICIALS:
a. Acting City Manager Koski read title to Resolution Noe 65-
512 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ESTABLISHING A STOP SIGN AND A NO PARKING" ZONE ON THE SOUTH
SIDE OF '.00DRUFF AVENUE '!EST OF ALLEY BET :!EEN TEMPLE CITY BLVD.
AND PRIMROSE AVE. He advised this resolution followed approval
of a recommendation of the Traffic Commission previously approv-
ed by the City Council. Councilman Nunamaker moved to adopt
Resolution No. 65 -512, Councilman Tyrell seconded, carried by
the following called vote:
AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker
NOES: Councilmen -None
ABSENT: Councilmen -None
b. /acting City Manager Koski presented a letter from Supervisor
Bonelli advising the County will participate with the City in
acquiring the right of way on Broadway and the bridge abutment,
the County to provide $75,000. and the City $25,000. and he in-
dicated it was possible to initiate this program this fiscal
period subject to the City's interests. Mr. Koski advised there
had been $5000. appropriated in the budget for preliminary de-
sign. Following discussion the Council felt this should be
pursued as soon as possible in favor of other proposed projects
in view of the County's stated participation. The Acting City
Manager will prepare a report for the next meeting of the Coun-
cil.
c. The ActinipCity Manager presented the report from the RecreE
tion Director concerning "TEEN TIPS" program. There followed
a lengthy discussion regarding this program. Councilman Tyrell
felt the Council should eventually sit down with the Recreation
Director and analyze some of the programs and see how much
participants are getting out of them.
20. ADJOURNMENT: Councilman Dickason moved to adjourn to the next
regular meeting to be held in the Council Chambers of the City
Hall, August 17, 1965, at 7 :30 P. M., located at 5938 Kauffman
Ave., Temple City.
