He noted that in order to mitigate the transmission of the virus, the Board is complying with the Executive Order that suspends the requirement of the Open Meeting Law to have all meetings in a publicly accessible physical location. He noted that the Executive Order allows public bodies to meet entirely remotely as long as the public body makes provisions through adequate, alternative means to ensure that interested members of the public are provided reasonable access to the deliberations of the meeting. He noted that for this meeting the Commission is convening by video conference via Zoom App as posted on the Town’s web meeting calendar and the Commission’s agenda identifying how the public may join. He noted that the meeting may also be broadcast by HCAM TV. He noted that the meeting is being recorded and attendees are participating by video conference. • A Roll Call was held for members: Ms. Recos – present, Mr. Ciriello – not present, Mr. Barker-Hook – present, Mr. Harrow – present, Ms. LeBlanc – not present, Ms. Reed – present, Mr. Barnes – present • A Roll Call was held for staff: Ms. Rogers – present, Mr. Varrell – present, Ms. Ciaramicoli – present, Mr. Orzel – present • Draft Minutes for review. Mr. Barker-Hook made a motion to approve the September 28, 2021 and November 16, 2021 meeting minutes. The motion was seconded by Ed Harrow and a unanimous roll call vote was held. • 188-1642, 18 Hearthstone Rd, Murray – Certificate of Compliance. Ms. Ciaramicoli gave the Commission an overview of the updated Certificate of Compliance request. She stated the work was a lawn expansion that went further into the buffer zone than approved. She stated the Commission reviewed the request in April 2021 and requested that 15 feet of the existing lawn area be re-vegetated. She stated the homeowner moved forward with 14 native plantings along the fence line as mitigation. Mr. Barker-Hook stated he doesn’t feel this fulfilled what the Commission requested and he is not in favor of approving a Certificate of Compliance. Mr. Harrow suggested a brick or stone barrier at the edge of lawn, demarcating the re-vegetated area Hopkinton Conservation Commission November 30, 2021 Page 2 of 3 from the lawn. The Commission noted they would like to see an area approximately 15 feet deep as previously requested with natural wood chips or mulch and more plantings with a stone/brick barrier. Ms. Reed requested the applicant be requested to come before the Commission for some further education regarding the wetland resource and buffer areas. Mr. Barnes requested that Ms. Ciaramicoli reach out to the applicant and provide a summary of the discussion tonight and what the Commission is requesting. • 188-1704, 6 Leon’s Way, 20th Century Homes – Certificate of Compliance. The Commission reviewed the Lucas Environmental memo dated November 29, 2021. Ms. Ciaramicoli noted minor deviations to the site from the approved plan, mostly outside the Commission’s jurisdiction. In response to the Lucas Environmental comment regarding the removal of the woody debris on site, Mr. Craig Nation, applicant, stated he removed as much as possible, but felt further removal would be more harmful to the resource area. Ms. Ciaramicoli stated the permanent immovable barrier was installed as a rip-rap slope instead of boulders. Mr. Barker- Hook made a motion to approve the Certificate of Compliance. The motion was seconded by Ms. Recos and with a unanimous roll call vote. • Turtle Crossing Signs. Mr. Harrow thanked the Commission for the support in last years purchase of Turtle Crossing signs. He requested the Commission approve the same amount as last year for additional signs. The Commission determined to allow the amount to be spent, not to exceed last years budget request. • College Rock and the Town Forest. Mr. Harrow requested the Commission give the Open Space Preservation Commission permission to take photos of the properties and feature them on the Town’s website. The Commission approved the request. • Hughes Property, 192 Hayden Rowe (188-1652). Ms. Recos noted the trail project at 192 Hayden Rowe still has silt fence along the work area. Mr. Barnes request the Staff review the area and contact Mr. Peter LaGoy regarding the removal of the erosion controls and the timing of requesting a Certificate of Compliance. • 1 Oakhurst Rd (188-1692). The Commission stated some members had seen that lawn area had been installed up to the lake edge at this site.
