Beatty,.Brown and Collins Absents Dr. Leonard and Mr. Stokely r Also present were W. H. Webb, Village Manager; Mary Wetterer, Vil- lage Clerk., and Thomas Anderson, Village Attorney: In the.absence of Mayor Leonard, the AssTt Mayor Mr.'Beatty conduc- ted the.meeting. The minutes.of the previous meeting of October 18, 3954:were read and accepted on motion of Mr. Brown, seconded by Mr. Collins. Mr. Beatty-suggested that if it was agreeable to the meAers the order-of business be changed to permit.Mr. Floyd Sathre, the Village: Auditor, to explain the audit for the fiscal year ending September.30, 1954: Mr: Sathre then reviewed the.audit for the council and after discussion on motion, . of Mr. Brown, - seconded by Mr:.Collins the audit was accepted. W. R. Hargraves, an applicant for a taxi permit, apj�pared. before j the meeting and Mr. Webb read a letter from him suggesting that he operate in 3 Bal Harbour by radio from a location north of the Haulover bridge. It was Agreed by the council that licenses be granted only to those who had locations within the village and suggested that Mr. Hargraves try to find aabase of oper- ations. The next item of business to be considered was an amendment to the 'Sign Ordinance; Mr.. Anderson said he would like to suggest that the council be furnished with copies to at dy before read for adoption. It was agreed to.- table this ordinance until nex `meeting. Mr. Webb told the council he had prepared specifications, for work at.Traot •Br, including curb, gutter, catch basin and sidewalk, together with work to be done for the Community National Bank on an assessment basis. The bids being.aa..follows:. L._G. Morris, Inc., $6,799.20; The Brewer Company, t7, 107.10; 0.'W. Collins, :$7,112.00;' and W. T. Martin, $8,085.00.'•',He said, that the contract would be payable as follows Approximately $2,556.00.by. Bal Harbour Village; $10481.00 by the Village on a lien basis; and the balance of $2,762.20 outright by the Community National Bank. After discussion it was .. moved by Mr. Brown, seconded by Mr. Collins and unanimously voted that the eon - tract be let to L. C. Morris, Inc. the work to be started immediately. Mr. Webb then read a letter from.the:6ommunity National Bank stating that they would accept the lien to be assessed against them for the street and sidewalk work. The Village Manager read to the council letters from Senator Smathers and Congreseman Fascell with regard, to the Village Resolution No. 27 on United States Day. NOVEMBER 15. 1954 Mr. Webb showed the council the revised plans for the, signs on the Balmoral Hotel which had been`approjed at the last council meeting. A letter from the Economic Society of South Florida was read to the council and Mr. Webb said that he had studied the attached.report on water conditions for Dade County. He said he considered the project worth- while. Thereupon on motion of Mr. Coliinq, seconded by Mr. Brown it was unan- imously voted to send.$25.00 to the Society for their work. An application for the renewal of the taxi permit by Gunnar W. Lind at the Kenilworth Hotel and for,twq additional cabq at the Bal Harbour Hotel was submitted and approved on motion of Mr. Brown, seconded by Mr.'Collifts. Also submitted was an application for a taxi permit for an unmetered cab at the Sea View Hotel by Bob Front., This_appiication was also approved,vnanimously on motion of Mr. Collins, seconded by Mr. Brown. An application by'Caussway Rental Service to ,operate five U4rive It cars from the Sea View Hotel was considered and on 'motion of Mr. Collins, seconded by.Mr: Brown, unanimously approved. Mr. Webb reviewed . the application for a Liquor License for the Balmoral':Hotel. After discussion on motion of ,Mr. Brown, seconded. by Mr. Collins, the license .was unanimously granted ,subject to the,submitting of fingeibrints by the owners. Mr,. Webb..then submitted the application of the, Bal Harbour Hotel.. for a Liquor License. On motion of Mr. Collins, seconded by Mr. Brown the license was unanimously granted. Mr. Webb said that the owners,of Lot 1 on the Oceanfront wished` to extend the groin they are now building out to the legal limit of one hundred _.feet beyond the seawall. After studying the plan on motion of Mr. Brown, second- ed by Mr. Collins, permission was unanimously granted. Mr. Brown asked how the plans for the Village Hill building were progressing and Mr. Webb showed the sketches he had.received frpm.Mr.. Soho epplts office and said that the blueprints could be made up shortly. There being no further business before the meeting on motion of Mr. Collins, and seconded by Mr. Brown, the meeting adjourned.
